Church St., Dublin, GA 31021 until:11:30 am, November 24, 2025 for the furnishing of material including line pipe and line valves,labor, tools, skill, equipment and incidentals for the construction and installation of:Fabricate and install a new meter and regulator station to serve the new asphalt plant on StateHwy 257. Install approximately 1800 feet of 4” HP Steel gas main from US Hwy 441 to the newmeter/regulator station, and approximately 1500 feet of 4” PE from the meter/regulator set to theequipment at the new asphalt plant.Bids received after the designated time will not be considered.Bids should be submitted in a sealed envelope addressed to the above address for The City ofDublin. To be considered, the bid shall include a copy of the Utility Contractors License,appropriate insurance certificate and a summary list of contractor employees showing tasks andexpiration dates for Operator Qualification under the current GMA OQ Plan.Electronic versions of the bid documents, construction and material specifications and drawingscan be sent to you by email. There will be a mandatory pre-bid meeting on October 30, 2025 at11:00 at 100 S. Church St., Dublin, GA 31021.All bid forms must be accompanied by a Bid Bond in an amount not less than five percent (5%) ofthe amount bid. The successful bidder, if awarded the Contract, will be required to furnish aPerformance Bond and Payment Bond, each in the amount of one hundred percent (100%) of theContract amount. Contract will not be executed until executed Performance Bond and PaymentBond are submitted to City of Dublin. Additional terms used in these Instructions to Bidders have themeanings indicated below:A. Issuing Office—The office from which the Bidding Documents are to be issued, and whichregisters plan holders.ARTICLE 2—BIDDING DOCUMENTS2.01 Bidder shall obtain a complete set of Bidding Requirements and proposed Contract Documents(together, the Bidding Documents). See the Agreement for a list of the Contract Documents. It isBidder’s responsibility to determine that it is using a complete set of documents in the preparationof a Bid. Bidder assumes sole responsibility for errors or misinterpretations resulting from the useof incomplete documents, by Bidder itself or by its prospective Subcontractors and Suppliers.2.02 Bidding Documents are made available for the sole purpose of obtaining Bids for completion ofthe Project and permission to download or distribution of the Bidding Documents does not confera license or grant permission or authorization for any other use. Authorization to downloaddocuments, or other distribution, includes the right for plan holders to print documents solely fortheir use, and the use of their prospective Subcontractors and Suppliers, provided the plan holderpays all costs associated with printing or reproduction. Printed documents may not be re-soldunder any circumstances.2.03 Bidder may register as a plan holder and obtain complete sets of Bidding Documents, in thenumber and format stated in the Advertisement or invitation to bid, from the Issuing Office.Bidders may rely that sets of Bidding Documents obtained from the Issuing Office are complete,unless an omission is blatant. Registered plan holders will receive Addenda issued by Owner.2.04 Plan rooms (including construction information subscription services, and electronic and virtualplan rooms) may distribute the Bidding Documents, or make them available for examination.Those prospective bidders that obtain an electronic (digital) copy of the Bidding Documents froma plan room are encouraged to register as plan holders from the Bidding Documents Website orIssuing Office. Owner is not responsible for omissions in Bidding Documents or other documentsobtained from plan rooms, or for a Bidder’s failure to obtain Addenda from a plan room.2.05 Electronic DocumentsA. When the Bidding Requirements indicate that electronic (digital) copies of the BiddingDocuments are available, such documents will be made available to the Bidders as ElectronicDocuments in the manner specified.1. Bidding Documents will be provided in PDF (Portable Document Format) (.pdf). It is theintent of the Engineer and Owner that such Electronic Documents are to be exactlyrepresentative of the paper copies of the documents. However, because the Owner andEngineer cannot totally control the transmission and receipt of Electronic Documentsnor the Contractor’s means of reproduction of such documents, the Owner andEngineer cannot and do not guarantee that Electronic Documents and reproductionsprepared from those versions are identical in every manner to the paper copies.Page 1 of 9
