REQUEST FOR PROPOSAL (RFP 2026-503)
Taylor County, Texas, is soliciting sealed proposals for an Indigent Healthcare Pharmaceutical Provider.
• Deadline: Proposals must be received by 2:00 P.M., Friday, June 5, 2026, at the Taylor County Purchasing Office, 600 Pecan Street, Abilene, Texas 79602.
• Project Scope: Provision of prescription drugs for the Taylor County Indigent Healthcare program, focusing on generic drug availability. The contract term is one (1) year beginning July 1, 2026.
• Pharmacy Requirements: The provider must be open at least 5 days per week, maintain toll-free communication lines, and comply with all Federal, State, and Local laws.
• Pricing Structure: Proposals must be based on a percentage above/below the Average Wholesale Price (AWP) and include any applicable dispensing fees.
• Submission Format: One (1) original and one (1) copy must be submitted in a sealed envelope clearly marked with the RFP Number (RFP 2026-503) and Title.
• Requirements: Vendors must provide a list of references (excluding current Taylor County vendors), a signed Workers’ Compensation Affidavit, and a completed Form 1295.

Solicitation: The Taylor County Commissioners' Court is soliciting proposals forfurnishing the merchandise, supplies, services, and/or equipment set forth in thisRFP.2. Acceptance Period: The period of acceptance of this proposal will be thirty (30)calendar days (minimum) unless the Vendor notes a different period.5. Rights Reserved: The Commissioners' Court reserves the right to reject in whole orin part any or all proposals, waive minor technicalities, and award the proposalwhich best serves the interest of Taylor County. Late proposals will be returnedunopened.PART II: TERMS AND CONDITIONS• Taxes: Taylor County is exempt from Federal excise and sales tax; therefore, taxmust not be included in this proposal.• Delivery/Client Access: Indigent Healthcare does not require or need delivery ofgoods; clients are required to pick up prescribed medication.• Invoicing: Invoices shall be sent directly to Taylor County Social Services (Attn:Dianna Atkinson, 400 Oak Street, Suite 202, Abilene, Texas, 79602). Payments willbe processed within 30 days after receipt of the invoice.• Firm Pricing: All prices are to be firm for the length of the contract. Purchases willbe made on a cash basis.• References: A list of references of current users must be furnished. Current TaylorCounty vendors may omit this requirement.• Warranties & Indemnification: The Vendor warrants that the product sold shallconform to OSHA standards. The Vendor shall provide the defense for, indemnify,and hold harmless Taylor County from all claims or liabilities arising out of theexecution of this contract.• Form 1295: The awarded vendor must electronically create a Form 1295 (Certificateof Interested Parties) through the Texas Ethics Commission website and submit asigned/notarized copy before the contract becomes legally binding.PART III: EVALUATION CRITERIAThe proposal will be evaluated with regards to the following criteria factors:• A. Total Cost: 40%• B. Quality of vendor’s goods and/or services: 40%• C. Vendor’s past performance record with Taylor County: 10%• D. Extent to which goods and services meet the needs and requirements ofTaylor County: 10%PART IV: SPECIFICATIONS & SCOPE OF WORK1. Intent & Intended Use It is the intent of the Commissioners' Court to contract with apharmacy or a pharmaceutical company to provide prescription drugs for Taylor County'sIndigent Healthcare program. All pharmaceuticals are intended for medical use only (notexperimental or laboratory procedures). The successful vendor shall provide generic drugs,if available, as a first choice for any prescription item.2. Contract Term The term of this contract will be for one (1) year, beginning July 1, 2026,and ending June 30, 2027. The contract may be extended for four (4) additional years (inone-year increments), with the approval of both parties.3. Pharmacy Requirements• Hours: The pharmacy must be open at least 5 days per week.• Communication: Must provide and maintain toll-free phone and fax numbers.• Compliance: Services and pharmacy must comply with all Federal, State, andLocal laws.• Packaging: Taylor County prefers that all pharmaceuticals be supplied in tamper-proof containers.• Labeling: Minimum labeling must include client's name and address, date filled,expiration date, Rx number, medication name, strength, prescribing physician,quantity dispensed, and NDC number.4. Special Generic Programs Vendors who have a special program offering generic drugsat a greater discount than their everyday basis (e.g., access to generic drugs for $4.00 or$5.00 per prescription) must provide a list of the generic drugs offered under that program.5. Pricing Structure Taylor County is asking for a percentage above/below the AWP(Average Wholesale Price).
