The anticipatednumber of homes to be constructed in the project is fourteen.Whether a firm or an individual, the awardee must have proper licensing in the state ofWashington to perform the work. QIN business license will need to be obtained afteraward of contract.The scope of work for the contract that will be associated with this RFP is a follows;• Provide a construction cost estimate for each home and lot that the home will bebuilt on, from groundwork to completion, based on engineer and architectdrawings and specifications. Costs to include all materials, labor, markups, profit,overhead and any other costs that are typical for residential construction in thearea.• Provide a total project cost for construction of the homes and all site work for allthe lots in the project, factoring in any economy of scale savings that canreasonably be expected by constructing all the homes at once.• Advise QHA on any cost adjustment, by percentage, that should be consideredbased on the anticipated start of construction.I. Indian Preference (20 pts)The Quinault Indian Nation has enacted a TERO Ordinance governing Indian Preference,and the Quinault Housing Authority has adopted an Indian Preference Policy, set forth insection 3000.10 of the QHA Procurement Policy. To the greatest extent feasible,preference shall be given to Indian organizations and Indian-Owned economic enterprisesin the award of all contracts and subcontracts.A. An Indian, Indian –Owned economic enterprise or Indian organization is eligible forIndian Preference (15 points)B. Proposals shall include a statement describing how you will provide for Indianpreference in subcontracting, training and employment in this contract, includingthe number or percentage of Indians to be employed and trained, in accordancewith Section 3000.10 of the QHA Procurement Policy. All proposals must includethis statement. (5 points)II. Cost (30 pts)Provide a total cost for all aspects of the estimating project, including any meetings withQHA.Include a current fee schedule for all staff anticipated to be involved in the work,reimbursables and mileage rates, if applicable.III. Experience & Ability to Perform (50)Provide a detailed description of experience performing construction estimatingservices. Specify any previous experience working with tribes or tribal housingauthorities.Provide at least two references from clients that you have performed this service for inthe past. With the most recent listed first.Other provisions• The consultant selected must have all required insurance, including worker’scompensation, general liability insurance of not less than $500,000.00 per occurrenceand $100,000.00 aggregate.• Consultant selected will be required to complete a TERO compliance plan and pay the1.75% TERO fee; per QTC 97.03.040 (d) the TERO fee cannot be included in the bid price.The consultant will be required to follow all TERO regulations; including hiring from theTERO hall, if required by the TERO office.• The consultant will be required to obtain a QIN business license.Bids are due no later than January 20th at 4:30pm; proposals can be emailed to the addressbelow.Jeff TottieProcurement Compliance CoordinatorQuinault Housing AuthorityPh: 360 276-4320Fax: 360 276-4778Email: jtottie@quinault.org
