1. INVITATIONThe City of Greenbelt seeks the services of a consulting firm that specializes in government relations, advocacy and advisory services to assist the City in pursuing its Legislative priorities at the County and State Level.
Greenbelt is a chartered municipal government located within the Baltimore-Washington region in Prince George’s County, Maryland. Greenbelt is nationally recognized as one of the historic planned communities of President Roosevelt’s New Deal era. In 2017, Greenbelt celebrated the 80th anniversary of the community’s incorporation and community spirit of cooperation and inclusion. An active citizenry of over 2 4 ,000 residents is served by the Council-Manager form of government. Seven Councilmembers appoint a C ity M anager who oversees over 2 25 city employees who provide a variety of services including city police; social services (individual and family counseling, emergency relief, independent senior living support (geriatric case management, home visits by student nurses), GED and English as a Second Language Tutoring, training for parents and children); recreation including two community centers, an aquatic and fitness center, an arts program, as well as numerous parks, trails, a forest preserve, and Greenbelt Lake; public works; planning; code enforcement, animal control; and an affordable housing apartment building. Greenbelt has earned Sustainable Maryland designation and has dedicated staff to environmental stewardship. The City coordinates with the Maryland National Capital Park and Planning Commission (M-NCPPC) as the City does not have zoning authority. The City anticipates the formal establishment of an agreement to provide an ongoing legislative advocacy services contract , renewable annual ly . The City of Greenbelt management seeks to make a selection directly from this RF P . Time is of the essence as the Maryland legislative session is already underway .
2. PROJECT OVERVIEWThe successful partner is to provide services including, but not li mited to , legislative advocacy, bill /legislation tracking, identifying testimony opportunities , providing weekly updates and briefing staff and Council . Specifically, to r eview proposed County and State legislation and make recommendations to the City Staff and Council on policy initiatives and legislation that may impact City policies, programs, operations, or have budget implications .

4. REQUESTED SCOPE OF SERVICESThe selected legislative consultant will perform the following services for both Maryland General Assembly (MGA) and Prince George’s County legislative activity.
• Identification of county and state legislation impacting Greenbelto Bill sponsor/co-sponsoro Has it been cross-filedo Summary of the legislationo Key issues and impacts to Greenbelto Providing copies of bills and related filings• Identification of key dates/milestoneso Hearingso Testimony opportunitieso Public comment periods• Provide assistance to City officials to interpret legislation and file comments as appropriate.• Provide detailed written monthly reports to the City Manager/Assistant City Manager covering all activities pertaining to the City and its legislative agenda.Account Management
• Meet with City Manager/Assistant Manager as needed for the purpose of carrying out legislative reporting.• Provide weekly reports on bills being tracked with a status report• Weekly 30-minute legislative update conference calls during the MGA session• Bi-weekly 30-minute legislative update conference calls after MGA for County legislation , or additional meetings as needed.5.
