Bid Title: Early Intervention Program (Family Resource Center)

Mariposa County Behavioral Health and Recovery Services (BHRS) is seeking proposals for the provision of an Early Intervention Program (Family Resource Center) funded under the Behavioral Health Services Act (BHSA).
The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified individuals or agencies to provide an Early Intervention Program (Family Resource Center).
The work contracted under this RFP shall not exceed $175,000 annually. This program is funded through the Behavioral Health Services Act under the Behavioral Health Services and Supports (BHSS) component.
The term of the Agreement will be for a period of one year beginning on September 1, 2026, and ending on June 30, 2027.

BACKGROUND:The Behavioral Health Services Act (BHSA), enacted in 2024 through Senate Bill 326(Eggman), that provides funding to counties to expand and transform behavioral healthservices for children, youth, adults, and older adults across California. BHSA buildsupon the foundation of the Mental Health Services Act (MHSA) and strengthensaccountability, equity, and outcomes across the public behavioral health system.Funded through a 1% tax on personal income over one million dollars, BHSA supports abroad continuum of services, including early intervention, treatment, recovery supports,and infrastructure development. Counties must focus on unserved, underserved, andinappropriately served populations, with an emphasis on reducing disparities.The goals of BHSA are to reduce homelessness, unnecessary institutionalization, andjustice involvement; increase access to services; promote recovery and resiliency;address disparities; and ensure accountability in the use of public funds.Services must target individuals with or at risk of a serious mental health condition andsubstance use disorders, including those experiencing homelessness, at risk ofincarceration, or involved in the justice system.Under BHSA, Early Intervention programs must be designed to prevent mental illnessesand substance use disorders from becoming severe and disabling and to reducedisparities in behavioral health.2Request For Proposals (RFP) – Early InterventionProgramEarly Intervention programs must ensure that at least 51% of individuals served areBHSA-eligible individuals who are 25 years of age and younger, including transitional-age youth. Services provided as part of Early Intervention Evidence Based Practices(EBP) or Community-Defined Evidence Practices (CDEP) that support parents andcaregivers may count toward the 51% requirement, even if the child or youth is notpresent, as long as the service is intended to benefit that child or youth.III. SCOPE OF SERVICES:Program Design – The Family Resource Center (FRC) will provide community-based,family-centered early intervention services designed to prevent mental illnesses andsubstance use disorders from becoming severe and disabling and to reduce disparitiesin behavioral health. The Early Intervention program must include the followingcomponents:1. Outreach –Outreach is the process of engaging, encouraging, educating, training, and learningabout ways to recognize and respond effectively to early signs of potentially severeand disabling mental health and substance use disorders (WIC section 5840,subdivision (b)(1)). Outreach activities funded under BHSS Early Intervention mustmeet the following requirements:• Be directed towards eligible high-risk individuals within BHSA priority populations(WIC section 5892, subdivision (d), including older adults and youth (WIC section5892, subdivision (k)(7)(A) and (k)(7)(B)).• Have the goal of identifying individuals for access and linkage to services andsupports.• Connect eligible individuals directly to access and linkage programs or to mentalhealth and substance use disorder treatment services and supports, should anindividual wish to be connected to services.• County outreach activities may include those that target: families, employers,primary care health care providers, behavioral health urgent care and firstresponders, hospitals, inclusive of emergency departments, education, including4Request For Proposals (RFP) – Early InterventionProgramearly care and learning, TK-12, higher education, community-basedorganizations that specialize in serving underserved communities, others.• Eligible older adults and youth may require tailored outreach strategies, as notedbelow.o Outreach Strategies for Older Adults: When targeting the mental health and substance use disorderneeds of BHSA eligible older adults, outreach strategies (WICsection 5840.6, subdivision (h)) include, but are not limited to, thefollowing:• Outreach and engagement strategies that target caregivers,victims of elder abuse, and individuals who live alone.• Outreach to older adults who are isolated and/or lonely.• Programs for early identification of mental health disordersand substance use disorders.• Outreach to organizations that provide services to olderadults such as Area Agencies on Aging, Caregiver ResourceCenters, and Aging and Disability Resource Connections.o Youth Outreach and Engagement Youth outreach and engagement strategies (WIC section 5840.6,subdivision (f)) target BHSA eligible out-of-school youth andsecondary school-age youth, and include, but are not limited to, thefollowing:• Establishing direct linkages for youth to community-basedmental health and substance use disorder treatmentservices.• Participating in EBPs and CDEP programs for mental healthand substance use disorder treatment services.• Providing supports to facilitate access to services andprograms, including those utilizing EBPs and CDEPs, forunderserved and vulnerable populations, including, but notlimited to, members of ethnically and racially diversecommunities, members of the LGBTQ+ communities, victimsof domestic violence and sexual abuse, and veterans.5
