Category: Procurement Status: Open Description: The Intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (the “County”) to obtain the services of a qualified General Contractor to perform interior renovations at the existing County-owned facility located at 21355 Ridgetop Circle, Dulles, Virginia 20166 (hereinafter referred to as the “Project”).
The Project includes selective demolition and interior renovation of approximately 9,281 gross square feet on the Second Floor of the existing four-story building. The Work will provide a new customer service help desk, two (2) conference rooms, a break room, technical workbench room, a security room, and a combination of private offices and open office areas to support current and future operational needs of the County’s Department of Information Technology (DIT).
The overall scope of work is to be permitted and constructed under a single permit. The area of work is currently vacant and has been cleared of all furniture and debris. Occupancy of the construction area shall not be permitted until all Work is complete and all required inspections have been successfully passed and approved by the authority having jurisdiction.
The selected General Contractor shall be responsible for maintaining a safe, secure, and controlled work environment for County staff, adjacent tenants and the public throughout the duration of construction. The Contractor shall comply with all applicable federal, state, and local laws, ordinances, and regulations, including those governing work hours, noise, and site operations. Coordination with County representatives shall be required to minimize disruption to operations and to support the successful execution of the project.
Pre-Bid Conference:
An Optional Pre-bid Conference will be held virtually using Microsoft Teams on April 21, 2026 at 9:00 a.m. with the purpose of discussing the Contract concept, Contract Documents, and minimum qualifications required for Bidders, and to provide a high-level overview of the supplier registration process and online submission of bids through iSupplier.

Refer to Section 3.0 of this IFB.1.3 The County will require the Contractor awarded this Project to use TrimbleUnity Construct (Trimble) Construction Program Management Software.The County will provide software licenses for the Contractor’s use and willprovide training for the Contractor to ensure proficiency as recommendedby Trimble. The license and training will be provided to the Contractor at nocost and prior to the issuance of Notice to Proceed. Further training due toa lack of proficiency will be the responsibility of the Contractor.The Trimble Construction Program Management Software will be used forall project management documentation and correspondence, including butnot limited to: Requests for Information, submittals, meeting minutes, payapplications, proposed change orders, approved change orders, and close-out documentation.IFB RFQ 696007Renovation of Lakeside III Second FloorPage 4 of 342.0 COMPETITION INTENDEDIt is the County's intent that this IFB permits competition. It shall be the Bidder's (i.e.any entity submitting a bid in response to this IFB) responsibility to advise thePurchasing Agent in writing if any language, requirement, specification, etc., or anycombination thereof, inadvertently restricts or limits the requirements stated in thisIFB to a single source. Such notification must be received by the Purchasing Agentnot later than fifteen (15) days prior to the date set for bids to close.3.0 PREVAILING WAGE RATESRemuneration to any individual performing work on the County ConstructionContract resulting from this IFB shall be at a rate equal to or greater than to theprevailing wage rate identified in Attachment 3 to this IFB.3.1 The General Contractor awarded a County Construction Contract as aresult of this IFB, and any subcontractors hired by the General Contractorto perform Work on the County Construction Contract resulting from thisIFB, shall pay wages, salaries, benefits, and other remuneration to anymechanic, laborer, or worker employed, retained, or otherwise hired toperform Work in connection with the resulting County Construction Contractat or greater than the prevailing wage rate identified in this IFB.3.2 Any General Contractor or any subcontractor who employs any mechanic,laborer, or worker to perform Work under the County Construction Contractresulting from this IFB, at a rate that is less than the prevailing wage rateidentified in this IFB (i) shall be liable to such individuals for the payment ofall wages due, plus interest at an annual rate of eight percent accruing fromthe date the wages were due; and (ii) shall be disqualified from bidding onpublic contracts with any public body until the contractor or subcontractorhas made full restitution of the amount described in clause (i) owed to suchindividuals. A contractor or subcontractor who willfully violates this Sectionis guilty of a Class I misdemeanor.3.3 After award of the County Construction Contract, the General Contractor towhom such contract is awarded shall certify under oath to theCommissioner of Labor and Industry the pay scale for each craft or tradeemployed on the Project to be used by such contractor and any of thecontractor’s subcontractors for work to be performed under such publiccontract. This certification shall, for each craft or trade employed on theProject, specify the total hourly amount to be paid to employees, includingwages and applicable fringe benefits, provide an itemization of the amountpaid in wages and each applicable benefit, and list the names andaddresses of any third-party fund, plan or program to which benefitpayments will be made on behalf of employees. The certification shall besent to the Commissioner of Labor and Industry for each pay period for theduration of the Project.3.4 The General Contractor awarded a County Construction Contract as aresult of this IFB, shall keep, maintain, and preserve (i) records relating toIFB RFQ 696007Renovation of Lakeside III Second FloorPage 5 of 34
