This Request for Qualifications will establish a list of firms eligible to receivea subsequent Request for Proposals (RFP).BACKGROUNDThe District is an independent special district formed in 1944. It is governed by anelected five-member Board of Directors and its boundaries encompass the city of CostaMesa and small portions of the city of Newport Beach and unincorporated OrangeCounty. Serving a population of approximately 118,000, the District is responsible forproviding residential trash collection, recycling, and wastewater collection services.The District owns and maintains a wastewater collection system with 224 miles ofpipeline and 20 pump stations used to transmit wastewater to the Orange CountySanitation District for treatment and recycling. These core responsibilities areaccomplished through a combination of public and private services, including an in-house administrative and wastewater maintenance staff and private contracts fortrash hauling and recycling, legal, treasury, and IT services.TECHNICAL ENVIRONMENT OVERVIEWThe District has 27 employees and 2 sites located in Costa Mesa. The current technicalenvironment includes 66 endpoints, 23 servers (both cloud/virtual and on premises),Microsoft 365 (100 email accounts and 41 licensed users), 158 active directory users(106 enabled/active), and Zoom as the unified communications platform. Additionaldetails will be made available to eligible applicants upon request during the RFPprocess.SCOPE OF SERVICESIn general, the selected firm will be expected to provide:• Onsite and remote IT support, including front-line day-to-day support andcomplex technical support• Network administration and monitoring, including ongoing management ofon-premises and cloud servers, firewalls, switches, wireless access points,backup systems, internet connectivity, phone system, and endpointmanagement• Cybersecurity oversight, including threat monitoring, multi-factorauthentication (MFA), endpoint detection and response (EDR) tools,2vulnerability scanning and remediations, incident response planning, andsecurity awareness training• Strategic IT leadership to develop multi-year project plans and budgets, guidesoftware streamlining and integration, recommend hardware replacementcycles, and advise on compliance and risk mitigation• Vendor management, including oversight of and collaboration with internet,security systems, audio visual (AV), geographic information systems (GIS),printer/copier, and software service providersA more detailed scope will be provided in the subsequent RFP.MINIMUM QUALIFICATIONSEligible firms must demonstrate the following qualifications:• Public Agency Experienceo Minimum five (5) years providing managed IT services with experienceserving California public agencies (special districts, cities, or countiespreferred)o Familiarity with public records, transparency, regulatory compliancerequirements, and a public agency’s needs for uptime and accessibility• Technical & Cybersecurity Expertiseo Experience managing Microsoft 365 environmentso Network infrastructure management (endpoints, servers, firewalls,switches, wireless access points, virtual private networks, etc.)o Cybersecurity program management aligned with recognizedframeworks (e.g. National Institute of Standards and Technology)o Experience with endpoint detection and response (EDR), SecurityInformation and Event Management (SIEM), MFA, and vulnerabilitymanagemento Disaster recovery and business continuity planning experience• Staffing & Service Expectationso Dedicated account management team, including an account managerand onsite technical support for a minimum of two (2) days per week,with sufficient staffing to account for turnover and day-to-day coverageo 24/7 Help desk structure with guaranteed response times and well-documented escalation procedureso Qualified staff with relevant education, and certifications (e.g.,Microsoft, Cisco, CompTIA, CISSP, etc.)• Financial Stabilityo Minimum five (5) years in businesso Stable and mature business model with a proven track record ofsatisfied clients3SUBMITTAL REQUIREMENTSProposals shall be submitted in PDF format, no longer than 15 pages, and must includethe following:1. Identify three (3) comparable public agency clients as references andinclude a brief description of the scope of services provided by the firm,the current and/or past contract term dates, and contact information foreach reference4. Technical Capabilitiesa. Brief descriptions of services offered that directly pertain to theDistrict’s scope (pages 2 and 3), including:i. Onsite and remote helpdesk support model, including standardservice levels for incident response and resolution with severitydefinitions and target response times. At minimum, address thefollowing:1. Severity 1 (Critical outage/security incident)2. Severity 2 (Major impairment)3. Severity 3 (Normal issue/service request)4. Severity 4 (Low priority/minor request)ii. Network administrationiii. Cybersecurity oversightiv. Strategic planning and budgetingv. Vendor management5. Staffing, Certifications, & Reportinga. Organizational chartb. Key personnel resumes and relevant certifications (e.g. those related toMicrosoft, cybersecurity, network management, etc.)c. Brief description of the firm’s approach to the following reporting types:i. Monthly service reporting (ticket volume, response times,resolution times, etc.)4ii. Security reporting (alerts, vulnerability findings, remediationstatus, patch compliance)iii. Account management meeting frequency and strategic and/orbudget planning meeting frequency6. Financial & Legal Disclosurea. Statement of financial stabilityb. Disclosure of any bankruptcy, litigation, or contract termination withinpast five (5) years7. Supplemental Informationa. Confirmation of the firm’s ability to meet the District’s minimuminsurance requirements (Attachment A)b. Any metrics or key performance indicators used to measure the firm’sperformancec.
