Sealed proposals, addressed to the Supervisor of Purchases, City of Middletown, Room 112, 245 DeKoven Drive, Middletown, Connecticut, will be received until Tuesday, July 21, 2026 at 11:00 am for the following:

REDEVELOPMENT OF WELLS AT THE JOHN S. ROTH WELLFIELD
• Bid documents may be obtained at the Purchasing Office, Room 112, Municipal Building, 245 DeKoven Drive, Middletown, CT., Monday - Friday, between the hours of 8:30 a.m. and 4:30 p.m. for a fee of $.50 per page. It is preferred that they are downloaded free of charge on the City of Middletown web site: www.MiddletownCT.gov . All questions concerning this bid should be directed in writing to the Purchasing Department via fax at 860-638-4895 or email at For security reasons, you must enable JavaScript to view this E-mail address. .
• Bids will not be publicly opened in the Municipal Building, however, bids will be opened and read aloud via Webex. Additional information and a link will be provided on our website www.middletownct.gov for those interested in viewing the bid opening via Webex.
• All bid submittals shall be received on the designated forms provided in a sealed envelope using the return label provided and marked as designated in the Information for Bidders. It is the responsibility of the bidder to plan accordingly that bids are received by the set date and time. Bids received “late” or faxed will not be considered.
• A bid bond in the amount of ten percent (10%) of the total bid amount shall be required with all bids submitted. Performance and Labor and Material Payment Bonds in the amount of 100% of the contract sum shall be required from the selected bidder following award. A Maintenance Bond in the amount of ten percent (10%) of the contract sum shall be required after completion of work and prior to final payment. Wage rates apply for all projects over $100,000.00. The City of Middletown reserves the right to waive any defect or any irregularity in any bid and reserves the right to reject any or all bids or any part thereof. Bids and amendments to bids received after the time set for the bid opening will not be considered. All bids must be completely filled out when submitted. No bid may be withdrawn for a period of ninety (90) days subsequent to the opening of bids without the City of Middletown's written consent. Withdrawal of any bid must be submitted in writing to the City of Middletown.
