PUBLIC NOTICE IS HEREBY GIVEN that the City of Moorpark is requesting qualifications from qualified consultants to provide Engineering Services. The City intends to issue at a minimum one or multiple, three-year term contracts, with the option to renew at the end of the third year for up to two additional years, for services to be used on an as-needed basis for a variety of capital improvement projects.
Qualifications must be received by 3:00 p.m. on June 8, 2026, by the City Clerk’s Office at: City of Moorpark, City Clerk’s Office, 323 Science Drive, Moorpark, CA 93021, Attn: Blanca Garza, Deputy City Clerk, or via email at For security reasons, you must enable JavaScript to view this E-mail address. . Submissions received after this deadline will be rejected. Submissions by facsimile will not be accepted.
There will be no pre-proposal meeting for this RFQ.
The successful proposer will be required to demonstrate experience working on similar projects. Additional information may be obtained on the City’s website at www.moorparkca.gov/bids .
This RFQ does not commit the City to award an agreement, nor pay for any costs incurred in the preparation of a response. The City reserves the right to accept or reject any or all submissions, negotiate with any qualified firm, or modify or cancel the RFQ in whole or in part if it is in the best interests of the City to do so.
Digital copies may be provided via email, CD, DVD, flash drive, thumb drive, or similar digital device. Digital devices will not be returned.
The City, at its discretion, may invite selected proposers to participate in an oral interview to further assess qualifications and assist in the final selection process. Selection interviews, if needed, are anticipated in July 2026.

INTRODUCTION AND OVERVIEWThe City of Moorpark (“City”) is requesting qualifications from qualified consultants toassist the City with Engineering Services. The City intends to issue at a minimum one ormultiple, three-year term contracts with the option to renew at the end of the third year forup to two additional years, for these services, to be used as the need arises. Serviceswill be used for a variety of capital improvement projects. Proposers are encouraged tofocus on their areas of strength and are not required to team with a large number ofsubconsultants to cover all potential types of projects.2. BACKGROUNDIncorporated in 1983, the City of Moorpark is a suburban city located approximately50 miles northwest of downtown Los Angeles, in southeastern Ventura County, at theintersection of the 23 and 118 Freeways. The City has a population of approximately37,000 residents and covers approximately 12.5 square miles.The City of Moorpark’s identified Capital Improvement Projects (CIPs) span a diverserange of infrastructure and community investments. They include major street andtransportation projects (such as roadway widenings, signal upgrades, trail and pavementimprovements, and underground utility work), facility projects (including a new publiclibrary, Civic Center and recreation facility upgrades, Americans with Disabilities Act(ADA) improvements, and City Hall enhancements), and parks and landscaping initiatives(like playground replacements, trail and open space improvements, and streetscapelandscaping). Together, these projects focus on enhancing mobility, public amenities,accessibility, and overall community quality of life.In the past, the City has contracted with a variety of consultants to provide services andhas renewed each contract for several years. This Request for Qualifications (RFQ) willprovide new opportunities for consultants to work with the City.3. PURPOSE OF THE REQUESTThe City desires to obtain the services of one or more consultants to help the City with allaspects of maintenance and CIP projects, including preliminary investigation, permitting,design, construction management, and project management services. In addition,selected consultants may be requested to provide peer review services on civilengineering aspects of private land development projects on an as needed basis.4. SCOPE OF SERVICESIncluded as Attachment 1 is the Scope of Services listing major work tasks that may berequested. The City’s usage of the consultants’ services will be on an as-needed basisso that if the demand is not there, then the services will not be requested. For eachservice request, the consultant and the City will agree upon the specific scope of workRequest for Qualifications: Engineering ServicesPage 4and cost for that project. The City has the right to retain other consulting firms in its solediscretion when the City believes there will be an economic or other significant advantagefor doing so. Services for each contract will be provided on a negotiated fee basis, perwork order. No minimum amount of work is guaranteed under these agreements.Compensation may be structured as time and materials with a not-to-exceed limit, lumpsum, or another mutually agreed-upon method, depending on the nature of the projectand as agreed upon by both Consultant and City before work begins. Where appropriate,the City may prefer lump sum pricing to provide cost certainty.5. QUALIFICATIONS FORMATAll qualifications shall include the following minimum information:A. Description of Organization, Management and Team Members.Provide a description of the team/consultant and identify key personnel that are availableto be assigned for various projects. The organization description should clearly identifywho will be the contract manager and responsible for providing project specificqualifications and team assignments. Include resumes of key personnel for broad sampleof disciplines and indicate which branch office they work out of. The City expects to workwith the same contract manager during the entire term of the contract but expects thatthe team will be tailored to the size of each individual project.B. Organization Qualifications.Provide an outline of the organization qualifications indicating relevant backgroundexperience and capabilities for this work. Give examples of work accomplished that issimilar in size and content to the Scope of Services. If available, give examples of otherservices contracts. Provide list of subconsultants that may be used for the various typesof work discussed in the Scope of Services.C. References, Related Experience and Examples of Work.For work samples listed in qualifications, provide client references and contact informationfor relevant work. Specify the client, location, consultant firm members and participatingindividuals and role on team (principal, project director, etc.), type of work, implementationresults or status, examples of work, and other relevant information as needed.
