Pre-Bid MeetingA non-mandatory pre-bid meeting will be held on Friday, January 30, 2026 in the PaulBunyan Room at Bangor City Hall 73 Harlow Street Bangor, Maine at 1:00 PM.VI. Late ProposalsIt is the responsibility of the Proposer(s) to see that their proposals have sufficient time tobe received by the Purchasing Department before the submittal deadline. Any proposal,portion of a proposal, or requested proposal revision received at the City PurchasingDepartment after the time and date specified will be returned to the Proposer unopenedor, if by electronic submission, deleted without being opened.VII. Withdrawal of ProposalsNo Proposer may withdraw their proposal for a period of ninety (90) days from the dateof opening. All proposals shall be subject to acceptance by the City during this period.To withdraw a proposal prior to the opening, the Proposer shall request the withdrawal inwriting. All costs associated with the withdrawal (i.e., mailing fees) will be borne by theProposer.VIII. RejectionP26-29Page 2 of 32Sewer System Maintenance and RepairsThe City reserves the right to reject any proposals, waive any informalities or defects inproposals, or accept a higher-cost proposal if it is deemed to be in the best interest of theCity. The City also reserves the right to request clarification of any details from thesuccessful Proposer. The evaluation of proposals and determination of the award will beat the discretion of the City and its judgment shall be final and without right of recourseby any Proposer.IX. Information for ProposersA. Tax Exclusion: All Federal and State taxes must be excluded from the proposalprice. Upon request, a tax exemption certificate for the City of Bangor shall befurnished to the successful Proposer.B. Bid Form and Requirements: The Bid Form (page 10) and all materials requestedin Section XIII. Proposal Content must be completed and returned with theproposal to be considered responsive.C. Required Insurance: Proposers are required to maintain the following insurancepolicies throughout the life of the project and name the City of Bangor as anadditional insured where applicable and may be required to provide proof:1. Worker’s Compensation Insurance2. Employer’s Liability Insurance3. Comprehensive AutomobileLiability4. BackgroundThe City operates and maintains a sewer collection system of approximately 154 milesof service, collector, and interceptor sewer mains. Repair and maintenance of thissystem is a continual and ongoing process. This request for proposal seeks additionalhelp from qualified Contractors to assist the City to conduct this work in a timely andefficient manner.The City is seeking a CONTRACTOR to repair, replace and/or install new sewer pipeand manholes throughout the City. The City has been utilizing a Contractor under thisSewer System Repair and Maintenance contract since 2015 and it has proved to be aneffective way of completing a significant amount of repair in an efficient manner.Existing sewer pipes are constructed from a variety of materials including Vitrified Clay,Brick and Concrete. Repairs to pipes are to be made with new SDR35 PVC pipe(unless otherwise specified) of appropriate diameter to convey the expected sewageflow. In no case shall the effective diameter of a sewer line be decreased. Repairs orP26-29Page 3 of 32Sewer System Maintenance and Repairsreplacement of manholes will be with new, precast concrete manholes unlessspecifically exempted by the City.XI. Proposal ContentIn addition to the attached proposal form, proposers must furnish all informationrequested and follow the instructions as noted herein. Additional information may besubmitted if deemed helpful in the selection process.All Federal and State taxes must be excluded from the pricing on the Proposal Form. Atax exemption certificate for the City of Bangor shall be furnished to the successfulProposer upon request.XII. Scope of ServicesIn the early spring of each year, the CONTRACTOR shall meet with City staff to reviewthe planned repair work for the coming construction season. The City and theContractor’s Project Manager will conduct site visits to confirm the locations of proposedwork and to discuss the specific scope of work for each area. Typical work will includethe repair or replacement of buried sewer lines, manholes, stormwater pipes and catchbasins. The City will typically provide a plan and profile for repairs to be completed fornon-emergency repairs.The contractor awarded the bid shall not subcontract more than 20% (by dollar value) ofthe pipe and manhole work. In addition, the scope of services includes, but is notlimited to, the following:Spot Repair Construction Activities:1. Provide a designated Project Manager.2. Obtain all required permitting and bonding including Shoreland Zone LocationPermits and Street Opening Permits (fees waived for Street opening permits).3. Field Verify invert elevations of all structures and pipe runs to be worked onas part of the designated project.4. Submit shop drawings of structures to be installed for approval by the City’sProject Manager.5. Provide all traffic control per MUTCD regulations. A traffic control plan may berequired to be submitted to the City in certain situations.6. Provide adequate erosion control measures to protect adjacent naturalresources and storm drain systems in accordance with all State and LocalRegulations.7. Provide maintenance of sewer flows including bypass pumping as needed inaccordance with Maine Department of Environmental Protection regulations. Ifbypass-pumping is required, the contractor will provide a flow control plan, inadvance, to be approved by the City.P26-29Page 4 of 32Sewer System Maintenance and Repairs8. Provide all excavation, and support activities needed to complete the project.9. Provide proper trench shoring in accordance to OSHA regulations.10. Provide proper lighting when work is required after sunset.11. Provide notification and coordination with all abutting property owners.12. Confirm the location of all existing utilities in the field.13. Provide mechanical compaction of all backfill materials in lifts not to exceed 1foot in depth.14. Restore surface to existing conditions after construction activities are completedas directed by the City.15. Provide trained, qualified, competent labor for pipe and manhole installation.16. Provide appropriate pressure testing and mandrel testing on all sewer pipe.17. Provide vacuum testing on all precast manholes (excluding doghouse styleinstallations).18. Coordinate with City Sewer Maintenance Division to allow for CCTV inspectionas needed during or post-construction.Note: Some projects may be time sensitive due to coordination with other constructionprojects and/or City’s roadway maintenance schedule. Coordination will be required withthe City, and at times other contractors.Down-time / Stand-by:There may be times when unforeseen conditions will require that the City conductfurther investigation after the Contractor has begun a project and construction activitiesmust be halted until a solution can be determined. The City of Bangor will not paydown-time for crew hours during this period. The City does recognize however thatthere is a cost to having equipment stay idle on a project site. Down-time will be paidon equipment daily for each full day that the equipment remains idle. Maximum downtime paid will be three days. Equipment down-time must be approved by the City ofBangor prior to payment requisition. Inclement weather will not be an excuse for down-time. Excavation equipment is the only equipment that will be eligible for down-timereimbursement.With this proposal, the Contractor shall provide a schedule of the daily down-time costfor their excavation equipment to be used on this project. If this schedule is notprovided, the City will not reimburse for equipment down-time.Equipment Charges shall be included with the bid in the spaces provided under theReferences Section of the Bid Form.Emergency Response:Emergent situations requiring prompt response by the contractor are expected fromtime to time.
