BACKGROUNDThe City of Harlingen is seeking qualified consultants to conduct a Historic Resources Survey to identify,document, and evaluate historic properties within designated areas of the City. This effort is intended to establisha comprehensive inventory of historic resources that will support long-term preservation planning, inform policydecisions, and assist in identifying properties that may be eligible for local, state, or national designation.This project is funded through a Texas Preservation Trust Fund (TPTF) grant administered by the Texas HistoricalCommission (THC). The total project budget is $80,000, consisting of $40,000 in grant funds and a required$40,000 local match provided by the City of Harlingen. All work performed under this project must comply with theterms of the TPTF Grant Funding Agreement, and the selected consultant’s contract will be subject to review andapproval by the Texas Historical Commission.The project must be completed no later than June 30, 2027. The selected consultant will be expected to workclosely with City staff and THC representatives to ensure that all project requirements, deliverables, and timelinesare met.The primary objective of this project is to develop a reliable and professionally prepared inventory of historicresources within key areas of the City. The survey will serve as a foundational planning tool to guide futurepreservation efforts, support potential National Register nominations, and assist the City in advancingpreservation-related initiatives, including Certified Local Government (CLG) program participation.In addition, the project will provide a historic context narrative and evaluation framework that reflects the cultural,architectural, and historical significance of the community.SCOPE OF WORKThe selected consultant will perform a Historic Resources Survey in accordance with:• Texas Historical Commission Historic Resources Survey Manual• Texas Preservation Trust Fund Historic Resource Survey Project Manual• Secretary of the Interior’s Standards for the Treatment of Historic Properties• Texas Grant Management Standards (TGMS v2.0)As part of the grant proposal approved by the Texas Historical Commission, the City of Harlingen has identifiedthree (3) distinct areas that the survey must document and evaluate historic resources:1. Downtown Harlingen (Original Townsite)2. Parkwood Subdivision3. Valley International Airport / Marine Military Academy AreaThese areas include a mix of commercial, residential, and institutional property types and are expected to containresources dating from the early to mid-20th century.The selected consultant will be expected to perform the following tasks aligned with the best practices in historicresources surveys:A. Project Initiation: The selected consultant will initiate the project by coordinating a kickoff meeting with theCity of Harlingen and, if required, the Texas Historical Commission (THC). During this phase, the consultantwill confirm project expectations, finalize the detailed work plan and project schedule, and conduct acomprehensive review of all existing data, including prior studies, reports, and available GIS informationrelevant to the project area.B. Research Design and Fieldwork Methodology: The consultant will develop a clear and defensible researchdesign that outlines the survey methodology to be used throughout the project. This will include identifyingappropriate periods of significance, establishing research themes, and preparing base maps and a preliminarybibliography to guide both fieldwork and historical research efforts.Page 2 of 17C. Fieldwork: A reconnaissance-level field survey will be conducted to document properties within thedesignated study area. All resources will be recorded in accordance with THC standards and documentationrequirements. The consultant will also capture high-quality digital photographs to support the inventory andevaluation of historic resources.D. Historical Research: The consultant will perform archival and secondary source research to develop acomprehensive understanding of the historical development of the study area. This work will inform thecreation of historic context narratives that support the evaluation and significance of identified resources.E. Data Processing and Analysist: Following fieldwork and research, the consultant will compile and analyzeall collected data. This phase includes organizing survey results, identifying high-priority or potentially eligiblehistoric resources, and preparing preliminary findings for review.F. Draft Report: A draft report will be prepared and submitted to the City and THC for review and comment. Thereport will include detailed findings, maps, a complete inventory of surveyed resources, and initialrecommendations based on the analysis.G. Final Report and Deliverables: The consultant will revise the draft report in response to feedback receivedfrom the City and THC. Final deliverables will be submitted in all required formats, including a comprehensivePDF report, GIS data (KML and/or shapefile), an Excel database of surveyed properties, and organized digitalimages.H. Presentation of Findings: Upon completion of the project, the consultant will present the final findings to theCity Commission, summarizing key outcomes, recommendations, and potential next steps for preservationplanning.CLARIFICATION AND/OR REVISIONS OF THIS RFQThe City of Harlingen requests that all requests for clarifications be submitted in writing to the attention of MariLeal, Procurement Supervisor at purchasing@harlingentx.gov. Written and/or emailed questions will be acceptedno later than Tuesday, April 21, 2026 at 3:00 P.M. Responses will be emailed to all respondents by Thursday,April 23, 2026. Telephone inquiries will not be accepted.GENERAL TERMS AND CONDITIONSINSURANCERespondents are required to comply with the City’s minimum insurance requirements and furnish acceptable proofof payment of insurance premiums. The successful respondent must provide a Certificate of Insurance made tothe City of Harlingen, 118 E. Tyler Avenue, Harlingen, TX 78550, and reference the project number and projectname. All certificates must be received and approved by the City’s Risk Manager prior to the commencement ofany work.Policies must name the City as an “additional insured” and the cancellation provisions extended to thirty (30) daysin writing. In the event the insurance coverage expires prior to the completion of the executed contract, a renewalcertificate must be issued thirty (30) days prior to said expiration date. Coverage shall be acquired and maintainedfor the duration of the contract period.
