Project Description:The Seattle Housing Authority (SHA) is seeking proposals from mural agencies orentities for services related to the planning, design, and implementation of art muralsand related art-making programs such as community workshops and art-makingclasses. Mural services could include but are not limited to site research, artistselection, exterior building wall murals and/or interior murals of varying sizes, muraldesign development, and community workshops.1. Scope of Work:The Scope of Work is as follows:The selected agency shall be asked to perform any of the following tasks:• The administration of mural art projects includes budgeting, invoicing, purchasingand storage of materials, obtaining permits and licenses as needed, artist coordinationand selection, materials management, including obtaining supplies and site clean-up,project documentation and reporting through photos and written updates, and managingproject schedules and deadlines.• Design planning, including interactive stakeholder workshops and planning sessionswith SHA staff, residents, and other community members.• Facilitation of review and approval process for final mural design, involving variousstakeholders as needed• Art implementation, including creating art on walls or other materials, whenappropriate, with varying audience groups during community workshops, audiences sitepreparation and clean up, and development of protocols related to upkeep andmaintenance of artwork(s).1Last Revised 04-29-25Once selected, mural organization can be hired for individual projects that might occurat any SHA property, as needed. Project scope and fees will be determined per projectand agreed upon by SHA projects managers and the mural vendor.2. Schedule: It is anticipated that the work will begin once the contract is fullyexecuted and individual project scope(s) are determined.3. Anticipated Contract Duration: SHA expects to execute a Contract for therequested services for the scheduled dates shown above. If necessary, and atSHA’s option, time extensions and appropriate scope and compensationadjustments may be made by Change Orders to the Contract.4. Estimated Amount: The estimated range of cost for the Contract to be executedbased on this Solicitation is up to $75,000.00.B. SHA Goals and Obligations:1. Reserved.2. Reserved.3. Cooperative Purchasing: RCW 39.34 allows cooperative purchasing betweenpublic agencies (political subdivisions) in the State of Washington. Public agenciesthat file an Interlocal Joint Purchasing Agreement with SHA may also wish toprocure the services herein offered by the successful party. The successful partyshall have the option of extending its offer to SHA to other agencies for the samecost, terms and conditions.SHA does not accept any responsibility for agreements, contracts or purchaseorders issued by other public agencies to the successful party. Each public agencyaccepts responsibility for compliance with any additional or varying laws andregulations governing purchase by or on behalf of the public agency. SHA acceptsno responsibility for the performance of the successful party in providing servicesto other public agencies, nor any responsibility for the payment price to thesuccessful party for other public-agency purchases.C. Your Submittal/Proposal must include:• A cover letter that includes:a) An expression of your interest in performing the workb) The name, telephone number and e-mail address of who your contactperson is for this Solicitationc) Signed by a principal or officer of the firm authorized to execute contractsor other similar documents on the firm’s behalf• A list of three references that includes:a) Agency or business name of clientb) Contact person at that agency or businessc) Address of agency or businessd) Telephone number and/or e-mail address for the Contact person2Last Revised 04-29-25• Your response to each of the Evaluation Criteria noted in the table belowincluding:a) Artistic portfolio: Samples of art projects that highlight these qualities,including a portfolio of at least three (3) and up to eight (8) projects withaccompanying descriptions. Each project description should includedimensions, location, artist name and relevant partners, and the projectbudget. All images and information must be compiled into a single PDFdocument not to exceed ten (10) pages.b) Experience: Describe experience with mural services as specified in thescope of work. Include the range of services and tasks you offered that metthe needs of different projects and stakeholders, including projectmanagement, such as reporting, invoicing, and scheduling.c) Ability to partner and collaborate with a range of stakeholders: Describeexperience working with audiences or populations experiencing financialhardship, housing or food insecurity, limited resources or other conditions;service providers; and other community representatives. Provide a list ofpartners.d) Cost: Provide a sample list of services and fees offered by the agency. Thiscan include a menu of offerings and fees or up to three detailed projectbudgets. Including fees, materials, equipment, other associated cost, plusany reimbursable expenses. This should not exceed five (5) number ofpages.Your response to the Evaluation Criteria shall not exceed twenty (20) number ofpages. Your cover letter and any forms required to be included with yoursubmittal/proposal do not count toward the maximum number of pages.2. Attachments to be included with Your Submittal/Proposal:You must complete and attach the forms listed below with your submittal/proposal:• Vendor Fact Sheet• Suspension and Debarment Compliance Certificate for Consultant and Sub-Consultants• Any applicable Section 3 Form(s)D. Evaluation Criteria: SHA will evaluate Submittals/Proposals received based on thefollowing weighted subjective/technical criteria. The actual contract that the successful Proposer and SHA willsign will be based on this sample contract. Please be advised that SHA will onlynegotiate some aspects of the contract. Much of the contents of the samplecontract are based on non-flexible requirements and cannot be modified in anyform.The following language in the standard contract document will apply to this project:SECTION 7 - COMPLIANCE WITH LAWS, RULES, REGULATIONS ANDPOLICIES:I. SHA Rules, Regulations and Policies: The Consultant shall comply withthe rules, regulations, and policies that SHA may from time to time enactand/or modify with respect to work to be performed on or at itsproperties. Any such rules, regulations and policies shall be bindingupon the Consultant upon delivery of a copy of them to the Consultant.SHA shall not be responsible to the Consultant for nonperformance ofany such rules, regulations or policies by any other vendors,contractors, consultants or other third parties.4. Small and/or Disadvantaged Business Enterprise Requirements: SHAstrongly encourages minority-owned and women-owned businesses, socially andeconomically disadvantaged business enterprises, HUD Section 3 businesses,small businesses and veteran-owned businesses to submit proposals, toparticipate as partners, or to participate in other business activity in response tothis Solicitation.5. Reserved.6. Section 3 Requirements: Section 3 of the Housing and Urban Development Actof 1968 (hereinafter “Section 3 Laws”) requires SHA to the greatest extent feasibleto provide employment opportunities to Section 3 residents. Section 3 residentsinclude residents of SHA communities and other low-income residents of Seattle.Section 3 Contract Language: The following language regarding Section 3 will beincluded as part of the Contract to be executed based on this Solicitation.a) The work to be performed under the Contract is subject to the requirementsof the Section 3 Laws. The purpose of the Section 3 Laws is to ensure thatemployment and other economic opportunities generated by HUDassistance or HUD-assisted projects covered by the Section 3 Laws, shall,to the greatest extent feasible, be directed to low- and very low-incomepersons, particularly persons who are recipients of HUD assistance forhousing.b) The parties to the Contract agree to comply with the Section 3 Laws.
