Introduction
The Village of Manhattan is seeking qualified firms to provide professional services for the
development of a Safety Action Plan in accordance with the requirements of the Safe Streets
and Roads for All (SS4A) grant program administered by the U.S. Department of Transportation
(USDOT). The purpose of this plan is to identify strategies and actions to significantly reduce
roadway fatalities and serious injuries and provide traffic calming strategies.
Project Background
The Village of Manhattan (“the Village”) is a growing community of over 10,000 residents,
located in Manhattan Township in Will County, Illinois, approximately nine miles southeast of
the City of Joliet.
The Village applied and was awarded SS4A planning grant funds during the Fiscal Year 2024
cycle with the intention of producing a localized corridor study for U.S. Route 52 in the Village. It
is the Village’s intention to complement the work completed by the Chicago Metropolitan
Agency for Planning (CMAP) on their own Safety Action Plan with emphasis placed in Will
County. The result is to be a plan that provides strategies that will reduce crashes by managing
speeds, the impact of heavy trucks, and any additional negative safety impacts. The budget for
this project is set at a limit of $125,000.00
The Village has seen dozens of crashes and multiple fatalities on the U.S. Route 52 (called State
Street in the Village) corridor over the past several years. This corridor includes multiple
community destinations including Manhattan Junior High School, the Anna McDonald School,
St. Joseph’s Catholic School, the Hansen Community Center, Central Park, the Manhattan-
Elwood Public Library, and the Manhattan Metra stop.
U.S. Route 52 runs right through Downtown Manhattan, a location that features a significant
amount of traffic by local pedestrians. In 2023, the Village completed and adopted a Master
Redevelopment Plan for the downtown district. Among the recommendations in this plan, an
emphasis was placed on creating a safer U.S. Route 52 corridor. In fact, the number one major
concern raised by residents in all the public engagement input was the deep concerns by
residents that the downtown area of Manhattan was not a safe place to walk, ride a bicycle, or
attract families with children.
U.S. Route 52 is also a major vehicular and freight corridor in Will County. Manhattan stands in
the center of significant truck/freight traffic traveling between the major logistics center in Joliet
off Interstate 80 and a southeaster route to Interstate 57 in Monee. This truck traffic currently
has no economically viable alternative route traveling northwest to southeast between these
two critical interstates.
The Safety Action Plan will align with and be compliant with SS4A guidelines and incorporate
Vision Zero principles, equity considerations, and data-driven analysis.
Scope of Work
The selected consultant will be responsible for:
Community engagement includes meetings and presentations with staff and the steering
committee, interviews with key stakeholders, and both in-person and online public
outreach.
Data collection and existing conditions analysis. Examples include crash data, roadway
conditions, and demographic information.
Safety analysis in the form of:
o Analysis of the existing conditions and historical trends to provide a baseline level
of crashes involving fatalities and serious injuries along the U.S. Route 52 corridor
o Analysis of the locations of crashes, the severity, contributing factors, and crash
types
o Analysis of systemic and specific safety needs (e.g., high-risk road features or
specific safety needs of relevant road users)
o A geospatial identification (geographic or locational data using maps) of higher
risk locations.
Implementation strategies regarding both policy and process change as well as site
specific project recommendations. Implementation should include both
timelines/priorities and evaluation/monitoring.
o Policy and process change includes Assessment of current policies plans,
guidelines, and standards to identify opportunities to improve and prioritize
safety. Implementation through the adoption of revised or new policies,
guidelines, and standards.
o Site specific project recommendations could include Improved/new crosswalks,
sidewalk enhancements, intersection redesign, streetscape improvements,
pedestrian-scale lighting, traffic calming measures, access management
strategies, etc.
Compliance. Meeting all SS4A requirements is critical to a successful Safety Action Plan.
Qualifications
Respondents should demonstrate:
Experience in transportation safety planning and Vision Zero initiatives.
Familiarity with SS4A guidelines and federal grant compliance.
Ability to conduct robust public engagement and equity analysis.
Technical expertise in GIS, crash data analysis, and roadway safety design.
Proposal Format
To achieve a uniform review process and degree of comparability, the proposals should consist
of the following:
Title Page and/or Cover letter
Show the proposal title, the name of the firm, address, telephone number, email address, name
of primary contact person, the date, and other relevant company information. Provide the
name(s) of the person(s) authorized to make representations for your firm, their title(s), and
contact information. Include a list and contact information for any proposed sub-consultants
and their proposed role. No more than two (2) pages should be dedicated to this section of the
proposal.
Firm Profile
Describe and show your firm’s background, size, and nature of services. No more than two (2)
pages should be dedicated to this section of the proposal.
Key Staff and Resumes
Provide resumes of all key staff that will work on the project including project experience with
similar Scopes of Work.
Project Work Tasks
Describe the specific tasks the consultant proposed to use in completing the project. A
proposed work schedule and a list of products and deliverables should be included. The
schedule should reflect an anticipated completion date of December 31, 2026.
Examples of Similar Projects
Provide three (3) project examples that demonstrate your expertise, along with client reference
information, in the preparation and development of similar deliverables, as listed in the project
Scope of Work. No more than six (6) pages should be dedicated to this section of the proposal.
Evaluation Criteria
Qualifications will be evaluated based on:
Relevant experience and technical expertise
Understanding of SS4A requirements
Quality of proposed approach
Capacity to complete the project within the required timeframe.
References and past performance
