WORK DESCRIPTIONGrand County is requesting bids to include asphalt removal and installation on the following CountyRoads: CR 513, 5197, 5221, 620 and 64E, as further described in Section 2 - Project Scope of Work andattached Bid Documents.2. BID DELIVERABLESThe following items must be supplied with the Bid Submittal:2.1. Complete and signed Bid Form and identification of any quantity discrepancies2.2. A Bid Bond – 5% of total bid estimate2.3. List and contact information for Contractor and all subcontractors2.4. Preliminary construction baseline schedule3. PROJECT TIMELINE3.1. Bid Documents may be obtained on or after April 9, 2026.3.2. All Bid Document questions are due by 4:00PM, April 24, 2026.3.3. Answers to Bidders questions will be provided by 4:00PM, April 29, 2026.3.4. Proposals must be received via email by 4:00PM, May 6, 2026.3.5. Grand County anticipates selecting the Contractor on May 12, 2026.4. GENERAL TERMS AND CONDITIONS4.1. All proposals must be in accordance with the Bid Documents on file at the Grand CountyProject Website (‘Project Website’): http://co.grand.co.us/bids.aspx. Bid Documents maybe obtained on or after April 9, 2026.4.2. The County will post project addendums and answers to Bidder questions to the ProjectWebsite. Bidders will be responsible for reviewing and obtaining these documents fromthe Project Website prior to bidding the project.4.3. Bid Submittal: One (1) electronic file of Bid Deliverables emailed with a SUBJECT TITLED“Grand County 2026 Asphalt Reconstruction Projects Bid” must be received no laterthan 4:00PM., Local Time Prevailing, on May 6, 2026, addressed to the County Contactslisted below.4.4. Please be advised, bids will only be accepted via Internet E-mail.4.5. Time is of the essence and any proposal or addendum pertaining thereto received afterthe announced time and date for submittal, whether by e-mail or otherwise, will berejected. It is the sole responsibility of the Contractor for ensuring that their bids aresubmitted before the deadline indicated above. However, nothing in this bid documentprecludes the County from requesting additional information at any time during theprocurement process.4.6. Any bid submitted must include a signature on the Bid Form which has been signed by anindividual authorized to bind the Contractor and must include the total price of the bid. Allbids submitted without such signature may be deemed non-responsive or incomplete.5. CONTRACT DOCUMENTAn example of the County Construction contract applicable to this project is attached hereto.7. BID FORMS7.1. The Bid Form is attached. Bidders must provide costs for all line items and includesignature and date, or the Bid will be considered incomplete.7.2. Performance Bond is based on requirements contained in the Construction Contract,Section 1.14.7.3. Basis of Measurement and Payment for each Bid Item on each Bid form shall be inaccordance with the Bid documents, Project Special Provisions, or as stated in the MGPECspecifications.7.4. No other separate measurement or payment will be made for work items that are notincluded in the Bid Forms. All incidental work shall be incorporated into the appropriaterelated unit bid prices contained within the Bid Form.8. CONTRACTOR INVOICING8.1. Contractor may submit a monthly invoice to the County for partial payments.8.2. Five percent (5%) retainage will be withheld for each partial payment applied and will beassessed and applied during the final payment.8.3. The quantity cut-off date for each month shall be the last day of the month. Request forfinal payment and retainage release shall be made once all the Scope of Work is completeand the final Punch List items have been completely addressed and approved. Finalapproval and acceptance of the Project and Contractor invoices will be determined by theCounty and Engineer.9. CONTRACTOR PAYMENT9.1. This is a unit price contract with estimated quantities included on the accompanying BidForm. Payment for quantities will be full compensation for all labor, materials andequipment necessary to complete the Scope of Work.9.2. For all line items (except HMA) on the Contractor’s Bid Form where actual quantities placedis greater than or less than 2% of the quantities on the Bid Form, a quantity addition orreduction will be made, as verified by the County and Engineer. For all other work (exceptHMA) the Contractor will be paid plan quantities as shown on the Bid Form or as definedin the applicable MGPEC Specifications or Project Special Revisions.9.3. The County and Engineer, at their discretion, can perform field calculations (yields) todetermine and verify material installed meets the specifications and the planned quantitystated on the Bid Form.9.4. Final Compensation for price additions or reductions shall be calculated using theContractor’s original unit bid price from the Bid Forms.10. CONTRACT TIME10.1. Grand County anticipates issuing a Notice-to-Proceed on May 26, 2026.10.2. Scope of work shall be completed by September 18, 2026.10.3. Punch list items must be completed by October 2, 2026.11. GRAND COUNTY RESPONSIBILITIES11.1. GCRB (Grand County Road & Bridge) will provide Owner Acceptance (OA) geotechnicalengineering to perform materials verification and acceptance testing. Process Control (PC)is at the discretion of the contractor and shall be at the Contractor’s expense.11.2. GCRB will contract with a Construction Observation Engineer and a Geotechnical MaterialsTesting firms to perform the Owner Acceptance work.4Bid Package – 2026 Asphalt Reconstruction ProjectsGrand County Road & BridgeGrand County, CO11.3. The County and/or Engineer will review material testing reports and approve Contractorinvoices.12. CONTRACTOR SELECTION12.1. Grand County reserves the right to reject any or all proposals and to withdraw this Requestfor Proposal at any time. Grand County reserves the right to waive minor abnormalities inany proposal.12.2. Successful bidder will be notified as well as non-successful bidders. Bid will be presentedto the BOCC for their approval/refusal to enter into a Grand County Construction Contract.12.3. Grand County reserves the right to choose the successful Contractor based upon its solediscretion without regard to any specific criteria including but not limited to cost,experience, qualifications and/or competence.12.4. Information and/or factors gathered during interviews, negotiations and any referencechecks, in addition to the evaluation criteria stated in this Instructions to Bidders, and anyother information or factors deemed relevant by Grand County, shall be used in the finalaward.13. CONTRACT DELIVERABLESThe awarded bidder shall provide the following to the County prior to executing the ConstructionContract:13.1. Signed Construction Contract13.2. Certificate of Insurance13.3.
