Please be advised that the bid opening originally postponed due to a landslide on Route 109 has been rescheduled. The new bid opening for the Upper Quinault River Restoration Project: Phase 6 will be held on Thursday, April 2, 2026 at 3:00 PM Pacific Time.
The bid opening will be held at the Quinault Indian Nation offices at 1214 Aalis Drive, Taholah, WA 98587. It is not required to attend in person and a Microsoft Teams meeting will be available to all who wish to attend remotely. Please use the following link to join the video conference:

The Project includes building engineeredlog jams to protect critical habitat and encourage salmon recovery in the Upper Quinault Riverwatershed. Sealed Bids will be accepted until 3:00 PM PST on March 24, 2026. Bids shall bedelivered to Quinault Indian Nation’s offices at 1214 Aalis Drive, Taholah, WA 98587. Bids willbe opened and publicly read no later than 3:30 p.m. after bids are received. Late bids will not beaccepted.1.1 Who We AreThe Quinault Indian Nation (QIN) is a federally recognized sovereign Indian Nation, located onthe Olympic peninsula in Washington State. The Quinault Indian Nation’s Reservation consistsof over 200,000 acres of productive forestland and nearly 30 miles of rugged, pristine coastline.In 2013, QIN hosted over 10,000 people near the main village of Taholah during the Paddle toQuinault. QIN is regionally and nationally recognized as a leader in many areas of tribalsovereignty including climate change, natural resources management, and economicdevelopment.1.2 Project BackgroundThe Upper Quinault River Phase 6 Engineered Log Jam Project (“Project”) is part of theQuinault Indian Nation’s long-term floodplain restoration and salmon habitat recovery programin the Upper Quinault River watershed. This program focuses on restoring natural riverprocesses, increasing habitat complexity, stabilizing channel migration patterns, andreconnecting floodplain surfaces through the installation of engineered wood structures andassociated floodplain treatments.Phase 6 builds upon previous restoration phases implemented in the Upper Quinault Rivercorridor and continues restoration within priority reaches identified through geomorphicassessment, hydraulic modeling, and habitat restoration planning. All work associated with thisProject will occur outside the Quinault Indian Reservation within the Upper Quinault Riverwatershed.Page 2 of 13The Project generally consists of procuring the necessary materials, transporting and staginglarge wood elements, constructing engineered log jam structures with driven wood piles andlarge logs, anchoring structures where specified, and placing wood and ballast material topromote sediment retention and floodplain interaction, as shown in the Contract Documents.Construction methods will involve conventional, ground-based equipment and manualinstallation techniques.The Contractor shall coordinate with the Quinault Indian Nation Contract Officer and restorationstaff to ensure construction sequencing, staging, access, and environmental protection measuresare implemented in accordance with the Contract Documents and applicable permits.All necessary permissions for work onsite have been or will be secured by the QIN Project teamprior to commencement of construction activities.1.3 Bidder’s Understanding of the RFBIn responding to this RFB, the bidder accepts full responsibility to understand the RFBin its entirety and in detail, including making any inquiries to Quinault Indian Nation to gainsuch understanding. Quinault Indian Nation reserves the right to disqualify any bidder whodemonstrates less than the required level of understanding in this RFB. Further, Quinault IndianNation reserves the right to determine, at its sole discretion, whether the bidder has demonstratedsuch understanding. QIN’s right under this sub-part extends to cancellation of award, if awardhas been made. Such disqualification and/or cancellation shall be at no fault, cost, or liabilitywhatsoever to Quinault Indian Nation.1.4 Standard RequirementsThe Contractor shall comply with QIN requirements for notifications, submittals, and inspectionreports. All required equipment, parts, tools, and test equipment needed for completion of thiswork will be provided by the Contractor. Submittals required in the contract documents shall beapproved by the Owner’s Representative prior to installation. If Contractor does not own or haveaccess to the required equipment, parts, tools, and test equipment, rental costs must be includedin the bid proposal.The Contractor, Contractor employees, and Subcontractors shall comply with all applicablesafety standards and regulations of the authorities having jurisdiction and shall possess a currentWashington State General Contractor license. Work shall be done in a manner to minimize therisk of bodily harm and risk of damage to property, equipment, and materials.All workmanship must conform to normal and accepted standards and will be thoroughlyexamined by QIN representatives at various stages during project implementation and beforefinal acceptance. To be considered a responsible bidder, bidders must meet thePage 4 of 13following responsibility criteria. The bidder shall be required by the Owner to submitdocumentation demonstrating compliance with the criteria. The Bidder must:1. Have a current certificate of registration as a contractor in compliance with chapter 18.27RCW which must have been in effect at the time of bid submittal.2. Have or obtain a valid business license issued by Quinault Indian Nation prior to issuanceof Notice to Proceed.3. Maintain insurance policy/policies meeting minimum requirements listed in thisdocument.4. Not be disqualified, disbarred, or suspended from bidding on any public works contract.The Bidder shall not be listed as a current debarred or suspended bidder on the U.S.General Services Administration’s “System for Award Management” website:http://www.sam.gov.2.2 Supplemental Bidder Responsibility CriteriaIn addition to mandatory bidder responsibility criteria referenced above, the Bidder must alsomeet the following relevant supplemental bidder responsibility criteria applicable to the projectand, as evidence that the bidder meets the supplemental bidder responsibility criteria, theapparent and second lowest bidders must submit the required documentation to the Owner within48 hours of the bid submittal deadline. The Owner reserves the right to request suchdocumentation from such bidders:1. Business status: Bidder shall not be “inactive” or “not in good standing” withWashington State Secretary of State’s Office, the Department of Revenue or Departmentof Labor & Industries.2. Bidder shall provide documented information from Washington State Secretary of State’sOffice, Department of Revenue or the Department of Labor and Industries providing thedate of incorporation or formation, the state of incorporation, that the Bidder is active andin good standing in the State of Washington, State of Washington tax reporting number,and the name and address of the registered agent, general partner or managing member.3. Bidder shall take steps to ensure that their subcontractors are also in good standing withthe above-described entities.2.3 Insurance RequirementsContractor is required to provide proof of current Worker’s Compensation insurance withWashington State statutory limits and Employer’s liability insurance. Minimum coveragerequired is $1,000,000 per occurrence. Contractor will provide proof of Commercial GeneralLiability Insurance stating adequate coverage for project. Carrier shall be rated A.M. Best’sInsurance rating of at least A or better. Minimum coverage: General Liability $1,000,000 peroccurrence / $2,000,000 aggregate; Excess Liability $5,000,000 per occurrence / $5,000,000aggregate. Policies need to list site location, project name, city and state, and shall name thefollowing parties as Additionally Insured and named Certificate Holders: Quinault Indian Nation,its elected officials, officers, employees. Materials Testing and Consulting shall also be named asAdditionally Insured. Contractor shall carry Automotive Liability Insurance. Minimum coverageof $1,000,000 combined single limit for hired and non-owned vehicles with Personal ProtectionInsurance and Property Protection Insurance.2.4 Safety and SecurityPage 5 of 13
