OVERVIEW:
In accordance with the Consultants’ Competitive Negotiation Act (F.S. 287.055), the City of Brooksville seeks statements of qualifications from firms to provide miscellaneous continuing professional engineering, surveying, and design services on an as-needed basis in connection with the development and improvement of the City of Brooksville infrastructure or projects such as Community Redevelopment Agency (CRA) task orders. Respondents may submit qualifications for one or more of the professional services disciplines identified below. The scope of services for each project will be negotiated as project needs arise. The City intends to contract directly with one or more qualified firms in each discipline. Where multi-disciplinary teaming is required, the City may request multiple firms to work together on a project, or may retain a firm in one discipline as a subconsultant to another professional firm selected through this process, as applicable.
SCOPE OF SERVICES:
A. Civil Engineering Services: Provide general consultation and civil engineering services for miscellaneous City projects, including, but not limited to, civil engineering design; preparation of plans, specifications, and construction documents; preliminary budget estimates; bidding assistance; construction administration; on-site representation; and services required to secure engineering, drainage, and other applicable permits. Services may include roadway, drainage, stormwater, utility, site, trail, pedestrian, and related civil infrastructure improvements, together with other miscellaneous civil engineering services required by the City. Required consultation services may include coordination with and compliance assistance related to the Florida Department of Environmental Protection (FDEP), Southwest Florida Water Management District (SWFWMD), Hernando County Health Department, and other applicable federal, state, regional, and local regulatory agencies. Upon request, the consultant may also be asked to perform responsible engineering-related administrative work and to attend City Council meetings and other selected meetings.
B. Traffic Engineering Services: Provide general consultation and traffic engineering services for the City, including, but not limited to, traffic engineering design; review and preparation of traffic studies; traffic operations analysis; traffic calming evaluations; parking analysis; signal design; multimodal transportation planning; roadway and intersection operational assessments; and other related traffic and transportation engineering services. Services may also include support for pedestrian circulation, trail connectivity, safety studies, and related transportation planning and engineering assignments where traffic engineering expertise is required.
C. Land Surveying Services: Provide land surveying services for the City, including, but not limited to, boundary, topographic, route, and construction surveys; layout work; preparation of as-built drawings; public records research; preparation of easements and related legal descriptions; and other related land surveying and mapping services required by the City.
D. Environmental Engineering Services: Provide general consultation and environmental engineering services for the City, including, but not limited to, environmental engineering design; preparation of plans, specifications, and construction documents; preliminary budget estimates; bidding assistance; construction administration; on-site representation; services to secure building, environmental, and other applicable permits; hazardous waste remediation support; noise management studies; wetlands mitigation; environmental impact statements; Phase I environmental analyses; and other related environmental engineering services and miscellaneous assignments. Services may include coordination with applicable regulatory agencies and support for environmental compliance associated with City projects.
E. Civil Engineering Inspection Services: Provide general consultation and civil engineering inspection services for the City, including, but not limited to, conducting field inspections related to paving, grading, drainage, trail system improvements, and other related inspections as required. Services may also include review of preliminary and final plats, site plans, development plans, and civil engineering plans for compliance with City of Brooksville specifications, the City Code of Ordinances, and accepted engineering practices and techniques. The consultant may also be requested to develop and revise, as needed, standard design details and construction specifications for City roadway and drainage systems.
F. Comprehensive Design Services: Provide site design and landscape architecture services for City properties, facilities, and parks, including, but not limited to, site planning, landscape design, and design of public improvements. Services shall include but are not limited to architectural improvements, roadways, intersections, pedestrian facilities, trails, stormwater and drainage systems, safety studies, and permitting. These services may be provided independently or in coordination with other professional disciplines, depending on project needs.
G. Structural Engineering: Provide structural engineering services, including, but not limited to, structural analysis and design; preparation of drawings, specifications, and calculations; structural inspections; rehabilitation and retrofit recommendations; and related professional services for buildings, bridges, dams, retaining structures, and other similar manmade structures owned, operated, or maintained by the City.
H. City of Brooksville Community Redevelopment Agency: Provide multidisciplinary professional services in support of projects associated with the City of Brooksville Community Redevelopment Agency (CRA) and implementation of the Community Redevelopment Plan. Services may include, as applicable to specific assignments, public involvement; multimodal transportation planning; stormwater planning; parking analysis; traffic operations; traffic calming; signal design; structural design; utility infrastructure planning and design, including underground infrastructure; roadway assessment; capital improvements planning; agency coordination and permitting; infrastructure evaluation and review; street design; hardscape enhancement design; softscape enhancement design; environmental engineering; project management; and other miscellaneous professional services that the CRA may require. The consultant may also be required to represent the City of Brooksville CRA in matters involving or relating to other governmental entities at the local, state, or national level.
