INTENTIt is the intent of these specifications, terms, and conditions to describe a qualifiedconsultant (“Consultant”) with expertise in municipal tree program analysis andplanning, municipal tree inventories, arboriculture, and cross-sector stakeholderfacilitation, to help coordinate an urban forest analysis and planning project (“Project”)that culminates in the adoption of a comprehensive Urban Forest Plan (UFP) forAlameda County’s urban unincorporated area. The selected Consultant will coordinatethe Project alongside the County staff Project Manager, including facilitating robust,equity-focused community engagement; conducting a thorough assessment of existingtree resources, policies, and vulnerabilities; establishing data-driven goals andstrategies; identifying key gaps and opportunities; recommending program designelements and funding mechanisms; and delivering an ambitious and actionable 50-yearUrban Forest Plan for adoption by the Alameda County Board of Supervisors.The County intends to award an approximately 2-year contract to the Bidder selected asthe most responsive and responsible Bidder whose response conforms to the RFP andmeets the County’s requirements. The term of the contract will commence the date thestandard services agreement is signed and will end on March 31, 2028. All workassociated with the Project’s current funding source, the California Urban andCommunity Forestry Inflation Reduction Act 2024 Grant, must be completed by March31, 2028; however, the contract will include the option to renew for two years asfunding allows.B. SCOPEThe County has identified a total Project Budget of $562,000 to engage a Consultantwith the experience, capacity, and skills necessary to provide the following services,described in greater detail in Section E:1. Provide Project Coordination Services: Bring urban forest planning expertise to theoverall process and coordinate all aspects of the Project alongside the County staffProject Manager.2. Foster Community Support for Trees and the Urban Forest: Develop and implementa community engagement strategy that promotes genuine participation andcommitment to equitable outcomes to cultivate a connected and informed networkof urban forestry champions to drive UFP development and catalyzeimplementation.3. Assess Existing Conditions: Conduct a multi-pronged analysis of existing policies,programs, staffing, tree resources (including a complete tree inventory), canopyequity concerns, urban heat vulnerability, and fire risk.RFP No. PLN2025-003Page 5 of 37
