ADVERTISEMENT
Ogden City is requesting sealed proposals from qualified Proposers interested in providing field-
fit irrigation and sports field improvement work at Grandview Park.
Proposal packets are available and may be obtained by downloading from the Ogden City website
at https://www.ogdencity.gov/264/Purchasing
Proposers are responsible for securing any and all addenda issued.
A mandatory pre-proposal meeting at 3809 Jackson Avenue, Ogden will occur on June 17, 2026
at 9 AM. The meeting will be held at Grandview Park. All firms intending to submit a proposal
are REQUIRED to attend the meeting to obtain relevant information concerning the existing point
of connection, existing site constraints, tree protection requirements, sports field layout, existing
or recently installed drainage improvements, and alternate proposal items.
Sealed responses to this RFP shall be submitted to the Purchasing Office, c/o Municipal Building
Welcome Desk, 2549 Washington Blvd, 2nd Floor, Ogden, UT, 84401 by July 2, 2026 no later
than 2 PM. LATE PROPOSALS WILL NOT BE ACCEPTED.
Ogden City reserves the right to accept or reject any proposal as it best serves its convenience
and/or is found to be in the best interest of the City.

Grandview Park Irrigation and Sports Field Improvements
I. INTRODUCTION
Ogden City desires to install field fit irrigation and sports field improvement work at
Grandview Park. The base scope includes mainline infrastructure and sports field irrigation.
Proposal alternates include sports field rootzone blend and finish grading, shrub bed drip irrigation,
periphery turf irrigation, and WeatherTRAK controller installation. All work must meet current
industry standards.
Goals/Objectives
Ogden City strives to:
A. Install a reliable, serviceable irrigation system for the Grandview Park multi-use sports field
using commercial-grade materials and equipment.
B. Allow the project to be awarded as a base scope with any combination of alternates,
depending on available funding and City priorities.
C. Protect existing trees, utilities, park infrastructure, drainage improvements, and public assets
during construction.
D. Provide clear pricing, schedule, warranty, testing, commissioning, and record drawing
requirements.
E. Complete construction, testing, adjustment, and closeout within a reasonable timeframe, with
a target substantial completion date in November 2026.
It is anticipated that this RFP process will result in one contract award. The RFP document and
awarded scope, including any awarded alternates, will become part of the final contract. This is a
project-based contract. The selected contractor shall propose a start date and completion
schedule and shall plan to achieve substantial completion no later than November 13, 2026, with

final completion and closeout no later than November 25, 2026, unless otherwise approved by
Ogden City in writing.
II. SCOPE OF WORK or SPECIFICATIONS – Refer to Exhibit A
III. MANDATORY OR NON-MANDATORY MEETING
A mandatory pre-proposal meeting will be held on June 17, 2026 at 9 AM. We will meet
at Grandview Park, 3809 Jackson Avenue, Ogden.
Please allow at least one (1) hour for the preproposal meeting and site visit. All firms
intending to submit a proposal are REQUIRED to attend to obtain relevant information.
IV. RESPONSE TO RFP
Ogden City is seeking proposals from providers capable of providing all the work
described in the Scope of Work including attachments.
A. Each Proposal must include, as a minimum, the following information:
1. Authorized Representative – Indicate name, address, email and telephone number of
the company submitting the proposal.
a. Include the name and contact information of the person designated as authorized to
contractually bind the offer.
2. Company Experience - A description of the firm’s experience and capability of
fulfilling this contract if awarded.
a. Include company history with biographies and/or resumes for principal contacts.
b. Contractor License — Provide Utah contractor license number and attach a copy of
the current contractor license applicable to the work.
3. Team Information – Provide the names of any outside consultants and/or
subcontractors to be utilized, including contact information and a brief description of
their role(s) in the project.
4. Methodology and Resources — Provide a narrative describing the proposer’s approach
to field-fit layout, hydraulic sizing, existing point-of-connection coordination, sports
field irrigation layout, 4-inch mainline installation, tree protection, drainage protection,
construction sequencing, testing, commissioning, record drawings, and coordination of
awarded alternates.

5. Availability, Schedule, and Response Time — Provide the proposed start date,
proposed construction schedule, anticipated crew availability, anticipated crew size,
schedule impacts for each alternate, response time for project coordination, and
response time for warranty or corrective work.
6. Cost Proposal — Provide itemized lump-sum pricing for the Base Proposal and each
alternate separately using the pricing format provided in Exhibit A. Pricing shall clearly
identify assumptions, exclusions, allowances, proposed substitutions, and any cost
impacts associated with the proposed schedule. Include the required price guarantee
period.
7. Warranty — Provide warranty duration, covered work, response time, exclusions,
closeout support, startup support, winterization support if included, and process for
correcting deficiencies identified during inspection, commissioning, or the warranty
period.
8. References – Provide list of at least three references; include project dates, scope,
summary of work performed, and contact information.
9. Evidence of Insurability – COI, Refer to Ogden City’s insurance requirements (as
applicable).
B. Proposals are to be no longer than 20 pages. Double-sided pages count as two pages .
C. For City record-keeping purposes, please do not use spiral or wire binding methods. The
following methods will be accepted:
a. Submitted as loose leaf with binder clip
b. Submitted in a regular 3-ring binder
D. Proposals submitted to Ogden City are considered public records, unless protected within
Utah Code 63G-2-1.
