Single-Engine Mechanical Street Sweeper Specifications
Model
Model year 2026, or newer, Elgin® Broom Bear® single-engine mechanical (broom) street sweeper (or
approved equal). Elgin® part number 4M-BROOM-BEAR-H-33K. The sweeper shall be new and in
operating condition upon delivery.
Bidders must be licensed by the Louisiana Motor Vehicle Commission (LMVC) as a specialty vehicle
dealer.
Features
The following specifications and features shall be considered the minimum equipment to be included
with the street sweeper:
Sweep Path: Main broom only – 60”; Main broom + one side broom – 90”; Main broom + two
side brooms – 120”
The sweeper’s debris hopper shall have a minimum capacity of 4.5 cubic yards.
The hopper shall include the LifeLiner® (or approved equal) polyurethane hopper liner and finish
system that shall be warranted for the life of the sweeper. Bare steels, including stainless steels,
shall not be acceptable.
The hopper shall not offer less than 11” side shift of load for maximum dumping efficiency and
for extra clearance between sweeper and dump truck. The minimum clearance between the
sweeper and a truck shall be 28”.
The hopper load shall be visible at all times from the cab through a glass window ad skylight.
The maximum time for dump cycles shall not exceed seventy (70) seconds.
Sweepers that require the use of jack stands and/or outriggers to stabilize the chassis during
dumping procedures shall not be acceptable.
The sweeper shall include a Midwest Lube, Inc. (or approved equal) Autolube system designed
for street sweepers.
Chassis: Commercial Class 7 Freightliner M2 (or approved equal)
The wheelbase shall not exceed 136”; cab-to-axle shall be 70”. Overall length shall not exceed
268”. Outside width in transport mode shall not exceed 8’. Overall height shall not exceed 9’.
Speed shall be governed at 65 miles per hour.
Single-speed rear axle shall have a 6.43 ratio. An auxiliary transmission for sweeping shall not be
acceptable.
Turning radius shall not exceed 19’-7” from curb to curb. Front axle steering cut shall be a
minimum of 50 degrees.
The sweeper and cab shall be painted standard white in color.
It shall be acceptable for the sweeper to have a grey accent color on the lower portions of the
vehicle.
It shall be acceptable for the manufacturer’s logo to be placed on the sweeper.
Onboard air compressor shall be 18.7 cubic feet per minute.
Air shall be equipped with a Bendrix AD-9 (or approved equal) air dryer.

The parking brake shall be spring applied to the rear wheel drum and shoe.
Chassis shall include front tow hooks. Access to frame on both side of the machine shall be
available for jacking purposes.
Engine shall be Cummins L9 (or approved equal) with a minimum horsepower rating of 260 HP
at 2,220 RPM with a torque rating of 720 ft-lbs. at 1,300 RPM.
Engine shall be supplied with a low oil pressure and high-water temperature warning system
integrated in the engine’s electronic system.
The radiator fan shall utilize clutch type drive. Direct drive fans shall not be acceptable.
Anti-freeze / water mixture shall be rated at -34 degrees Fahrenheit.
Diesel fuel tank shall have a minimum capacity of 50 U.S. gallons.
The automatic transmission shall have six (6) forward speeds and one (1) reverse gear. The
transmission shall be Allison 3500RDS (or approved equal).
The transmission shift pattern shall be illuminated for nighttime operation. Shift operation shall
be by push button in lieu of a shift lever.
The transmission shall be equipped with a heavy-duty oil cooler and magnetic drain plug(s).
Synthetic transmission fluid (TES-295 compliant) shall be provided.
Tires shall be mounted on ten (10) stud hub piloted steel disc 22.5/8.25 rims.
The rear axle shall be equipped with dual tires for load capacity and stability. Rear mud flaps
shall be provided.
All wheels shall be interchangeable to allow for emergency changes on site.
The console shall have both a left and right primary driver switch which changes the controls for
the operator station and instrumentation from left to right and back. For safety, the driver
switch shall only be activated with the parking brake applied.
The sweeper shall include dual basic high back air suspension driver and passenger seats with
mechanical lumbar and integrated cushion extension.
Each seat shall include a 3-point seat belt with automatic retractors.
Each operator station shall include an adjustable sun visor.
The sweeper shall include left and right outside heated and power adjustable west coast type
mirrors with molded-in 8” convex auxiliary mirrors.
The sweeper shall be equipped with both left and right 8” stainless steel fender mounted convex
mirrors with tripod mounting backets.
The cab shall be a full width aluminum cab with a one-piece fiberglass tilting hood.
Duel electric horns shall be included.
The cab interior environment shall be fully conditioned by fresh air heater / ventilator /
defroster / air conditioning with a three-speed fan.
Cab shall have full flow through ventilation.
Windshield wipers shall be two-speed with a washer and include an intermittent option.
The dashboard shall be fully faced with soft molded plastic and include a minimum of two (2)
cup holders.
The sweeper shall include an in-cab hydraulic oil temperature display.
The cab shall include left- and right-hand side grab handles to assist with entry and exist of the
cab.
The sweeper shall include an in-can mounted 2.5 lb. (1.1 kg) ABC fire extinguisher.
The sweeper shall include an automatic electronic back-up alarm.
Door shall be keyed alike and include electric locks.
All glass shall be tinted safety glass.

All side windows shall have a defogger feature.
Door windows shall be electric open and close.
The manufacturer must certify that the cab noise level while operating the sweeper does not
exceed 82 dB(A) (per J919 testing).
Chassis alternator shall not be less than 160 amps.
The electrical system shall be a 12-volt negative ground system.
All lighting shall meet DOT safety requirements.
The front and rear of the sweeper shall include clearance lights.
The sweeper shall include dual ea and a single hopper LED beacon light with guard.
Left and right sides of the sweeper shall each contain two (2) clearance lights.
The sweeper shall include front and rear directional lights with emergency flashers.
The sweeper shall include work lights for each gutter broom and the rear broom.
The sweeper shall include an automatic back-up light and an electric alarm to be activated when
the transmission is placed into reverse.
The license plate holder shall be illuminated.
The sweeper shall have two rear side combination light / reflectors.
The sweeper shall include a rear LED arrow board with in-cab controls.
Broom down pressure shall be adjustable by the operator from within the cab while moving.
Broom location shall be positioned to provide the best sweep path in relation to the main
broom.
Side brooms shall be capable of extending from 110” (2,794 mm) to 144” (3,657 mm) with both
side brooms activated.
Left and right-side brooms shall have tilt with indicator.
The main broom shall be direct drive by a hydraulic motor.
The main broom shall not be less than 34” in diameter and not less than 60” in length.
The main broom shall be a strip broom style with center sweep mandrel. Broom material shall
be 100% virgin polypropylene filaments with a steel core. Individual broom strips shall be
replaceable.
The main broom shall be full floating with self-aligning bearings.
The sweeper shall include a broom measurement ruler.
The main broom side plates shall be equipped with spring assisted steel drag shoes.
The main broom shall be shielded by a steel broom hood. Plastic hoods shall not be acceptable.
The main broom and conveyor shall have a work light.
The conveyor shall be a standard squeegee rubber belt.
The conveyor shall be capable of loading the hopper to 100% of its capacity.
The sweeper shall include an onboard water tank with a minimum capacity of 360 U.S. gallons.
The sweeper shall include a diaphragm type water pump capable of running dry without
damage.
A water level gauge indicator shall be located within the cab.
The sweeper shall include an in-line water filter with shutoff valve located within the water
system.
The sweeper shall include a minimum 16’-8” (5,080 mm) in length water fill hose with the
capability of connecting to a fire hydrant.
The sweeper shall include a hydrant wrench.
The sweeper shall include a standard width cab-controlled spray bar with individual side / main
broom and front bar controls.

The sweeper shall include a hydraulic reservoir with a minim capacity of twenty-three (23) U.S.
gallons and shall include an outside level and temperature display.
The sweeper shall include a PR4 type pressure protector for the chassis air system.
All pneumatic cylinders shall be interchangeable.
All pneumatic cylinders must be rated to 150 PSI, minimum, and have a separate rod seal and
wiper to prevent contamination from entering the cylinder.
The sweeper’s electrical system shall be integral to the chassis electrical system.
The sweeper’s wiring harnesses shall be color-coded and hot stamped with circuit name.
All sweeper controls shall be mounted on an adjustable central console located between the left
and right operator’s position and access.
The sweeper’s rear compartment shall include a mounted lockable stainless steel tool box with
the minimum dimensions of 24” long x 13.5” wide x 6-3/8” tall.
All visible exterior metallic surfaces shall be coated prior to assembly with s polyester powder
coat with a minimum thickness of 2 mils. The use of acrylic enamels and/or polyurethanes shall
not be acceptable.
Warranty and Training
All provided books and manuals shall be original manufacturer’s copies. No photocopies shall be
accepted.
The sweeper shall include an operator’s manual.
The sweeper shall include a mechanical products machine delivery packet.
The sweeper shall include a safety manual.
The sweeper shall include a parts book.
The sweeper shall include a service manual.
The sweeper shall include an engine manual.
Any freight costs shall be included in the bid price of the street sweeper.
The unit shall include on-site manufacturer supported operating and maintenance training
within the vicinity of the Jefferson Parish Parkways Department’s building located at 200
Shrewsbury Road, Jefferson, LA 70121.
The unit shall include a manufacturer’s parts and labor extended warranty for the period of five
(5) years.
Note: the manufacturer’s warranty shall not begin until the Jefferson Parish Parkways
Department takes delivery of the unit.
