INTRODUCTION1. The City of Brentwood (herein noted as “the City”) proposes to retain an ArchitecturalFirm (herein noted as “the Firm”) for design services for new gateway monumentsignage at the east end of Manchester Rd.2. The City has established special and specific qualifications for the proposals to assurequality of the provided service. The Firm shall possess skill and experience to performquality work as solely determined by the City, which qualifies it to provide architecturalservices as detailed and specified.3. Interested firms are invited to submit their qualification for consideration. The submittalshould contain, at a minimum, the information requested in this Request forQualifications.4. Four (4) copies of the proposal, marked on the outside of the envelope “Design Servicesfor City of Brentwood Gateway Monument Signage” should be delivered to:City of BrentwoodOffice of the City ClerkBrentwood Recreation Complex2348 S. Brentwood BoulevardBrentwood, MO 631445. The proposals should be delivered no later than 12:00 p.m. January 22, 2026. Anysubmittals received after the date and hour of the proposal due date shall not beconsidered.6. The date and time of receipt of the proposals as noted by the City of Brentwood will beconclusive for all purposes.7. The City of Brentwood reserves the right to reject any or all proposals submitted.8. A team of City officials will evaluate the proposals. If deemed necessary, a short list offirms will be notified for follow-up interviews to be conducted the week of January 26.9. If deemed necessary to help establish a fair and responsible cost for services, the Citymay request copies, (from the “selected” Firm), of the past six design contracts forwhich that Firm performed services. Any objections to this must be clarified in yourresponse to this RFQ.10. Any inquiries concerning the proposal should be directed to Eric Gruenenfelder,Director of Parks & Recreation at egruenenfelder@brentwoodmo.org.11. Contact with other City officials or members of the Board of Aldermen is prohibited.Design Services Qualifications1City of Brentwood, Missouri12. The City will not be liable for any cost which any Firm may incur in connection with thepreparation or presentation of its submittal or demonstrations.2. PROJECT DESCRIPTION1. City of Brentwood is soliciting qualifications from experienced and qualified firms toprovide professional planning, engineering, and design services for a unique monumentsign and integrated landscaped design informed by the conceptual design provided in theappendix.2. The conceptual design for the monument signage has been included as an appendix tothis RFQ.3. SCOPE OF SERVICESThe selected firms will be responsible for delivering a unique monument sign and integratedlandscape design informed by the conceptual design provided in the appendix. The targetconstruction budget for the monument signage is $1,150,000. The Scope of Services shall include,but is not limited to, the following tasks.A. Site Assessment and Analysis1. Conduct a comprehensive evaluation of the existing site conditions includingtopography, vegetation, infrastructure, utilities, environmental considerations.2. Prepare a site analysis graphic plan analyzing existing site usage, structure sitting,topography, natural features, and utilities.B. Schematic Design1. Research applicable design and construction codes and permitting process.2. Develop a clear and cohesive design concept aligned with the conceptual design.3. Gather precedent images, photography and conceptual materials.4. Prepare a minimum of two preliminary schematic design options, including a site plan,elevations, general signage specifications and key wireframe perspectives.5. Provide a preliminary cost estimate and budget ranges for each schematic option.C. Design Development1. Refine and further develop plans and elevations, and illustrative materials based onapproved schematic plans.2. Identify and select proposed materials for City review approval.3. Prepare and present a comprehensive design development package for City for feedbackand approval.Design Services Qualifications2City of Brentwood, MissouriD. Contract Documents1. Prepare construction documents, including detailed drawings, specifications, and allmaterials necessary for permitting and construction.2. Provide 95% complete drawings and specifications for City review and comment.3. Produce finalized contract documents suitable for bidding, permitting and construction.E. Permitting1. Secure all required permits for construction in coordination with the City and relevantregulatory authorities.2. Respond to permitting agency inquiries and provide additional documentation as needed.F. Construction1. Provide clarification and respond to general contractor questions throughoutconstruction.2. Review and respond to Request for Information (RFIs) related to construction document.3. Prepare and distribute supplemental drawings and specifications as needed to addressconstruction-related inquiries.4. Review and take appropriate action on contractor submittals, including shop drawings,product data, and samples, to ensure conformance with the approved design intent andcontract documents.4. INSURANCEThe selected Contractor shall procure and maintain during the life of this agreement insurance of thetypes and minimum amounts as follows:Workers Compensation and Employers Liability (E.L. Each Accident)A. General Liability1. General Aggregate $2,000,000.002. Product, Completed Operations Aggregate $2,000,000.003. Personal injury $1,000,000.004. Each Occurrence $1,000,000.005. Fire Legal Liability Damage $100,000.006. Medical Expense $10,000.00B. Automobile Liability1. Combined Single Limit $1,000,000.00C. Excess Liability1. Each Occurrence $1,000,000.002. Aggregate $2,000,000.003. Disease, Policy Limit $500,000.004. Disease, Each Employee $100,000.00The successful Firm must provide a Certificate of Insurance and Endorsement satisfactory to theCity naming the City of Brentwood as additional insured. This certificate shall remain in force forDesign Services Qualifications3City of Brentwood, Missourithe length of the contract and extensions. The City shall be given (30) days written notice prior tocancellation.5. INDEMNIFICATIONThe selected Firm shall indemnify and hold harmless the City against injury, loss or damage andcosts and expenses (including reasonable attorney fees) suffered or incurred by the City for personalinjuries including death, or property damages sustained, caused by negligent or willful acts, errorsor omissions of the selected Firm, any subcontractors of the selected Design Consultants theirrespective agents, employees or contractors arising out of the Work of this Contract.The selected Firm team’s obligation, if any, to indemnify the City is limited to losses incurred bythe City as a direct result of selected Firm team’s acts or omissions and does not extend to lossessustained in whole or in part as a result of the City’s acts or omissions.6. STATEMENT OF QUALIFICATIONSResponses to this RFQ should be specific and precise with adequate detail to accurately define yourqualifications for performing the services required. Limit your responses to the informationrequested in each section. Any additional information that you wish to submit should be included ina separate section marked “Supplemental Information.”A. General Company Qualifications1. Provide a brief history and general overview of the company. Include the total numberof employees at your firm, the number and type of registered professionals and abreakdown of your staff by discipline.2. State the location of the firm’s headquarters and location, if different from which thisproject will be managed.3. Provide information regarding the firm’s ownership and organizational structure –include a company organizational chart.4. Include Company information/general qualifications on each sub consultant proposed onthis project.5. Provide firm revenue history including total revenue and revenue from architecturalwork for the last five years.6. Provide references for the firm’s Banks, Surety and Bonding Agent.7. List any pending judgments, claims, arbitration or suits against your organization or itsofficers.B. Related Project Experience1. List the projects your organization has completed in the last five years, or is currentlyproviding gateway monument signage design for a municipality, county, school districtor other public entity.
