Description
The Town of Scarborough’s Community Services Department is requesting proposals for Town owned beach facilities for seasonal trash removal and beach area services. Typical refuse collection is concluded between 5:00-6:00 p.m. daily subject to change based on location and town’s discretion. The town will be seeking additional services in a separate RFP for beach bathroom and amenity cleaning services that vendors can additionally send in a proposal to be considered for combined services. Please note the Town purchases all trash liners and dog bags, and will provide barrels for the sites included.

Typical refuse collection is concluded between5:00-6:00 p.m. daily subject to change based on location and town’s discretion. The town will be seekingadditional services in a separate RFP for beach bathroom and amenity cleaning services that vendors canadditionally send in a proposal to be considered for combined services. Please note the Town purchasesall trash liners and dog bags, and will provide barrels for the sites included.Services shall include, but are not limited to:● Daily emptying and disposal of trash and recycling receptacles located on the beach and adjacentareas● Checking and restocking dog waste stations.● Litter pickup along designated beach areas, boardwalks, parking areas, and access points IE: stairsand areas where barrels are present.● Proper disposal of all collected waste in accordance with local, state, and federal regulations● Additional trash removal services during peak usage periods, holidays, or special events.● The town will notify the company on days additional trash runs are needed. The town willdetermine time and day of additional runs and communicate to the vendor. Please provide thecost of additional trash runs on top of the regular daily trash removal fee.Trash Service Dates:4/1/26- 10/31/26 (Daily) --- 214 total days*** Please Indicate price per day/run for each specified location below. Pricing should include all costs returning the work site to thepre-work condition found.The Town of Scarborough is exempt from Maine Sales Tax which should not be included in theproposal.Standard Terms and Conditions:The Town of Scarborough reserves the right to amend this RFP prior to the proposal due date.All amendments and additional information will be posted on the Town website:www.scarboroughmaine.org. The Town reserves the right to waive any informality in proposals,to accept the proposals or portions thereof, and to reject any and all proposals, should it bedeemed in the best interest of the Town to do so. Nothing in this document shall require theTown of Scarborough to proceed with Engineering and/or any of the identified services. TheTown reserves the right to substantiate Respondent’s qualifications, capability to perform, andavailability and past performance record.The cost for developing the proposal is the sole responsibility of the Consultant. All proposalssubmitted become the property of the Town.The Town reserves the right to approve subcontractors. All work performed under contract tothe Town becomes the property of the Town in the format specified by the Town.Payment for agreements for the undisputed purchase of goods or services provided to theTown, will be made within 30 days of the receipt of a proper billing or the delivery of the goodsor services to the location(s) specified in the agreement, whichever is later.The Town of Scarborough is exempt from all Federal Excise Taxes.The Town of Scarborough is exempt from all State of Maine Sales Taxes.A Certificate of Insurance is required from all consultants, contractors and vendors doingbusiness with the Town of Scarborough. Within two (2) weeks of the Notice of Award,Consultant must submit a Certificate of Insurance naming the Town of Scarborough as“additional insured.” Failure to furnish the required certificate within the required timeframemay result in the proposal being rejected.The successful Consultant(s) selected shall agree to defend, indemnify and hold the Townharmless from any and all claims, demands, suits, causes of action and judgments arising fromor related to Consultant’s performance, including claims of professional malpractice ornegligence.
