Project S-701011.00Shawnee County is seeking a qualified engineering firm to perform the professional services for the projectdescribed below.BACKGROUNDIn July 2020, the Kansas Turnpike Authority (KTA) and the City of Auburn requested engineeringservices to develop and evaluate concepts for the addition of a new interchange with the KansasTurnpike in southwest Shawnee County.The resultant study (available as an attachment to this request) focused on estimating traffic andresulting gross/net toll revenues for the KTA, and evaluating three interchange locations (SW 93rdStreet, SW Auburn Road and SW 103rd Street) near the City of Auburn. The study did not evaluatetraffic impacts to other public roads.OVERVIEWPage 1 of 8To identify the potential changes in traffic patterns in western and southern Shawnee County resultingfrom the construction of a new Kansas Turnpike interchange, a regional transportation study is needed.Although the study is primarily focused on impacts to the existing transportation system from therelatively near term construction of a southwest Shawnee County interchange, a secondary focus will bethe compounding impacts that a future extension of K-4 north from I-70 across the Kansas River to US-24 will have.This study is a partnership between the Kansas Department of Transportation (KDOT) and Shawnee County.SCOPE OF PROPOSED STUDYThe following will be a part of the study:Conduct one or more project scoping workshops.Include area leaders and transportation officials to understand local concerns and desired studyoutcomes.Consider opportunities for public and stakeholder involvement.Conduct a traffic analysis, including travel demand modeling and micro simulation, as appropriate.Review traffic safety and identify opportunities along the corridor for safety improvements.Evaluate existing and future land use planning and economic analysis.Identify potential utility, environmental and historical property impacts.Perform an alignment analysis (K-4 extension and City of Auburn bypass).Make corridor improvement recommendations and provide related cost estimates.Analyze then recommend a preferred turnpike interchange location.Conduct a bridge analysis at the SW 93rd and SW Auburn Road interchange locations.Evaluate the existing bridges for structural capacity and functional requirements, considering changes intraffic volume and type. Should the existing bridges remain under an interchange scenario?Generate traffic projections (origin-destinations, freight, ect.)Identify future funding sources.FINAL REPORTIn addition to summarizing the results of the study, the final report must provide Shawnee County withthe following recommendations and guidance:1. A list of the first seven projects in priority order. For multi-year projects, discuss potentialphasing options.Page 2 of 82. A project and construction cost estimate for each priority item.3. A brief description of each improvement item, highlighting typical sections, utility and ROWissues, etc., and the reasoning behind its location within the priority list.SELECTION CRITERIAThe following criteria will be considered by the Professional Services Committee. This list should notbe considered fully comprehensive.1. Qualifications: The education, training and professional credentials of the key personnel.2. Experience: The experience of key personnel with similar studies of similar size andcomplexity.3. Project Timeline: The firm’s timeline for completion of the study and its key scope of workitems. This timeline will be the basis for a contract project schedule.4. Capacity of Firm with Respect to Project Timeline: Did the firm demonstrate an ability tocomplete the study within the timeline proposed.5. Project Approach: What sets this firm apart from the others? Did the firm demonstrate a uniqueskill, specialized experience, competence or a creative idea in relation to the study’s approach?6. Past Performance: Has the firm demonstrated the ability to complete past projects of similarsize and complexity on time and within budget? What examples and references were provided?7. Project Understanding: Does the firm truly understand the scope of the project? If necessary,did the firm effectively demonstrate the need to expand the scope of work beyond what wasincluded in the RFQ?A short list of interested firms may be asked to provide a ½ hour presentation to the Professional ServicesCommittee covering their submittal, and then allow for approximately 20 minutes for questions.RESPONSEAll responses must be submitted through the Shawnee County Online Bid Portal. Questionsregarding the RFQ must be submitted through the bid portal.Impromptu questions will be permitted and spontaneous unofficial answers provided, however biddersshould clearly understand that the only official answer or position of Shawnee County will be via theShawnee County Online Bid Portal and will be sent to all responding to the Request. Failure to properlynotify Shawnee County via the bid portal any conflicts or ambiguities in the Request may result in itemsbeing resolved in the best interest of Shawnee County. Any modification to this Request as a result of anywritten answers to written questions, shall be made in writing via the bid portal all vendors who received theoriginal request from the County.Document Information: The bid portal will only allow one PDF document uploaded for a response. It isyour responsibility to make sure the uploaded file is the correct, complete and contains all requiredinformation and signatures. The document file name should only contain spaces and letters or numbers,please do not use special characters or dashes. The file can be changed until the bid close time.Closing Date: Bids will be received until 2:00 p.m. CDT on the scheduled closing date. Shawnee County reserves the right to destroy all proposals if the RFP is withdrawn, a contract awardis withdrawn, or in accordance with Kansas law. Bids must be submitted through the Shawnee County BidPortal.Shawnee County Bid Portal: When an open project is posted, Shawnee County is not able to track whodownloads project information off the bid portal website. Bids must be submitted through the ShawneeCounty Bid Portal to be considered. All projects are posted on the County website, not all projects are postedon the Demandstar website. Registration is free.TERMS AND CONDITIONSIn the event that goods or services delivered by the vendor are unsatisfactory and remain unsatisfactory aftera notice and an opportunity to correct the deficiencies, the County reserves the right to purchase substitutegoods or services from the other bidders.Shawnee County reserves the right to negotiate separately with any vendor after the opening of this RFPwhen such action is considered in its best interest. Subsequent negotiations may be conducted, but suchnegotiations will not constitute acceptance, rejection or a counteroffer on the part of the County.Shawnee County interprets the term “lowest responsible and best bidder” as requiring Shawnee County to:A. Choose between the kinds of materials, goods, wares, or services subject to the proposal, andB. Determine which proposal is most suitable for its intended use or purpose. Shawnee County canconsider among other factors such things as labor cost, service and parts availability and maintenancecosts of items upon which proposals are received. Shawnee County can determine any differences orvariations in the quality or character of the material, goods, wares or services performed or provided bythe respective vendors.Shawnee County will award the bid. If the successful vendor refuses or fails to make deliveries of thematerials/services within the times specified in the RFP, purchase order or contractual agreement, ShawneeCounty may by written notice, terminate the contract OR purchase order. The successful vendor will certifyand warrant that goods, personal property, chattels, and equipment sold and delivered are free and clear ofany and all liens, or claims of liens, for materials or services arising under, and by virtue of the provisions ofK.S.A. 58-201, et seq., and any other lien, right, or claim of any nature or kind whatsoever.The vendor hereby certifies that he or she has carefully examined all of the documents for the project, hascarefully and thoroughly reviewed this RFP, understands the nature and scope of the work to be done; andthat this proposal is based upon the terms, specifications, requirements and conditions of the RFP, anddocuments.
