Summary

Scope of Work

The New Haven Department of Community Resilience, Office of Housing and Homeless Services (OHHS) requests proposals from qualified organizations to develop new units of supportive housing. The use of funding is limited to projects that will benefit individuals or families transitioning out of homelessness and in need of supportive housing. Proposals must result in new supportive housing units.

Funds can be used for either site acquisition, hard costs associated with the new construction, or the adaptive reuse of a non-residential property to affordable integrated supportive housing with on-site social services. Alternatively, applicants can propose to purchase existing multi-family properties to convert them into supportive housing units. Each apartment or unit will have kitchen facilities or access to kitchen facilities, bathroom, and storage for tenant clothing and personal items.

Project Readiness

When the application is submitted, the expectation is that the project being proposed is near “shovel readiness.” The City is expecting that the project has all elements in place so that construction can begin soon after any funding award. Priority will be given to projects that expect to close within twelve (12) months of the application due date.

For profit or nonprofit organizations with experience developing supportive housing units.

Background
According to a national study, there is a shortage of 3.8 million units nationwide. Nationally, between 2001 and 2021, median rents increased 17.9%.
At the same time, the median household income only increased by 3.2%. Rents are too high to be affordable to people with the lowest income.
Of these renters 55% identify as a race other than white. Locally, New Haven-Milford vacancy rate is 1.3% compared to 2.1% state and 5.6% national average. Depending on the neighborhood, a renter household in New Haven needs to earn between $28.85 to $32.88 per hour to afford a two-bedroom home at a fair market price. Fifty-one percent of households have housing cost-burden in New Haven. In the Greater New Haven area there are 460 households on the Coordinated Access Network (CAN) by name list that are seeking housing.
