1. INTRODUCTION
1.1 Purpose
The City of Raleigh invites qualified and experienced firms to submit Requests for
Qualifications (RFQ) for construction materials inspection and testing services, and special
inspection services for two projects:
Project 1: Raleigh Police Evidence Facility. A new facility to be located east of the
intersection of Battle Bridge Road and Griffice Mill Road.
Project 2: Raleigh Fire Station #15. A new fire station to be located on Spring Forest
Road near the current Fire Station #15.
A qualified firm will be selected to provide geotechnical investigations and recommendations
in support of the construction, construction materials inspection and testing services, special
inspection services, and any third-party inspection services required for construction permits.
Proposed offerors must prove that they possess the requisite experience, skills, technical
and administrative capability, and capacity to participate in a team approach to project
delivery.
It is anticipated that all services will be on a periodic on-call basis although there may be
periods during the construction when continuous inspection may be required to the meet
schedule and follow the technical requirements pertaining to the construction of the facility,
and other constraints.
The City reserves the right to select and award a single contract for both projects or
select and award separate contracts for each project.
A detailed scope of services is provided in Section 4 of this document.

Questions submitted via telephone will not be answered. Questions concerning this RFQ will
be received until June 12, 2026 at 4:00 PM at which time no future questions will be
accepted. A summary of all questions and answers may be issued in the form of an
addendum. Any comments or questions that arise concerning any requirement that is unclear
or objectionable must be submitted electronically.
1.2 Background

1.3 RFQ Timeline
Provided below is a list of the anticipated schedule of events related to this solicitation. The
City of Raleigh reserves the right to modify and/or adjust the following schedule to meet the
needs of the project. All times shown are Eastern Time (ET):

1.4 Questions
Requests for clarification and questions to this RFQ must be received by the City not later
than the date shown above in Section 1.3 RFQ Timeline, for the submittal of written inquiries.
The firm’s failure to request clarification and submit questions by the date in the RFQ Timeline
above shall be considered to constitute the firm’s acceptance of all City’s terms and
conditions and requirements. The City shall issue addenda reflecting questions and answers
to this RFQ, if any, and shall be posted to eVP. No information, instruction or advice provided
orally or informally by any City personnel, whether made in response to a question or
otherwise in connection with this RFQ, shall be considered authoritative or binding.
Respondents shall be entitled to rely only on written material contained in an Addendum to
this RFQ.
It is important that all Respondents submitting to this RFQ periodically check the eVP
for any addenda. It is the Respondents responsibility to ensure that all addenda have
been reviewed and, acknowledged on the cover letter included in the RFQ response.
