Eagle County, Colorado is soliciting proposals for facilitation services to support the continued reorganization of the Eagle County Regional Partnership Initiative (“ECRPI”). The purpose of the ECRPI is to gather a group of diverse stakeholders in the valley to 1) identify and prioritize projects to create positive, on-the-ground opportunities that benefit wildlife, land, and water, and to facilitate sustainable and quality outdoor recreation experiences; 2) share and leverage resources and expertise to implement and support projects; and 3) provide a venue for information sharing to improve awareness and transparency regarding wildlife, recreation, and land conservation in Eagle County.
Specifically, services will entail facilitation of productive meetings, refinement of the Decision Support Tool, and coordination, development, and production of the ECRPI Action Plan and associated Project Prioritization Criteria.

Eagle County, Colorado will be receiving proposals electronically tojamie.werner@eaglecounty.us at or before 5:00 p.m. on May 15, 2026. Anyproposal received after this time will not be considered and will be returned to therespondent unopened unless good cause is shown as determined by Eagle Countyin its sole discretion.2. Any question, interpretation or clarification regarding this Request for Proposals(RFP) is required 7 calendar days prior to the due date. Responses, if any, will beissued by addenda posted to www.eaglecounty.us. All questions regarding this RFPmust be submitted by email to jamie.werner@eaglecounty.us. Please call to verifyreceipt of your questions. No additional questions will be accepted after the dateand time referenced above unless good cause is shown as determined by EagleCounty in its sole discretion. Oral interpretations shall be of no force and effect.3. One emailed copy of your proposal is required. If brochures or other supportivedocuments are requested, then it is required that 4 sets be submitted with yourproposal.4. Eagle County reserves the right, in its sole discretion, to reject any and all proposalssubmitted in response to this RFP or to waive or not waive informalities orirregularities in proposals received or RFP procedures. Eagle County also reservesthe right to re-advertise or to otherwise provide the services as determined by EagleCounty to be in its best interest, to accept any portion of the proposal deemed to bein the best interests of Eagle County to do so, or to further negotiate cost, terms orconditions of any proposal determined by Eagle County to be in its best interests.5. Eagle County may, at its sole discretion, modify or amend any and all provisionsherein. If it becomes necessary to revise any part of the RFP, addenda will beprovided through posting at www.eaglecounty.us. Eagle County reserves the rightto extend the RFP submittal date or to postpone the award of an agreement.6. All proposals will be reviewed by a selection committee and any other review asdetermined to be necessary. Respondents may be asked to supplement their initialproposals with additional written material. Eagle County may short-list respondentsbased upon an evaluation of the written submittals. Eagle County may arrange forin-person interviews with the short-listed respondents for a detailed presentation.7. The selected proposal will be the one considered the most advantageous regardingprice, quality of service, qualifications and capabilities of respondent to provide thespecified service, respondent’s familiarity with Eagle County, and any other factorsthe County may consider as determined by Eagle County in its sole discretion.Eagle County may award a contract even if not the lowest priced proposal based2upon a review of the identified factors. Experience with coordinating and leadingmulti-jurisdictional partnerships is preferred.8. Respondents are encouraged to clearly identify any proprietary or confidential dataor information submitted with the proposal. Regardless of whether or not somarked, Eagle County will endeavor to keep that information confidential, separateand apart from the proposal. Notwithstanding the foregoing, respondentacknowledges that Eagle County may be required to release the information inaccordance with the Colorado Open Records Act, order of the court, or otherapplicable law.9. Eagle County will not pay for any information requested herein, nor is it liable forany costs incurred by the respondent in connection with its response to this RFP.10. No work shall commence nor shall any invoices be paid until the successfulrespondent has entered into a fully executed agreement with Eagle County andprovides the requested proof of insurance.11. No telephone or oral proposals will be accepted.12. Proposals must be clearly identified in the email submission by proposal title.Responsibility for timely submittal of proposals lies solely with the respondent.Proposals received after the closing time specified will not be considered unlessgood cause is shown as determined by Eagle County in its sole discretion.13. Respondent(s) who submit a proposal are responsible for becoming fully informedregarding all circumstances, information, laws and any other matters that might, inany way, affect the respondent’s role and responsibilities. Any failure to becomefully knowledgeable shall be at the respondent’s sole risk. Eagle County assumesno responsibility for any interpretations made by respondents on the basis ofinformation provided in this RFP or through any other source.14. All respondents must include a fully executed Proposal Form with their proposal.15. Eagle County reserves the right to award an agreement to the respondent thatdemonstrates the best ability to fulfill the requirements of the project based uponthe County’s evaluation of the selection criteria.16. This RFP is not intended to completely define the contractual relationship to beentered into with the successful respondent(s).17. Upon identification by Eagle County of the successful respondent, Eagle Countywill give the successful respondent the first right to negotiate an agreementacceptable to Eagle County. A sample agreement is included as Exhibit 1 forinformational purposes only. Any agreement must be approved by Eagle County inits sole discretion. In the event that an agreement satisfactory to Eagle County in3its sole discretion cannot be reached, Eagle County may enter into negotiations withone or more of the remaining respondents. Eagle County may choose to discard allproposals and re-issue another RFP.18. The successful respondent will perform all of the work or services indicated in theproposal in compliance with the negotiated agreement.19. The successful respondent(s) shall comply with the following insurance languagewhich shall be included in the agreement to be awarded unless otherwise agreedto in writing by Eagle County:Consultant agrees to provide and maintain, at Consultant’s sole cost and expense,the following insurance coverage with limits of liability not less than those statedbelow:a) Types of Insurance.i) Workers’ Compensation insurance as required by law.ii) Auto coverage with limits of liability not less than $1,000,000 eachaccident combined bodily injury and property damage liability insurance,including coverage for owned, hired, and non-owned vehicles.iii) Commercial General Liability coverage to include premises andoperations, personal/advertising injury, products/completed operations,broad form property damage with limits of liability not less than$2,000,000 per occurrence and, if a general aggregate limit applies, eitherthe general aggregate limit shall apply separately to this project/location orthe general aggregate limit shall be $4,000,000.iv) Professional Liability Insurance with prior acts coverage for all Servicesrequired hereunder, in a form and with an insurer or insurers satisfactory toCounty, with limits of liability of not less than $1,000,000 per claim and$2,000,000 in the aggregate. In the event the professional liability insuranceis on a claims-made basis, Consultant warrants that any retroactive dateunder the policy shall precede the effective date of this Agreement.Continuous coverage will be maintained during any applicable statute oflimitations for the Services and Project.The successful respondent(s) shall comply with the following other insurancerequirements which shall be included in the agreement to be awarded:b) Other Requirements.The insurance policies are to contain, or be endorsed to contain, the followingprovisions:4i. Additional Insured Status. Eagle County, its officers, officials, employees,and volunteers are to be covered as additional insureds on the CGL policywith respect to liability arising out of work or operations performed by oron behalf of the Contractor including materials, parts, or equipmentfurnished in connection with such work or operations. Coverage can beprovided in the form of an endorsement to the Contractor’s insurance.ii. Primary Coverage. For any claims related to this Agreement, theContractor’s insurance coverage shall be primary and non-contributory as respects County, its officers, officials, employees, andvolunteers. Any insurance of self-insurance maintained by Eagle County,its officers, officials, employees, or volunteers shall be excess of theContractor’s insurance and shall not contribute with it. This requirementshall also apply to any Excess or Umbrella liability policies.iii. Umbrella or Excess Policy. The Contractor may use Umbrella or ExcessPolicies to provide the liability limits as required in this Agreement. TheUmbrella or Excess policies shall be provided on a true “following form”or broader coverage basis, with coverage at least as broad as provided onthe underlying Commercial General Liability insurance.iv. Notice of Cancellation. Each insurance policy required above shall providethat coverage shall not be canceled, except with notice to Eagle County.v. Waiver of Subrogation. Contractor hereby grants to County a waiver ofany right to subrogation which any insurer of said Contractor may acquireagainst Eagle County by virtue of the payment of any loss under suchinsurance. Contractor agrees to obtain any endorsement that may benecessary to affect this waiver of subrogation, but this provision appliesregardless of whether or not Eagle County has received a waiver ofsubrogationendorsementfromtheinsurer.vi. Self-Insured Retentions. Self-insured retentions must be declared to andapproved by Eagle County. Eagle County may require the Contractor topurchase coverage with a lower retention or provide proof of ability to paylosses and related expenses within the retention. The policy language shallprovide, or be endorsed to provide, that the self-insured retention may besatisfied by either the named insured or Eagle County.vii. Acceptability of Insurers. Insurance is to be placed with insurersauthorized to conduct business in the state of Colorado with a current A.M.Best’s rating of no less than A:VII, unless otherwise acceptable to EagleCounty.5
