BIOSOLIDS CAPACITY EXPANSION PROJECT

CONTRACT 2 – SLUDGE DRYER BUILDING

KENT COUNTY LEVY COURT

DOVER, DELAWARE

Kent County Levy Court is requesting Sealed Bids for the construction of the following Project: Biosolids Capacity Expansion Project - Contract No. 2 – Sludge Dryer Building in the Regional Resource Recovery Facility  located at 139 Milford Neck Road, Milford, Delaware 19963.

Sealed Bids for the construction of the Project will be received by Mr. Andrew Riggi at the Kent County Levy Court Public Works Department located at 555 Bay Road, Dover, DE 19901, until 2:00 PM (EST) April 3, 2025. At that time the Bids received will be publicly opened and read aloud.  Kent County may extend the time and place for bid opening, on no less than 2 calendar days’ notice.

The Project consists of construction of a 7,500 square foot pre-engineered metal building and adjacent masonry service buildings fully enclosed and weatherproof, complete with foundations and floor slabs and appurtenant piping and site work in accordance with the contract drawings and specifications.  The Project has an expected duration of 150 days.

Bidding Documents will be provided in electronic/digital format only at no charge and must be obtained from the Issuing, Office Kent County Public Works Engineering Division, at (302)-744-2430 or by emailing publicworks@kentcountyde.gov and copying Robert Andryszak ( randryszak@rkk.com ).  All Bidders must be registered with the Issuing Office for bids to be accepted.  Neither the Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office identified in this advertisement.

A non-mandatory pre-bid conference for the Project will be held on Thursday March 20, 2025, at 10:00 am EST.  The meeting will be held via teleconference.  You must register for the teleconference by sending an email to Andy.Riggi@kentcountyde.gov with the subject BIOSOLIDS EXPANSION PROJECT CONTRACT 2 – PREBID and copying randryszak@rkk.com .  Attendance at the pre-bid conference is encouraged but is not mandatory.  The due date for questions regarding the bid is 3:00 PM on Thursday March 27, 2025.

Bid security for at least ten percent (10%) of the bid price is required with the bid.

Delaware Prevailing Wage Rates and Davis Bacon Wage Rates do not apply.

Kent County reserves the right to reject any or all proposals and to waive any informality or irregularity in proposals received, and to accept or reject any items or portions of any proposals in the best interest of the County .
