Project Purpose & ObjectivesThe City of Monroe is soliciting Statements of Qualifications from experiencedengineering firms to perform a preliminary engineering report for water andsewer service to the City owned parcel 09180064A. The City is also solicitingStatements of Qualifications from experienced engineering firms to perform adetailed engineering design and specifications for a water line extension tothe site.2. Site and Utility OverviewThe City currently owns parcel 09180064A and is marketing the site forEconomic Development purposes. The 74 acre site is part of the North CarolinaSelectsites Readiness Program (SRP). As part of the SRP, the City is eligible forfunding for the preliminary engineering report and water line extension design.The potential site development has three (3) scenarios that will be used for thePER and water line design.Scenario 1: 600,000 sq. ft. facilityApproximate Water Usage = 10,000 gal/dayApproximate Sewer Usage = 10,000 gal/dayScenario 2: Three (3) 200,000 sq. ft. facilitiesApproximate Water Usage = 3,333 gal/day (Each facility)Approximate Sewer Usage = 3,333 gal/day (Each facility)Scenario 3: Five (5) 100,000 sq. ft. facilitiesApproximate Water Usage = 1,700 gal/day (Each facility)Approximate Sewer Usage = 1,700 gal/day (Each facility)3. Preliminary Engineering ReportThe selected consultant will:• Evaluate the current water and sewer infrastructure.• Evaluate the fire flow needed for the scenarios 1, 2, and 3.• Evaluate the size, specifications, and services route for scenarios 1, 2,and 3.• Provide a preliminary engineering report for service to the site.34. Design and SpecificationsThe selected consultant will:• Provide water line design to the site for scenario 1.• Provide minimum sewer line specifications for service for scenario 1.• Provide all permits that will be required for construction of the water andsewer infrastructure.• Provide an estimated schedule for construction for the water and sewerlines.• Provide cost estimates for scenario 1 for water and sewer lineconstruction, tap fees, system development fees, and permit fees.5. Submittal RequirementsSubmittals shall be three (3) hard copies delivered by mail and an electronic.pdf of the qualifications and proposal.Submittals are encouraged to be concise, well-organized, and limited to theinformation requested herein.Submittals are to be sent to:City of Monroe – Water ResourcesAttn: Rob Miller2401 Walkup Ave.Monroe, NC 28110Submittals Due: 6/23/2026 by 2:00 PM ESTQualifications to be submitted:• Include the following information about your firm:o Name and Addresso Physical location of personnel proposed to work on this projecto Number of employeeso Description of the firm’s core services related to water andsewer extension design.• Demonstrated firm experience in:o Preliminary engineering reportso Water system engineering design and specifications.o Sewer system engineering design and specifications.o Regulatory requirements for design and specifications.• List of similar projects• Resumes of key personnel proposed to work on this project.• List of any proposed subcontractors.• List of at least three (3) client reference for related projects withcontact name, telephone number, and email address.4• Any additional information in support of our project and your services.• A statement in which applicant certifies that the information providedis correct, under the penalties of perjury.Proposals to be submitted:Proposals must include services for the entire project scope, plus anyadditional recommended services.Project Schedule to be submitted:Each firm will be required to submit a schedule for the project that details themilestones of the project.6. The actual schedule will be refined during contractnegotiations and could vary based on data development and level of analysisrequired, commensurate with the complexity of the Scope of Services.7. The interested firms will be sentthe RFQ appendices electronically and receive responses to any and allquestions or clarifications received.Questions and clarifications are to be submitted in an email tormiller@monroenc.org by 6/5/2026. The City of Monroe will respond via emailon 6/10/2026. The responses to questions and clarifications will be sent to allinterested responders to the RFQ.8.
