CIHA will reject bids received afterthe deadline. Faxed bids will not be accepted. CIHA will open and read accepted bids at the timestated in the Specified Dates.• Mailed and/or hand-delivered bids: Bids must be received at CIHA, Attention:Procurement, 3510 Spenard Road, Anchorage, Alaska 99503 no later than thedeadline stated in the Specified Dates according to the time clock located at CIHA’s frontdesk.• Emailed bids: Bids must be received by the Procurement Department atprocurement@cookinlethousing.org. Bids must be received no later than the deadline,according to the time and date received by CIHA’s email server.QUESTIONSCIHA will not be bound by any oral interpretation of this ITB. Questions are encouraged and mustbe sent in writing to Procurement by the deadline in the Specified Dates. Questions receivedafter the deadline will be disregarded. Substantive issues received by the deadline will beanswered by addendum to all plan holders.• Email: procurement@cookinlethousing.orgNo questions shall be directed to any other CIHA employees or CIHA representatives.SCHEDULEWork is anticipated to begin in early July 2026, with completion anticipated by September 30,2026.SCOPE OF WORKThe scope of work for this project includes, but is not limited to, tying into AWWU’s existing watermain located at 56th Avenue and Cordova and extending the service line south along CordovaStreet approximately 600 LF. Additional water service taps will need to be installed off of thenewly constructed water line servicing CIHA’s lots on both the east and west sides of Cordova.The Contractor also is responsible for tapping into the existing AWWU sewer main located withinCordova Street and sewer service lines to the same vacant lots on both the east and west sidesof Cordova Street. The Contractor will also be responsible for patching and/or replacing alldisturbed asphalt and concrete surfaces resulting from this work. Additionally, the Contractorshall comply with all administrative requirements of the contract, including but not limited to thesubmission of a project schedule, safety plan, schedule of values, daily reports, submittals andother tasks required under the contract.INVITATION TO BIDPage 3 of 69CORDOVA ST WATER LINE EXTENSIONCOOK INLET HOUSING AUTHORITYAll road closures, Storm Water Pollution Protection Plan (SWPPP) and associated permits arethe sole responsibility of the contractor.BID, PERFORMANCE AND PAYMENT BONDSThe Contractor will be required to submit 100% payment and performance bonds for the projectand shall submit with its bid a letter from its surety evidencing the bidder’s ability to obtain thisbonding should it be awarded the project. A 5% bid bond must be submitted with the Contractor’sbid, as stated in the Instructions to Bidders.INDEMNITY AND INSURANCE REQUIREMENTSSee Insurance and Indemnity Requirements Form for details on the insurance requirements. NoContract will be signed until the certificate(s) of insurance have been received and approved bythe CIHA Procurement Manager. If the insurance expires or is cancelled during the term of thecontract, progress payments will be suspended, and work must cease.PAYMENT TERMSSee General Conditions, part 27, pp. 9-10, for Payments and Retainage. Terms are NET forty-five (45) days, subject to any discounts for prompt payment. CIHA has implemented an ElectronicFunds Transfer (EFT) payment process. The awarded Contractor will complete an ACHRegistration Form to sign up for EFT payments.BID SUBMITTALBidder shall supply all information and submittals required by the ITB documents to constitute aproper bid. The bid must clearly state the legal name, address, telephone number, and emailaddress of the bidder. The bid must be signed above the typed or printed name and title of thesigner. The signer shall have the legal authority to bind the bidder to the bid. Any changes thatare made to this bid using correction fluid, writing utensils, etc. before submission must be datedand initialed in each area that a change was made. No bids may be withdrawn without the writtenconsent of CIHA for a period of sixty (60) days subsequent to the deadline date for receipt ofbids.AWARDAward of a firm, fixed-price Contract for the specified Work will be made in accordance withCIHA’s procurement policies to the lowest priced, responsive and responsible bidder consistentwith the terms of this ITB. CIHA reserves the right to reject any and all bids for this work and towaive any technicality or informality in the procurement process that is deemed in the bestinterest of CIHA. This Invitation to Bid is not to be construed as a commitment of any kind nordoes it commit CIHA to pay for any cost incurred in the submission of any bid or any otherincurred cost prior to the execution of a Contract.Upon issuance of the Notice of Intent to Award, the successful contractor shall provide thefollowing within ten (10) business days:• Insurance letter verifying limits can be met (per Indemnity and Insurance Requirements)• Subcontractor list along with any self-performed work per task• Construction Baseline Schedule for Owner approval• Detailed Schedule of Values for Owner approvalDISPUTESIn the event any dispute arises from this ITB, such dispute will be resolved in accordance withINVITATION TO BIDPage 4 of 69
