All referencescontained herein to “county” shall be construed to mean Jackson County. This Request, together with allpages, documents, and attachments contained herein or subsequently added or made a part here of,submitted as a fully and properly executed bid, shall constitute a contract with Jackson County, subject tothe limitations set forth herein and any specific quantities that Jackson County may commit to herein andthe successful and most responsible bidder, as determined by Jackson County.RFB Access:Jackson County officially posts bid documents online at https://www.mijackson.org/Bids.aspx and BidNetvia Michigan Inter-governmental Trade Network (MITN) https://www.bidnetdirect.com/mitn sites. The County prohibits communications to or with any other employee during the submission andevaluation period.2Section 1.0 – SPECIFICATIONS AND SCOPE OF WORKProject LocationThis project consists of placing an HMA wedge and overlay on Vandercook Lake parking lot,performing any needed subbase repairs as needed, slope restoration and pavement markings. Thelocation of the proposed work in Jackson County is: Vandercook Lake parking lot, located between 500 Forth street and 700 Forth street,Jackson, MI 49203. Refer to the attached Site Map for details.Description of WorkThe proposed work for the Vandercook paring lot will include butt joint milling, HMA wedging,HMA surfacing, slope restoration and pavement markings. The size of this work isapproximately 2,300 SYD.Butt Joint MillingThe contractor will be responsible for milling butt joints where the overlay ties into existingpavement at Forth Street. This work will be paid for as Pavt for Butt Joints, Rem, and will bemarked by the Engineer.HMA PavingHMA paving will consist of 110 lbs/syd wedging and a 165 lbs/syd wearing surface of HMA,5EL. The wedging yield may vary depending on site conditions and undercut repair locations.Both wedging and wearing course will be paid for as HMA, 5EL.RestorationFollowing HMA paving, the contractor will be responsible for performing slope restorationalong the edge of the parking lot where the overlay was placed, and in other locations that aredisturbed during the performance of this project. This work will be paid for as Slope Restoration,Modified.Coordination and ProgressAll work outside of normal working hours (nights, weekends, and holidays) must receive approvalfrom the Jackson County Parks Department (“Parks”). The parking lot may remained closed forthe duration of the project, but will require the contractor to provide a progress schedule of workstarting, phasing and anticipated opening of the parking lot. Additionally: A minimum of 48 hours’ notice must be provided before all working days so thatpublic notice may be issued. Jackson County Parks will remove existing bumper blocks and sod prior toconstruction. All work must be completed by August 31, 20263Traffic ControlThe Contractor shall furnish, install, maintain, and operate all required minor traffic controldevices, including barricades, channelizing devices, and signage necessary to safely close theparking lot during construction activities. The parking lot entrance shall be clearly closed tovehicular traffic with appropriate signage and barricades. Channelizing devices and caution tapeshall also be placed around the perimeter of the parking lot to discourage and prevent pedestrianaccess through the work area from the adjacent park facilities.General Plan NotesStationingStationing for this project is in English Standard Units. The exact locations of work shall bespecified by the Engineer prior to the start of construction.MISS DIG/Underground Utility NotificationFor the protection of underground utilities and in conformance with MCL 460.171 et seq, theContractor shall contact MISS DIG System, Inc. by phone at 811 or 800-482-7171 or via the webat either elocate.missdig.org for single address or rte.missdig.org, a minimum of 3 work daysprior to excavating, excluding weekends and holidays.EarthworkEarthwork quantities are computed based upon limited survey information. These quantities arefor bidding purposes only and will be adjusted by the Engineer based upon actual fieldmeasurements.Earth Disturbance LimitsThe earth disturbance limit for this project will be limited to 10' beyond the existing edge ofpavement. Restoration measures have been included in this set of plans for the approved areas ofdisturbance. The Contractor shall submit an earth change plan for any work beyond the approvedlimits to the Engineer to review for approval prior to the disturbance. All costs for obtaining andexecuting an approved earth change plan, including restoration, shall be at the Contractor'sexpense.Soil Erosion MeasuresAppropriate soil erosion and sedimentation control measures shall be in place prior to earth-disturbing activities. Place turf establishment items as soon as possible on potential erodibleslopes as directed by the Engineer.Aggregate BaseAggregate bases shall use aggregate 21AA, unless otherwise specified.Seed MixtureThe symbol for the permanent turf seed mixture on this project is symbol TUF.Slope RestorationMiscellaneous slope restoration shall begin at the edge of pavement and slope away from theparking lot at a 5-to-1 slope until tying into the existing surface, paid for as Slope Restoration,Modified.4Standard SpecificationsAll work must be completed in accordance with the MDOT 2020 Standard Specifications forConstruction.Use the following pay items as directed by the Engineer:Item of WorkMobilization, MaxSubgrade Undercutting, Type IIAggregate Base, 6 inchHMA Surface, RemPavt for Butt Joints, RemHMA, 5ELPavt Mrkg, Waterborne, for Rest Areas, Parks, and Lots, 4 inch, whitePavt Mrkg, Waterborne, for Rest Areas, Parks, and Lots, 4 inch, blueSlope Restoration, Non-Freeway, Type AQuantity125100100300335950100250UnitLSUMCydSydSydSydTonFtFtSyd5
