The Mercer County Department of Human Services, Office on Addiction Services, is accepting proposals for the period of one year (January 1, 2025 – December 31, 2025) with the option to extend for an additional year (January 1, 2026 – December 31, 2026), to provide Reentry Services for Mercer County residents in the amount of $178,160.00 annually.

Funding will be made available in the service categories:

  • Returning Citizens Community Program (RCCP) Case Management and Housing Stability Services
  • Immediate Access to Shelter Beds

The funding for these services may be a combination of State and County funding. The purpose of this funding is to augment existing sources of support to allow community agencies to provide a full continuum of reentry support services in Mercer County. These funds will assist in the coordination of reentry efforts as required in Assembly Bill 844, adopted on August 24, 2020.

Mercer County Correction Center (MCCC), in collaboration with the Mercer County Department of Human Services, will coordinate the efforts on reentry planning as required in Assembly Bill 844, adopted on August 24, 2020. Mercer County Department of Human Services has made a commitment to address racial disparities that impact people of color in our community across the continuum of services offered by the agency – Mental Health, Substance Use, Homelessness, Housing, Programs for Youth, and Aging and Disability Resources. Hence, this partnership will enhance the services offered to Mercer residents by assisting another vulnerable population; returning citizens with the transition from incarceration to home by providing job training, housing assistance, counseling services, legal aid, and referrals and linkages for other needed services.

Funding for this contract may increase beyond the original contractual amount when additional non-County funding becomes available (also applies to increased allocation for the cost of living adjustment); however, the contractor must provide increased levels of services at the unit cost referenced in the proposal. The County reserves the right to decrease or increase the levels of service based upon allocation and no minimum or maximum is implied or guaranteed.

This funding is contingent upon inclusion and adoption of the 2025-2026 Mercer County budgets and available State funds.

Agencies can apply for one or both of the service categories in your response.
