All Bids will be opened and publicly read aloud at that time. Bids received after said time will be returned unopened.
Two copies of the Bid should be submitted in a sealed envelope clearly marked "Aquatic Center Feasibility Study”.
Documents may be obtained at the Manchester Parks and Recreation Office (Paul A. Schroeder Park), 359 Old Meramec Station Rd., Manchester, MO 63021, between the hours of 8:00 a.m. and 4:30 p.m. Monday through Friday or by downloading them from the city website: www.manchestermo.gov . The City reserves the right to reject any or all Bids, to waive informalities in bidding, to negotiate with any or all bidders or others for more favorable terms or prices, and to award a contract to other than the bidder submitting the lowest cost bid proposal, with or without negotiation. The City reserves the right not to open a sole bid.

LOUIS COUNTIAN, AFFIDAVIT TO BEFURNISHED.2REQUEST FOR BIDS FOR THEAQUATIC CENTER FEASIBILITY STUDYAT THE MANCHESTER AQUATIC CENTERI. PURPOSEThe purpose of the aquatic center feasibility study is to evaluate options forreplacing or renovating the City’s aging aquatic center by developing conceptualdesigns, estimating project and operational costs, and assessing public supportand willingness to fund. The study will guide decision making by identifying acommunity supported path forward that aligns with the City’s long term recreationgoals and financial capacity.II. PROJECT OVERVIEW/SCOPE OF WORKA. Project Overview – The Manchester Parks Department is seeking qualifiedcompanies (herein noted as "Contractor"), familiar with the aquatics industry,with a demonstrated capability to develop a robust aquatic recreation facilityfeasibility study that will identify and analyze community needs and researchoptions for the following:• Remodeling the existing facility; and• Demolishing the existing facility and raising a new aquatic center onthe current site.o The Aquatic Center Main Building (comprising of offices,concession stand, and bathrooms) will be retained andminimally renovated.o No indoor or year-round components are to be included.o Consider maintaining a similar total water surface area orcapacities.o Based on staff and stakeholder feedback, the City mayrequest alternative concepts to explore a modified or hybridapproach. If needed, this third concept would be based onrefinements or combinations of the initial two and should beaccounted for in the consultant’s work plan and fee structure.The research conducted for both options should assess the ManchesterAquatic Center’s current situation and make recommendations on a strategyto project future needs. In addition, each should outline:• Detailed action plan with Short-term zero (0) - five (5) years,Intermediate-term six (6) - ten (10) years, and Long-term ten (10) -thirty (30) years.B. Scope of Work1. STAKEHOLDER ENGAGEMENT:• Conduct targeted outreach with stakeholder groups that mayinclude: pool pass holders, residents, pool staff, and known usersof the current facility.• Gather input to inform the concepts and establish priorities forprogramming and features.32. COMMUNITY SURVEY:• Prepare and administer a community-wide survey to:o Gauge willingness to pay for enhancements presented inconcept plans.o Understand broader resident priorities and support for theproject.3. NEEDS ANALYSIS:Meet with the Parks Department, plus any designated communitygroups and/or individuals involved in the project to analyze needsand determine objectives.• Evaluate the physical condition of the swimming pool at the existingaquatic center to help determine the overall lifespan of the pool andany necessary repairs needed along with associated costestimates.4. CONCEPTUAL PLANNING:• Develop conceptual plans of various aquatic facility concepts thatwill meet the aquatic program needs determined through the needsassessment.• Prepare an Opinion of Probable Construction Cost for the aquaticfacility. Recent project bid figures of similar projects will be used aswell as national estimating guides and local cost adjustmentfactors. The hard construction cost figures will be supplemented bya development cost factor, which will include such "soft" costs asprofessional fees, survey, geotechnical report, documentreproduction, advertisement for bids, and all anticipated expensesrelated to the administration of the project. The sum of these twocost figures will be the total project cost so that the Owner will havea comprehensive overview before making an informed decisionabout the project.• Provide a comparative analysis between a renovation of theexisting aquatic center and new construction.• Develop a basic operations model for each concept that includes:o Core revenue projections from programs (swim team,swim lessons, water fitness) and memberships.o Annual operating costs and expected net subsidy.Target: is a breakeven or $0 per year in City subsidy.o Staffing requirements by concept, especially lifeguardneeds.5. PRESENTATION:• A final presentation to the Parks Department and to the ManchesterBoard of Aldermen outlining the methods and results of the studywill be made and a final report detailing the study processes andoutcomes will be submitted.46. REQUIRED DELIVERABLES:• Draft Feasibility Study of project components as described underScope of Work above with presentation to Parks Department Staff.• Final Aquatic Facility Feasibility Study results of projectcomponents as described under Scope of Work above on or before09/18/2026 including conceptual site plans and renderings.• Summary report of stakeholder engagement and survey results.• Final Presentation to Parks Department Staff.• Final Presentation to Board of Aldermen and communitystakeholders.C. Schedule and Project Award:1. SCHEDULE:• Issue RFP:• Bids Due• Consultant Interviews (if necessary)• Selection of Preferred Contractor• Notice to Proceed Issued1/21/262/18/262/25/26 – 3/4/263/6/263/18/26• Ideal Conclusion of Feasibility Study no later than September 18th,2026.D. Bid Submittals. Bid submittals shall be accompanied by the following:1. Documentation showing the bidder’s participation in a federal workauthorization program, pursuant to Section 285.230 R.S.Mo. and inaccordance with this Request for Bid.2. Proof of lawful presence of the Authorized Representative of theContractor, pursuant to Section 208.009 R.S.Mo. and in accordancewith this Request for Bid.3. A satisfactory Affidavit of Non-Collusion in substantially the formprovided in the Bid Documents.4. Certificates of insurance showing evidence of required insurancecoverage in accordance with the Bid Documents.5. Various affidavits required by the Bid Documents.E. Selection Process.
