NOTICE INVITING BIDSProject Title: Campus Park Activation Project, Specification No. PW 20-95.Bid Submission. The City of Oxnard, California (“City”) will accept sealed Bids for the abovereferenced project at its City Clerk’s Office until 2:00 p.m. on January 28, 2026. There will be a publicbid opening immediately afterwards in the City Council Chambers located across the street at 305West Third Street, First Floor, Oxnard, California 93030.Contract Documents. All Prospective Bidders must be plan holders of record to submit a Bid tothe City, which entails purchasing copies of all Contract Documents at CyberCopy’s Plan Room,located at https://www.cybercopyplanroom.com/jobs/public.Scope of Work. As more specifically described in the Bid Package, the Project includes furnishingall necessary labor, materials, equipment and other incidental and appurtenant Work to developCampus Park and construct a new BMX pump track, skate park, basketball courts, pelota Mixtecacourt, playground, performing arts amphitheater/pavilion, multi-use field/meadow, communitygarden, public art, walking trails, alluvial creek, parking lot, stormwater improvements, lighting andlandscaping throughout the park.Mandatory Pre-Bid Meeting and Site Visit. A mandatory pre-bid meeting will be held on JANUARY7, 2026 at 10:00 AM PST, at 463 S. H Street, Oxnard CA 93030. Failure to attend will render theBidder’s Bid non-responsive. All questions, other than those asked at the pre-bid meeting andnot specifically addressed within the Contract Documents, must be submitted via email tograce.hernal@oxnard.org at least five (5) Calendar Days before the Bid opening. The Email muststate the Project Name and Specification number. All prime contractors, subcontractors, small,minority or women owned enterprises and other interested parties are encouraged to attend. In noevent shall failure to inspect the site constitute grounds for a claim after contract award.Bid Security and Bonds. Each Bid shall be accompanied by (a) cash; (b) a certified or cashier’scheck; or (c) a bidder’s bond made payable to City of Oxnard in an amount equal to ten percent(10%) of the Total Bid Price as bid security. Said Bid Security shall be enclosed in the same envelopeas the Bid Proposal and no bid shall be considered unless such Bid Security is enclosed therewith.Upon Contract award, the successful Bidder shall also be required to provide both Payment andPerformance Bonds—each at 100% of the Contract Price—to the City Clerk or his or her designeein accordance with Greenbook Section 1-7.2 and the Contract Documents. The Performance Bondshall include a one-year warranty period. Bonds must be on the forms in the Contract Documentsunless other forms meet all of the City’s requirements including that the Bond limit be automaticallyincreased if the Contract amount is increased after execution of the Contract, and the City Attorneyat his or her discretion approves the Surety’s form. Whenever Bonds are submitted for this Project,Bidder must also submit a photocopy of each Bond.NIB 1California State Prevailing Wage. This Project is a “public work” subject to the requirements ofDivision 2, Part 7, Chapter 1 of the Labor Code and Title 8, Division 1, Chapter 8 of the CaliforniaCode of Regulations (“CCR”). The Contractor and all Subcontractors shall pay wages in accordancewith the determination of the Director of the DIR. Copies of these rates are on file with the ProjectCoordinator at City Hall and will be made available to any interested party on request. They are alsoavailable at http://www.dir.ca.gov/Public-Works/Prevailing-Wage.html. The Contractor shall post acopy of the DIR’s rates at each job site.DIR Registration; Compliance Monitoring. Pursuant to Labor Code Section 1771.1, the City maynot accept a Bid Proposal from or enter into a Contract with any Bidder, without proof that Bidderand its prospective subcontractors are registered with the DIR to perform public work pursuant toLabor Code Section 1725.5, subject to limited legal exceptions. This Project is subject to compliancemonitoring and enforcement by the DIR and the submission of electronic certified payroll records tothe California Labor Commissioner in the manner set forth in Labor Code Section 1771.4.License. Bidders must be licensed in accordance with the “Contractor’s License Law,” Chapter 9 ofDivision 3 of the California Business and Professions Code. At the time of submitting the bid, Biddersmust possess a valid California Class A - General Engineering Contractor’s License and a currentCity business license at the time of Contract award.Substitution of Securities and Retention. Pursuant to Public Contract Code Section 22300,substitution of eligible equivalent securities for any moneys withheld to ensure performance underthe Contract for the work to be performed will be permitted at the request and expense of thesuccessful Bidder. The City shall withhold five percent (5%) of any progress payment as retention.Trade Names Or Equals. The brand "Exeloo", which is a pre-fabricated restroom unit, is requiredfor this project and substitutions or equals are not acceptable. Pursuant to PCC 3400(C)(2) Exeloois required in order to match other products in use on City public improvements that have beencompleted or are in the course of completion. The City herein finds the use of Exeloo on this projectensures compatibility, uniformity of systems, components, and performance as necessary forconsistent operations, maintenance, and lifecycle cost management with current and future projectdue to Exeloo's proven durability, theft resistance, cost-effective installation and cleaning, integratedautomated door system—programmable to lock at night and reopen in the morning—supportingoperational efficiency and a reduction in resource demands due to non-conforming products.Award. Any contract for the Project will be awarded to the lowest responsive, responsible Bidder asdetermined by the City using the amount of the Total Bid Price for bid comparison purposes. TheCity reserves the right to reject any or all bids or to waive any irregularities or informalities in anybids or in the bidding process.Liquidated Damages. Contractor must complete all Work within three hundred seventeen (317)Working Days of the City’s Notice to Proceed. There will be a $3,500 assessment for each CalendarDay that Work remains incomplete beyond the Project completion deadline.Instructions to Bidders. All Bidders should carefully review the Instructions to Bidders for moredetailed information before submitting a Bid Proposal.NIB 2Federal and State Grant Funded Project. This Project is funded in full or in part with grants fromthe Outdoor Recreation Legacy Partnership (ORLP) Program, administered by the National ParkService through the Land and Water Conservation Fund. Any Contract awarded for this Projectpursuant to this Notice Inviting Bids shall be subject to the terms and conditions of the OutdoorRecreation Legacy Partnership (ORLP) Program, administered by the National Park Service underthe authority of the Land and Water Conservation Fund Act (54 U.S.C. § 200301 et seq). Pleasereview the Contract and Contract Addendum for these requirements.All Federally grant funded projects require the successful Bidder to create an account andobtain a “Unique Entity Identifier" (UEI) through the SAM.gov website.
