Summary

As provided in Section 287.055, Florida Statutes, the selected consultants(s) will be retained under a continuing contract and shall be required to provide services on an on-going, as-needed basis, on various projects and assignments. Consultant(s) may perform work for various departments of the City including, but not limited to, Public Services, Parks and Recreation, and Community Development.

The scope of services include, but are not limited to, providing general engineering and architectural services for miscellaneous planning, design and construction management projects, such as, but not limited to, buildings, facilities, parks, roadways, drainage, structural matters, matters involving bridges, electrical, mechanical, traffic engineering, civil/site planning, water and sewer, environmental assessments and engineering, permitting, land use and zoning, architectural design and space planning, construction management, and project management aspect. The City may also require the selected consultants to perform construction engineering inspections (CEI), threshold inspections, plans review and landscape architecture services.

Background

The City, on an as needed basis, will periodically issue specific projects and assignments to the Successful Respondent(s). The selected firm(s) shall demonstrate specific experience and capabilities and must have personnel qualified through education and experience in the specified disciplines.

The City may select multiple firms for each category of specialized services as described in this Request for Qualifications. Each selected firm shall enter into a continuing contract with the City.

In accordance with Section 287.055(2)(g)(1), a continuing contract may be used for:

  1. Professional services entered into in accordance with all the procedures of the CCNA between an agency and a firm whereby the firm provides professional services to the agency for projects in which the estimated construction cost of each individual project under the contract does not exceed $7.5 million. Beginning July 1, 2025, and each July 1 thereafter the Department of Management Services shall adjust the maximum amount allowed on the preceding June 30 for each individual project in a continuing contract by using the change in the June-to-June Consumer Price Index for All Urban Consumers issued by the Bureau of Labor Statistics of the United States Department of Labor. The department shall publish the adjusted amount on its website;
  2. Study activity if the fee for professional services for each individual study under the contract does not exceed $500,000; or
  3. Work of a specified nature as outlined in the contract required by the City, with the contract being for a fixed term or with no time limitation except that the contract must provide a termination clause.

If the statutory limits are adjusted by operation of law, the new limits shall automatically apply to any work authorization.
