Bid Title: Janitorial Services for Harbor Facilities
Category: Materials, Equipment, Supplies & Services Status: Open Description: Notice is hereby given that proposals for the Port of Bellingham’s Blaine & Squalicum Harbors Janitorial Services will be received at the Squalicum Harbor Office, 722 Coho Way, Bellingham, WA 98225 until 2pm, December 31, 2025. Proposals received after the specified time and date will not be considered. All submitted proposals must include four (4) original hard copies plus one (1) digital copy.
The scope of work involves janitorial services at Blaine & Squalicum Harbors, for the two-year period February 1, 2026 through January 31, 2028. This work is subject to prevailing wage rates as required on all public janitorial services.
A MANDATORY pre-proposal meeting is scheduled for 10am on December 17, 2025, which includes both facilities, Blaine and Squalicum Harbors. Service providers interested in site walk-throughs need to RSVP by emailing, Pam Taft, Marinas Project Manager at:

The Port of Bellingham reserves the right to reject any or all proposals and to waive any irregularities or informalities.
All proposals submitted shall be considered valid offers for a period of sixty (60) days from the date of the proposal date. All proposals become the property of the Port of Bellingham and are subject to public disclosure laws per RCW 42.56.

IntroductionBlaine and Squalicum Harbors are the Port of Bellingham’s two marinas located in Blaine, WAand Bellingham WA. Squalicum Harbor is full-service marina on the northern shores ofBellingham Bay in the City of Bellingham. It is home to approximately 1400 commercial andrecreation boats including a large charter boat fleet. The support facilities include: six restroomfacilities, four shower facilities and three laundry facilities that are used by the mooragecustomers only.Blaine Harbor is a full-service marina located minutes from the Canadian border on I-5. It ishome to approximately 600 commercial and recreation boats. Support facilities include: threerestrooms, four showers, and one laundry facility. The public boat launch has a restroomfacility that is open seasonally.This RFP is for the janitorial services for the harbor offices and the moorage support facilitiesincluding a meeting and event facility at each location.3. Service Provider’s ChecklistThe following forms must be completed in full by the Service Provider and submitted as part ofthe proposal package; failure to do so may result in the proposal being rejected as notresponsive.____1. RESPONSES TO ‘RESPONSIBILITY CRITERIA’ – General Conditions #5.3(a-d)Experience and Past Performance, Management Plan, Quality Control Plan, andReferences._____2. PRICE PROPOSAL FORM - (ATTACHMENT A)– This does not suggest that lowest bid willbe awarded._____3. FORM OF BID BOND – (ATTACHMENT B)- Surety Bond OR Cashier’s/Certified Check_____4.
