Request for Qualifications (RFQ)Village of ManhattanSafety Action Plan: Safe Streets and Roads for All (SS4A) Grant ProgramVillage of Manhattan260 Market PlaceManhattan, IL 60442IntroductionThe Village of Manhattan is seeking qualified firms to provide professional services for thedevelopment of a Safety Action Plan in accordance with the requirements of the Safe Streetsand Roads for All (SS4A) grant program administered by the U.S. Department of Transportation(USDOT). The purpose of this plan is to identify strategies and actions to significantly reduceroadway fatalities and serious injuries and provide traffic calming strategies.Project BackgroundThe Village of Manhattan (“the Village”) is a growing community of over 10,000 residents,located in Manhattan Township in Will County, Illinois, approximately nine miles southeast ofthe City of Joliet.The Village applied and was awarded SS4A planning grant funds during the Fiscal Year 2024cycle with the intention of producing a localized corridor study for U.S. Route 52 in the Village. Itis the Village’s intention to complement the work completed by the Chicago MetropolitanAgency for Planning (CMAP) on their own Safety Action Plan with emphasis placed in WillCounty. The result is to be a plan that provides strategies that will reduce crashes by managingspeeds, the impact of heavy trucks, and any additional negative safety impacts. The budget forthis project is set at a limit of $125,000.00The Village has seen dozens of crashes and multiple fatalities on the U.S. Route 52 (called StateStreet in the Village) corridor over the past several years. This corridor includes multiplecommunity destinations including Manhattan Junior High School, the Anna McDonald School,St. Joseph’s Catholic School, the Hansen Community Center, Central Park, the Manhattan-Elwood Public Library, and the Manhattan Metra stop.U.S. Route 52 runs right through Downtown Manhattan, a location that features a significantamount of traffic by local pedestrians. In 2023, the Village completed and adopted a MasterRedevelopment Plan for the downtown district. Among the recommendations in this plan, anemphasis was placed on creating a safer U.S. Route 52 corridor. In fact, the number one majorconcern raised by residents in all the public engagement input was the deep concerns byresidents that the downtown area of Manhattan was not a safe place to walk, ride a bicycle, orattract families with children.U.S. Route 52 is also a major vehicular and freight corridor in Will County. Manhattan stands inthe center of significant truck/freight traffic traveling between the major logistics center in Jolietoff Interstate 80 and a southeaster route to Interstate 57 in Monee. This truck traffic currentlyhas no economically viable alternative route traveling northwest to southeast between thesetwo critical interstates.The Safety Action Plan will align with and be compliant with SS4A guidelines and incorporateVision Zero principles, equity considerations, and data-driven analysis.Scope of WorkThe selected consultant will be responsible for:• Community engagement includes meetings and presentations with staff and the steeringcommittee, interviews with key stakeholders, and both in-person and online publicoutreach.• Data collection and existing conditions analysis. Examples include crash data, roadwayconditions, and demographic information.• Safety analysis in the form of:o Analysis of the existing conditions and historical trends to provide a baseline levelof crashes involving fatalities and serious injuries along the U.S. Route 52 corridoro Analysis of the locations of crashes, the severity, contributing factors, and crashtypeso Analysis of systemic and specific safety needs (e.g., high-risk road features orspecific safety needs of relevant road users)o A geospatial identification (geographic or locational data using maps) of higherrisk locations.• Implementation strategies regarding both policy and process change as well as sitespecific project recommendations. Implementation should include bothtimelines/priorities and evaluation/monitoring.o Policy and process change includes Assessment of current policies plans,guidelines, and standards to identify opportunities to improve and prioritizesafety. Implementation through the adoption of revised or new policies,guidelines, and standards.o Site specific project recommendations could include Improved/new crosswalks,sidewalk enhancements, intersection redesign, streetscape improvements,pedestrian-scale lighting, traffic calming measures, access managementstrategies, etc.• Compliance. Meeting all SS4A requirements is critical to a successful Safety Action Plan.QualificationsRespondents should demonstrate:• Experience in transportation safety planning and Vision Zero initiatives.• Familiarity with SS4A guidelines and federal grant compliance.• Ability to conduct robust public engagement and equity analysis.• Technical expertise in GIS, crash data analysis, and roadway safety design.Proposal FormatTo achieve a uniform review process and degree of comparability, the proposals should consistof the following:• Title Page and/or Cover letterShow the proposal title, the name of the firm, address, telephone number, email address, nameof primary contact person, the date, and other relevant company information. Provide thename(s) of the person(s) authorized to make representations for your firm, their title(s), andcontact information. Include a list and contact information for any proposed sub-consultantsand their proposed role. No more than two (2) pages should be dedicated to this section of theproposal.• Firm ProfileDescribe and show your firm’s background, size, and nature of services. No more than two (2)pages should be dedicated to this section of the proposal.• Key Staff and ResumesProvide resumes of all key staff that will work on the project including project experience withsimilar Scopes of Work.• Project Work TasksDescribe the specific tasks the consultant proposed to use in completing the project. Aproposed work schedule and a list of products and deliverables should be included. Theschedule should reflect an anticipated completion date of December 31, 2026.• Examples of Similar ProjectsProvide three (3) project examples that demonstrate your expertise, along with client referenceinformation, in the preparation and development of similar deliverables, as listed in the projectScope of Work. No more than six (6) pages should be dedicated to this section of the proposal.Evaluation CriteriaQualifications will be evaluated based on:• Relevant experience and technical expertise• Understanding of SS4A requirements• Quality of proposed approach• Capacity to complete the project within the required timeframe.• References and past performanceSchedule- RFQ Release: December 23, 2025- Questions Due: January 5, 2026, at 5:00pm CT- Submissions Due: January 16, 2026, at 5:00pm CT- Anticipated Selection Announcement: January 23, 2026- Anticipated Fee Proposal Approval: Tuesday, February 3, 2026Submittal InformationSubmittals are due no later than January 16, 2026, at 5:00pm CT.
