Lawn Maintenance Services
The Town of Hartford is requesting sealed bids for lawn maintenance services at town
facilities and several highway median areas. It is expected that this proposal should
address a period from approximately July 1, 2026, through June 30, 2027. Proposal to
include a cost per mowing season for each area and spring cleanup.
Scope of Work: The scope of work shall include lawn maintenance services at the
locations noted at the end of this section. The maintenance services shall include mowing,
trimming, weeding, clean-up and spring clean-up at the Bugbee Senior Center, Park & Ride
lot, and the median and roundabout areas. The spring clean-up services shall include
clean-up and disposal of debris, limbs, and leaves which were not collected the previous
fall, etc. The mowing season will be from May 1st to November 1st of each year.
It is expected that mowing and trimming will be completed on a weekly basis, or as needed.
It should be noted that special attention must be given to areas where community flower
gardens are located. Mowing and trimming shall be completed in these areas with care not
to damage these areas; this includes not discharging grass clippings into the gardens.
Discharging clippings into traffic will not be allowed.
The Town requires signs to be used at both ends of the area being mowed, personnel shall
utilize Class 2 Traffic Vests, and all vehicles in the mowing areas shall utilize strobe lights.
You may contact the Highway Foreman for guidance with regards to types and placement
of signs.
Areas of Work:
Bugbee Senior Center, 262 North Main Street, White River Junction, VT: The areas
of work shall include all lawned areas in front, sides, back of the building and
parking area.
North Main Street Municipal Parking Lot (Across from Bugbee Senior Center): The
areas of work shall include all vegetated areas surrounding the parking area.
Hartford Avenue Park and Ride (South of Bugbee Street Intersection): The areas of
work shall include all vegetated areas surrounding the parking area.
Prospect Street: The area of work shall include the lawned areas easterly of the
sidewalk and river walkway from Maple Street to the second crosswalk.
Median Strips: The areas of work shall include Route No. 5 South (North Hartland
Road) from the I-91 overpass south of the VA Cutoff Road to North Main Street,
North Main Street from US Route No. 5 to the intersection of Church Street, US
Route 5 North (Hartford Avenue) from the Route 14 (Maple Street) intersection to
Manning Drive, Pine Street along sidewalk from Maple Street to the White River
Junction Elementary School, and the center medians and roundabouts only along
Sykes Mountain Avenue from the US Route 5 intersection through the easterly end
of the Ralph Lehman Drive round-a-bout improvements.
Bike Path from Colonial Drive to Dothan Brook School
South Main Street Parking Lot: Back side of Parking Lot, behind the curbing and
islands.
Insurance: Contractor must maintain and provide proof of Workers Compensation,
Comprehensive General Liability Insurance, Automobile Liability Insurance and Property
Damage Insurance (minimum of $2,000,000 aggregate, $1,000,000 per occurrence). The
Town of Hartford is to be named as additionally insured on the certificate. The contractor
agrees to hold harmless, indemnify and defend the Town of Hartford for all liability arising
out of the project.
Selection Process: The basis of the proposal selection shall include:

Availability of workforce and equipment
Cost
Any or other criteria considered relevant by the Town
Instructions: Bids must be submitted in a sealed envelope clearly labeled “FY2027 Lawn
Maintenance Bids” and will be received at the Town Manager’s Office, 171 Bridge Street, 2nd
Floor, White River Junction, Vermont, 05001 no later than 11:00 AM on Tuesday, June 30,
2026. Bids received after the noted time and date will not be accepted. Faxed or emailed
bids will not be accepted. For questions on the bid, please contact Jeremy Delisle,

Rejection of Proposals: The Town of Hartford reserves the right to reject any or all
proposals or to award contracts as a whole or in part if it is deemed in the best interest of
the Town.
Revision to the Request for Proposals: The Town of Hartford reserves the right to modify
any technical and submission requirements associated with this proposal and the scope of
work.
Limitations of Liability: The Town of Hartford assumes no responsibility and no liability for
costs incurred by the proposer in responding to the Request for Proposal or in responding
to any further request for interviews, additional data, etc. prior to issuance of a contract.
Description of Work:
All areas will have the lawns raked and debris pickup in the spring cleanup and as
needed during the mowing season.
All gardens in and along with the medians will be weeded every other week. The
shrubs and trees do not need to be trimmed; this will be accomplished by Town
employees.
o Bugbee Senior Center: The lawn areas will be mowed and trimmed weekly
from the driveway entrance to the wooded bank on the west end of the
building and extending to the backyard triangle on the south side of building
and the small strip on the east end of the parking lot.
o North Main Street Municipal Parking Lot: The lawn areas will be mowed
and trimmed weekly from the parking entrance to the bridge sidewalk
extending to the bank above the railroad tracks.
o Hartford Avenue Park and Ride: The lawn areas will be mowed and
trimmed weekly from the fence to Route No. 5 and along the ends.
o Prospect Street: The lawn areas will be mowed and trimmed weekly
easterly of the sidewalk and river walkway from Maple Street to the second
crosswalk.
o Median Strips and Sidewalks: The median and sidewalk areas will be
mowed and trimmed weekly from edge of curb and from edge of pavement
back 20 feet, all obstacles will be trimmed around. Sidewalks will be mowed
on the backside one full mower width, where possible.
o Optional Work: Garden Mulch Replacement. This cost shall include
material and labor to replace mulch. This part of the contract will not be
executed unless specifically approved in writing by the Director of Public
Works.
o Bike Path: Trimming from Colonial Drive to Dothan Brook School. Once a
month trim 5 feet wide on both sides of path and clear any branches/shrubs
intruding on the bike path.
o South Main Street Parking Lot: Once a Month, weeding the islands within
the parking lot. Mowing grass area behind dumpsters. Mowing/trimming 10’
behind curbing on the southern and western portion of the parking lot.
