Bid Title: Task Order for Traffic Calming, Improvements & Other Safety Related Enhancements, RFQ 692005
Category: Procurement Status: Open Description: The County of Loudoun, Virginia (County) seeks to award one (1) or more, with a maximum of four (4), Task Order Contracts to qualified general contractors to provide for roadway related construction on an as-needed basis at various locations within Loudoun County over a one (1) year Base Term and up to four (4) one (1) year additional Option Terms. Work under the resulting contracts may be done on Virginia Department of Transportation (VDOT) or other public right-of way(s). For the purposes of these Contracts, a Loudoun County “Purchase Order” is described as a “Task Order”. A Task Order Contract is a competitive bid, firm fixed priced, indefinite quantity contract. The Work includes a collection of Tasks that have pre-established unit prices. Task Orders will be used for the accomplishment of various traffic calming or traffic safety improvement projects, intersection improvements, sidewalks and trails, bus stops and shelters, to include related road maintenance Projects.
These Contract(s) will generally be utilized to accomplish small to medium sized, Projects with a typical Task Order value within the range of $10,000-$2,000,000. The typical Work is anticipated to include, but not be limited to, projects such as: roadway construction, traffic signal installation or replacement, traffic calming measures, bus stops and shelters, pavement markings, and other related tasks. The maximum value of any individual Task Order is not expected to, but may, exceed $2,000,000. The County makes no guarantee as to amount of Work.
Pre-Bid Conference:
An Optional Pre-bid Conference will be held virtually using Microsoft Teams on January 9, 2026 at 9:00 a.m. with the purpose of discussing the Contract concept, Contract Documents, and minimum qualifications required for Bidders, and to provide a high-level overview of the supplier registration process and online submission of bids through iSupplier.

The County makesno guarantee as to amount of Work.2.0 COMPETITION INTENDEDIt is the County's intent that this Invitation for Bid (IFB) permits competition. It shallbe the Bidder's responsibility to advise the Purchasing Agent in writing if anylanguage, requirement, specification, etc., or any combination thereof, inadvertentlyrestricts or limits the requirements stated in this IFB to a single source. Suchnotification must be received by the Purchasing Agent not later than fifteen (15) daysprior to the date set for bids to close.3.0 PREVAILING WAGE RATESRemuneration to any individual performing work on the County ConstructionContract resulting from this IFB shall be at a rate equal to or greater than to theprevailing wage rate identified in Attachment 4 to this IFB.3.1 The General Contractor awarded a County Construction Contract as aresult of this IFB, and any sub-contractors hired by the General Contractorto perform Work on the County Construction Contract, shall pay wages,salaries, benefits, and other remuneration to any mechanic, laborer, orworker employed, retained, or otherwise hired to perform Work inconnection with the County Construction Contract at or greater than theprevailing wage rate identified in this IFB.Task Order Contract for Traffic Calming, Improvements, and Other Safety Related Enhancements to IncludeRelated Road Maintenance and CleanupIFB RFQ 692005Page 4 of 663.2 Any General Contractor or any subcontractor who employs any mechanic,laborer, or worker to perform Work under the County Construction Contractresulting from this IFB, at a rate that is less than the prevailing wage rateidentified in this IFB (i) shall be liable to such individuals for the payment ofall wages due, plus interest at an annual rate of eight percent accruing fromthe date the wages were due; and (ii) shall be disqualified from bidding onpublic contracts with any public body until the contractor or subcontractorhas made full restitution of the amount described in clause (i) owed to suchindividuals. A contractor or subcontractor who willfully violates this sectionis guilty of a Class I misdemeanor.3.3 After award of the County Construction Contract, the General Contractor towhom such contract is awarded shall certify under oath, to theCommissioner of Labor and Industry the pay scale for each craft or tradeemployed on the Project to be used by such contractor and any of thecontractor’s subcontractors for work to be performed under such publiccontract. This certification shall, for each craft or trade employed on theProject, specify the total hourly amount to be paid to employees, includingwages and applicable fringe benefits, provide an itemization of the amountpaid in wages and each applicable benefit, and list the names andaddresses of any third-party fund, plan or program to which benefitpayments will be made on behalf of employees. The certification shall besent to the Commissioner of Labor and Industry each pay period for theduration of the Project.3.4 The General Contractor awarded a County Construction Contract as aresult of this IFB, shall keep, maintain, and preserve (i) records relating tothe wages paid to and hours worked by each individual performing the workof any mechanic, laborer, or worker and (ii) a schedule of the occupation orwork classification at which each individual performing the work of anymechanic, laborer, or worker on the public works project is employed duringeach workday and week. The employer shall preserve these records for aminimum of six (6) years and make such records available to theDepartment of Labor and Industry within ten (10) days of a request and shallcertify that records reflect the actual hours worked and the amount paid toits workers for whatever time period they request.3.5 No later than ten (10) days after the date of the Notice to Proceed, theGeneral Contractor awarded a County Construction Contract as a result ofthis IFB and subcontractors performing on a County Construction Contractshall post the prevailing wage rate for each craft and classification involved,as determined by the Commissioner of Labor and Industry, including theeffective date of any changes thereof, in prominent and easily accessibleplaces at the site of the work or at any such places as are used by thecontractor or subcontractors to pay workers their wages.
