Project Description:

The City of Seattle, through its Department of Transportation (SDOT), requests Statements of Qualifications to provide bridge structural rehabilitation engineering design services for the following bridges: Ballard Bridge and Magnolia Bridge. The Scope of Work includes, but is not limited to inspection verification, preliminary design, rehabilitation alternatives and cost estimates, final design drawings and technical specifications, bid package and contractor selection recommendation, NEPA/SEPA permits, ROW acquisition, over-water work, communication and stakeholder coordination.

The awarded consultant(s) may be considered to complete subsequent phases depending upon the consultant(s)’ satisfactory performance on prior work and upon negotiation of an agreement for the subsequent phase(s). The City is not obligated to use the same consultant for all phases. Separate consultant agreements may be considered for each phase that the funding is authorized. Anticipated subsequent phases: engineering design support during construction.

Qualified Consultants may submit a Statement of Qualifications expressing interest in one or more of the above bridge contracts.

  • If consultants elect to submit on more than one contract, they must successfully demonstrate that they have the capacity to perform the total work of multiple contracts with a matrix showing actual staff that will perform the work and their availability.
  • Each contract award is based on the highest-ranking consulting firm team’s availability and qualifications. If the highest-ranking firm submitted a proposal for one bridge, they will be awarded one contract, and the second highest-ranking firm will be awarded the other contract. If the highest-ranking firm submitted a proposal for two bridges, two contracts may be awarded at the option of the City based on the City’s assessment of available capacity and the best interests of the City. If the second highest-ranking firm submitted a proposal for two bridges, they may be awarded a contract for one of the two bridges.
Background

SDOT has identified these two bridges as needing structural rehabilitation and repair to sustain their current level of operations.

The Ballard Bridge, built in 1917, spans the eastern edge of Salmon Bay and connects Ballard to Magnolia, Queen Anne, and Downtown via Interbay. The 2,854-foot bridge carries more than 57,000 vehicles per day across the Lake Washington Ship Canal. Like the Fremont Bridge to the east, this bridge is a bascule bridge that opens to allow taller ships to use the Ship Canal.

The Magnolia Bridge, built in 1930, serves to connect to and from Magnolia, Smith Cove Park/Elliott Bay Marina, Terminal 91/Elliot Bay Businesses, and 15th Ave W. The bridge carries 17,000 vehicles per day over Terminal 91. This project is focused on the portion Magnolia Bridge West of the railroad tracks. The structure over the railroad tracks and to the East has seen more recent rehabilitation.
