The Tra vel Agencya wa rded a contra ct to provide the bid services will be using a PUBLIC CHARTER or flying scheduled a irfa re.2.Funds must be held in escrow by a designated FDIC bank. Account should require thesignatureapproval of a Board ofEducation designee, in addition to the travel agency. Thecompany or touroperatormust post a Certificate of Suretywith the bid or a PerformanceBond with a recommended minimumof the amount of bid priceper student x450which is the estimated number of participants.3.Designated flight times must be indicated with the bid and held as closely as possible.a.If the departure flight is delayed for two (2) or more hours, travel agency will provide theappropriatemeal forthe time of day for each of the students and chaperones.b.If the departure is delayed by four (4) or more hours, travel agency shall proratea refund on any activities thatare missed due to the delay.c.If the departure flight is dela yed for eight (8) or more hours, tra vel a gency shall a rra nge for overnighta ccommoda tions a t a motel/hotel a dja cent to the a irport of depa rture.d.Should the return flight be delayed for four (4) or more hours, travel a gency shall provide a dance party orother appropriate activities to entertain the students and chaperones. Also, the travel agency shall givenotification in advance of any flight delays so that chaperoneswill have ample timeto notify theschool districta nd pa rents tha t the estima ted time of a rriva l of their flight will be dela yed in depa rture a nd a rriva l.e.Should the return flight be dela yed for eight (8) or more hours, tra vel a gency sha ll provide motel/hotela ccommodations for the students a nd chaperones a t a facility adjacent to the airport until the return flight isscheduled to leave.4.Each senior trip participant is to receive an “Operator-Participant Contract” stating the full terms of the agreement bythe pa rticipa nt a nd the tra vel a gent.5.The agency selected will place on file, with the Board of Education, a current Certificateof Insurancefor liability in theamount of $1,000,000.00 (One million dollars) single limit.6.The agency must provide in writing a guarantee of the bid price regardless of increase in taxes, fuels, etc.7.Provide three options of pricing. Options will include, resort pricing staying in a Disney Resort and staying in aUniversa l Studio’s Resort. Pricing will a lso include the option of ha ving Trip Refund/Guarantee Protection (TripCancellation Protection) and not having Trip Refund/Guarantee Protection (Trip Cancellation Protection).8.Pursuant to N.J.S.A. 52:32-44 a contractor that seeks to enter into a contract with a Board of Education in an amountthat exceeds fifteen (15%) percent of the bid threshold, shall submit to the board a valid and current New JerseyBusiness Registration Certificate.9.Award of Contract, if a Contract is awarded, will be to the lowest responsible responsive Bidder meeting thespecifications. Price alone will not be the only basis for award of a contract. The bidder must meet all the qualificationsstated in the Bid. Any bidder for services must be known to be engaged in the business and qualified to carry out hiscontract. Satisfactory references to that effect must be furnished if requested. The Board reserves the option to renewthe contra ct subject to Boa rd a pprova l, mutua l a greement a nd the provisions of sta tute.10. Addenda/Interpretations and Challenges – No interpretation of the meaning of any of the bid package documents willbe ma de to a ny Bidder ora lly. The Board of Education will not be held responsible for a ny oral instructions. AnyAddendum/Challenges shall be issued according to procedures established by statute. Proposal package shall includeacknowledgement of all addenda received.27-005, Senior Class Trip 2027WASHINGTON TOWNSHIP BOARD OF EDUCATIONSPECIFICATIONS/SUPPLEMENTAL INSTRUCTIONSBID NO. 27-005, 2027 SENIOR CLASS TRIPPAGE 211. The Board reserves the right to cancel the contract at any time that the conditions established in the specifications arenot complied with or for any good and sufficient reason, upon 30 days written notice, if deemed in the best interest ofthe school district to do so. The Board of Education will a ct to award a contract no later than 60 days after receipt ofbids.12. The Board intends to enter into a contract with thesuccessful Bidder incorporating all provisions of the Bid Checklist, theSpecifications, Supplemental Instructions and any addenda hereto. By submitting a Bid, Bidders are agreeing to enter intosuch a contract if they are awarded the work.13. Bidders are required to comply with all requirements of thePublic Schools Contracts Law, N.J.S.A. 18A:18A-1, et seq.,a s well a s the provisions of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 a nd with all other Federal Laws and New JerseyStatutes not specified herein.14. No Proposa l ma y be withdra wn for a period of sixty (60) da ys a fter the da te set for the opening of bids.15. ANTI-BULLYING BILL OF RIGHTS-REPORTING OF HARRASSMENT, INTIMIDATION AND BULLYINGCONTRACTED SERVICE-The contracted service provider shall comply with a ll a pplicable provisions of the NewJersey Anti-Bullying Bill of Rights Act-N.J.S.A 18A:37-13.1 et seq., all applicable codeand regulations, and theAnti-Bullying Policy of the Board of Education. The district shall provide to the contracted service provider a copy of theboard’s Anti-Bullying Policy.In accordancewith N.J.A.C. 6A:16-7.7 (c), a contracted serviceprovider, who has witnessed, or hasreliable informationtha t a student has been subject to harassment, intimidation, or bullying sha ll immediately report the incident to anyschool a dministra tor or sa fe schools resource officer, or the School Business Administra tor/Boa rd Secreta ry.18. ANTI-DISCRIMINATION PROVISIONS-N.J.S.A. 10:2-1-N.J.S.A. 10:2-1. Antidiscrimination provisions. Everycontract for or on behalf of the State or a ny county or municipality or other political subdivision of the State, or anyagency of or authority created by any of the foregoing, for the construction, alteration or repair of any public buildingor public work or for the acquisition of materials, equipment, supplies or servicesshall contain provisions by which thecontractor agrees that:a. In the hiring of persons for the performance of work under this contract or any subcontract hereunder, or for theprocurement, manufacture, assembling or furnishing of any such materials, equipment, supplies or services to beacquiredunder this contract, no contractor, nor any person acting on behalf of such contractor or subcontractor, shall by reason ofrace, creed, color, national origin, ancestry, marital status, gender identity or expression, affectional or sexual orientationor sex discriminate against a ny person who is qua lified a nd a vailable to perform the work to which the employmentrela tes;b. No contractor, subcontractor, nor any person on his behalf shall, in any manner, discriminate against or intimidateany employee engaged in the performance of work under this contract or any subcontract hereunder, or engaged in theprocurement, manufacture, assembling or furnishing of any such materials, equipment, supplies or services to beacquired under such contract, on account of race, creed, color, national origin, ancestry, marital status, gender identityor expression, a ffectiona l or sexua l orienta tion or sex;c. There may be deducted from the a mount payable to the contractor by the contracting public a gency, under thiscontract, a penalty of $50.00 for each person for each calendar day during which such person is discriminated againstor intimidated in violation of the provisions of the contract; andd. This contract may be canceled or terminated by thecontracting public agency, and all money dueor to become duehereunder may be forfeited, for any violation of this section of thecontract occurring after noticeto thecontractor fromthe contracting public agency of any prior violation of this section of the contract.27-005, Senior Class Trip 2027WASHINGTON TOWNSHIP BOARD OF EDUCATIONSPECIFICATIONS/SUPPLEMENTAL INSTRUCTIONSBID NO. 27-005, 2027 SENIOR CLASS TRIPPAGE 319. CONTRACTOR/VENDOR REQUIREMENTS-OFFICE OF THE NEW JERSEY STATE COMPTROLLER-Contractors/vendors doing business with the Board of Education are reminded of the following legal requirementspertaining to the Office of the New Jersey State Comptroller.a.Access to Relevant Documents a nd Information-N.J.S.A. 52:15C-14 (d) Priva te vendors or other personscontracting with or receiving funds from a unit in the Executive branch of State government, including an entityexercising executive branch authority, independent State authority, public institution of higher education, or unit of localgovernment or Boa rd of Education sha ll upon request by the Sta te Comptroller provide the Sta te Comptroller withprompt a ccess to all releva nt documents and information as a condition of the contract a nd receipt of public monies.The State Comptroller shall not disclose any documents or information to which access is provided that is confidentialor proprieta ry. If the State Comptroller finds that a ny person receiving funds from a unit in the Executive branch ofState government, including an entity exercising executive branch authority, independent State authority, publicinstitution of higher education, or unit of local government or Board of Education refuses to provide information uponthe request of the State Comptroller, or otherwise impedes or fails to cooperate with any audit or performance review,the StateComptroller may recommend to thecontracting unit that theperson besubject to termination of their contract,or temporarily or permanently debarred from contracting with the contracting unit.b.Maintenance of Contract Records-N.J.A.C. 17:44-2.2Relevant records of private vendors or other persons entering into contracts with covered entities are subject to audit orreview by OSC pursuant to N.J.S.A. 52:15C-14(d).The contractor/vendor to whom a contract has been a warded, shall ma intain a ll documentation rela ted to products,transactions or services under this contract for a period of fiveyears from the date of final payment. Such records shallbe made available to the New Jersey Office of the State Comptroller upon request.20. DEBARMENT, SUSPENSION OR DISQUALIFICATION-The Board of Education will not enter into a contract forwork with any person, company firm that is on the State Department of Labor and Workforce Development; PrevailingWage Debarment List or the State of New Jersey Consolidated Debarment Report (www.state.nj.us/treasury/debarred).21. GENERAL CONDITIONS:• Authoriza tion to Proceed-Successful Vendor/Contra ctorNo Service sha ll be rendered by the successful contractor unless the vendor/contractor receives an approvedpurchase order authorizing the vendor/contractor to render the service.• Award of ContractIt is the intention of the Board of Education to award the contract to the respondent(s) whose response is themost advantageous to the Board, price and other factors considered, and who will provide the highest qualityservice at fair and competitive prices. The Board reserves theright to award contracts to multiple contractorswhen it is in the best interest of the Board.• Return of Contract Documents-when requiredUpon notification of award of contract by the Board of Education, the contractor may be required to sign andexecute a forma l contra ct with the Boa rd.• Purchase Order-considered to be a contract. N.J.S.A. 18A:18-2(N)If a formal contract is not required by the Board of Education, an approved and signed Board of EducationPurcha se Order will constitute a s a contra ctua l a greement.When a formal contract is required, the contractor shall sign and execute said contracts and return the contractswith other required documents to theOffice of theSchool Business Administrator/Board Secretary. Failure toexecutethe contract and return said contract and related documents within the prescribed timemay be causefor a delay in payment for services rendered or products received or the annulment of award by the Board ofEducation with any financial security becoming property of theBoard of Education. The Board of Educationreserves the right to a ccept the proposa l of the next lowest responsible respondent.27-005, Senior Class Trip 2027WASHINGTON TOWNSHIP BOARD OF EDUCATIONSPECIFICATIONS/SUPPLEMENTAL INSTRUCTIONSBID NO. 27-005, 2027 SENIOR CLASS TRIPPAGE 4• Renewa l of Contra ct; Ava ila bility a nd Appropria tion of Funds-When Applica ble.The Board of Education may, at its discretion, request that a contract for certain services be renewed in fulla ccordance with N.J.S.A. 18A:18A-42. The School Business Administrator/Board Secretary may negotiateterms for a renewal of contract proposal and present such negotiated proposal to the Board of Education. Allmulti-year contracts and contract renewals are subject to the availability and appropriation annually ofsufficient funds as may be needed to meet the extended obligation.The Boa rd of Education is the final a uthority in a warding renewals of contracts. Contracts for professionalservices may be awarded only for twelve (12) months and cannot be renewed.• Term of ContractThe successful respondent, to whom the contract is awarded, will be required to do and perform thework/services and to provide and furnish the material in connection therewith in accordance with the plansand specifications on or before the date listed in the Specifications.22. PAYMENTS-Every effort will be ma de to pay vendors and contractors within thirty (30) to sixty (60) days providedthe Board of Education receives the appropriate documentation including but not limited to:• Signed voucher by vendor;• Packing Slips; and• Invoices.Payment will be rendered upon completion of services or delivery of full order to the satisfaction of the Board ofEducation, unless otherwise agreed to by written contract or mandated by N.J.S.A. 18A:18A-40.1. The Board may, atits discretion ma ke pa rtia l pa yments.All payments are subject to approval by the Board of Education at a public meeting. Payment may bedelayed from timeto time depending on the Board of Education meeting schedule.Invoices-The invoiceclearly outlines thegoods received or servicesrendered and thedate(s) the services were rendered.• The invoice must include the full na me a nd a ddress of the compa ny.• The invoice must include the Board of Education purchase order number.• The invoice must have the company’s invoice number that may be used as reference.• The invoice must list the goods or services rendered.• The invoice must be submitted to the Business Office.• Invoices must be submitted within thirty (30) days of service.23. CRIMINAL HISTORY RECORD: The Board defines, “regular contact with students”as twenty (20) hours per month.As per Board policy, “ The Board shall not employ for pay or contract for the paid services of any person serving in aposition which involves regular contact with student unless the Board has first determined, consistent with therequirements and standards of N.J.S.A. 18A:6-7.1 et seq., that no criminal history record information exists on file in theFederal Bureau of Investigation, Identification Division or the State Bureau of Identification which would disqualify theindividua l from being employed or utilized in such ca pa city or position.”24. In the event that the Bid Specifications have been obtained from a third party and not from the Washington TownshipBoa rd of Education, it is the vendor’s responsibility to provide the Board with contact information in the event of anaddendum. It is also the vendor’s responsibility to ensure they are in receipt of the complete Specification packet. TheBoa rd will not be held lia ble for a ny missing a spect of Specifica tions if obta ined by a third pa rty.Sealed bids for Bid No. 27-005, Senior Class Trip will be received, at Prevailing Time, by theWashington Township Board ofEducation at theEileen Abbott Central Administration Building, 206 East Holly Avenue, Sewell, New Jersey 08080 at 11:30A.M. on Thursday, March 26, 2026, at which timeand place they will be publicly opened and read.
