Natchez U.S. Colored Troops Monument Park &Revels Plaza/MLK Triangle Drainage ImprovementsDepartment of Housing & Urban DevelopmentCommunity Project Funding CPF # B-24-CP-MS-1280The City of Natchez, Mississippi will receive bids for this Community Project Fund Project (CPF #B-24-CP-MS-1280) no later than 10:00 A.M. on Thursday, June 25, 2026, in the office of the City Clerk, 124South Pearl Street, Natchez, MS 39120 at which time said bids will be publicly opened, read aloud andthereafter taken under advisement until the next meeting of the Natchez Mayor and Board of Aldermen.The City of Natchez is in receipt of and will utilize monies received from the Department of Housing andUrban Development (HUD) to complete this Community Project Fund (CPF) grant. The scope of workshall consist of earthwork, drainage, and erosion control; lighting/electrical including accent lighting,router, and security camera; monument base including structural concrete, rebar, and veneer items; concretesidewalk and brick pavers; landscape and irrigation. This general outline of features of the work does notin any way limit the responsibility of the contractor to perform all work and furnish all plant, labor,equipment, and materials required by the specifications and the drawings referred to therein. The contracttime for this project is 150 calendar days.Information and Bidding Documents for the Project can be found at the following designated website:www.neel-schafferplans.comBidding Documents may be downloaded from the designated website. Prospective Bidders must registerwith the designated website as a plan holder. All plan holders are required to have a valid email addressfor registration. The designated website will be updated periodically with addenda, lists of registered planholders, reports, and other information relevant to submitting a Bid for the Project. All official notifications,addenda, and other Bidding Documents will be offered only through the designated website. Neither Ownernor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sourcesother than the designated website. Bids received by bidders to whom the ContractDocuments were not issued by the Engineer will be returned unopened.The contracted party must comply with the requirements of Build America, Buy America (BABA) Act, 41USC 8301 note, and all applicable rules and notices, as may be amended, if applicable to the infrastructureproject. This contract is funded in whole or in part by funds from the Consolidated Appropriations Act of2014 (H.R. 3547); therefore, this project must comply with American Iron and Steel Requirements of theAct. Davis Bacon wage rates do not apply to this project.The City of Natchez reserves the right to reject any and all bids, to waive any informalities, to negotiatewith the lowest and best bidder to reduce the bid price to come within the funds allocated for the work, toreduce the job in order to stay within available funding or as desirable in the discretion of the Board ofAldermen, and to accept bids by classes and/or groups, if applicable, all as set forth and in accordance withapplicable laws, regulations, and ordinances.Dan M.
