A single set of theContractor’s fee for the services required in this RFP shall be submitted, along with the copies ofthe proposal, in a separate sealed envelope with the same notation as the proposal.The City will award any resulting contract in a manner consistent with the CityPurchasing Ordinance. Energy is generatedusing a combined cycle process with two natural gas turbines with attached Heat Recovery SteamGenerators (HRSGs) and one steam turbine.The City is seeking proposals to provide off-site boiler feedwater pump and motor overhaulservices for two Ingersoll-Dresser boiler feedwater pumps and their respective Marathon motors.It is anticipated that the pumps and motors will be removed from service and shipped to theContractor for the overhaul services to be performed. City staff will perform all on-site laborassociated with the removal and reinstallation of the boiler feedwater pumps. The Contractor willnot be responsible for providing on-site labor; on-site services shall be limited to technicaladvisory supervision only.The City is neither an expert nor claims expertise in boiler feedwater pumps. It is assumed that theConsultant and/or Contractors will apply sound engineering principles, apply adequate and provensafety margins, comply with Federal, State, and Local Laws, and follow all relevant industry codesand standards to provide pump overhaul services.Scope of WorkIt is expected that each Contractor will make additions to this scope of work which they believe,from experience and judgment, to be beneficial and desirable for the City. Any addition ormodification to the scope of work shall be noted as a deviation from the request for proposal. It isexpected that the work will be scheduled and performed in such a manner that minimum costs willbe incurred, and the project schedule will not be exceeded.It is anticipated that the two pumps and motors will be available for initial removal in April of2026 and will be required to be back on-site within three weeks of initial removal and shipping.Reinstallation and commissioning under the supervision of a Technical Field Advisor will bescheduled to coincide with the end of other outage work that will be occurring in parallel to thework outlined in this RFP.It is expected that each proposal would include the following work at a minimum:1. Initial Shipping and Handling For Two Pumps and Two Motorsa. Provide comprehensive written instructions for proper removal of both pumps andboth motors and for preparing pumps for shipping to Contractorb. Provide an on-site Technical Field Advisor to oversee City personnel in removingpumps and preparing for shippingc. Arrange and pay for shipping from City Power Plant to Contractor’s Shop2. Overhaul Services For Two Pumpsa. Provide an as-found report including as-found measurements, pictures,observations, test results, etc.COR 5650Page 3 of 45b. Disassemble and inspect all pump components and identify any worn or damagedcomponents. Mic and record all critical dimensions and components. Performrunout inspections.c. Rebuild mechanical seals, supply new bearings, and replace critical wear bushings.d. Dye penetrant test the case around fits (mating surfaces, bearing fits, impeller/shaftfits, etc)e. Thoroughly clean pump components that will not be replaced.f. Sandblast and paint the pump casing.g. Replace parts that are anticipated to have reached end of lifeh. Replace parts that are damaged or otherwise compromisedi. Reassemble pump, verify proper balance & tolerances, and perform tests to ensuregood operation of refurbished pump.j. Perform complete rotor assembly balancek. Provide a work performed report including a replaced parts list and test results3. Overhaul Services Motors For Two Motorsa. Provide an as-found report including as-found measurements, pictures,observations, test results, etc.b. Disassemble and inspect all motor components and identify any worn or damagedcomponentsc. Thoroughly clean motor components that will not be replaced. Steam clean andbake stator and rotor. Paint all non-machine surface applicable components.d. Replace bearings, grounding brushes, and any parts that are anticipated to havereached end of lifee. Replace parts that are damaged or otherwise compromised.f. Test stator windings, bearing and winding RTD’s, space heaters, and insulatedbearings.g. Reassemble motor, verify proper balance & tolerances, and perform tests to ensuregood operation of refurbished motor. Perform Growler test on rotor and balance allrotating parts to half of API 610 7th edition.h. Test run motor for 1 hr minimum while monitoring volts/amps per phase, bearingand winding RTD’s, vibration, and bearing frequencies.i. Paint motor.j. Provide a work performed report including a replaced parts list and test results4. Return Shipping, Handling, and Installation for Two Pumps and Two Motorsa. Arrange and pay for shipping from Contractor’s Shop to City Power Plant.b. Provide comprehensive written instructions for receiving, inspecting, andinstallation, and commissioning both pumps and both motorsc. Provide an on-site Technical Field Advisor to oversee City personnel in receiving,inspecting, installing, and commissioning both pumps and both motors.d. Provide installation and successful commissioning report.All work performed, outside of the agreed upon scope of work, will be subject to approval by theCity, prior to the commencement of the additional work. Additional compensation may beavailable depending on the additional work’s impact to the project. Unless otherwise agreed uponby the City, the additional work proposal will include, in writing, a maximum not-to-exceed costand will be invoiced at the Contractor’s provided time and materials rates or an agreed upon lumpsum.COR 5650Page 4 of 45Contractor’s Responsibilities• Project management & submittals: Provide project manager or site superintendent; detailedschedule and sequencing; quality control plan; site-specific safety plan (Cal/OSHA andREU compliant); test/commissioning plan; daily progress reports.• Staffing: Provide a Pump and Motor Specialist to directly supervise removal, reinstallation,and commissioning and provide final commissioning sign-off.• Labor & Equipment: Furnish all labor, tools, and equipment in an off-site shop to fullyservice the pumps and motors.• Materials: Furnish all consumable materials as part of the scope of work and furnish allreplacement parts on a per part costs list that is included in the cost section of the proposal.Replacement parts should be equivalent or superior to parts being replaced. Non-OEMparts must be clearly identified and approved in writing by the City.• Component Fabrication: Provide services (i.e. machine shop) to fabricate or repairequipment components if necessary. If not included in proposed scope of work this will bebilled at T&M or an agreed upon lump sum.• Testing & commissioning: Provide comprehensive in-shop testing and balancing forcomponents. Provide complete written installation, in-place testing, and commissioningprocedures for both motors and both pumps.• Shipping & Handling: Furnish comprehensive instructions for packaging pumps andmotors. Arrange and pay for shipping from the power plant to the off-site shop and fromthe off-site shop back to the power plant. Furnish any specialized equipment or materialsfor packaging.• Industry Standards: Provide written documentation listing standards that will be adheredto for this work and how Contractor will ensure that standards are properly applied.• Instruction Manual: Ensure all Overhaul services performed meet or exceed what isoutlined in Appendix A Section 3.0, Section 5-3, or otherwise specified in this RFP andthat all services are consistent with the Instruction Manual. Deviations must be approvedby the City in writing.• Contractor Shop Access: Accommodate reasonable requests before and/or during thisproject for City personnel or their representatives to visit Contractor’s off-site shop(s)where pumps and motors are being serviced.• The Contractor will comply with all laws and regulations governing the completion of thisproject, including all site safety rules and procedures, OSHA regulations, and Cal/OSHAregulations.• The Contractor will supply all field service expertise required to complete this project in aprofessional, efficient, safe, and timely manner.• The Contractor will operate in the best interest of the City, as to not incur unreasonableexpenses or project delays.City’s Responsibilities• The City will provide all necessary labor to operate the Redding Power Plant.• The City will provide safety clearances.• The City will provide electric power at 120, 240, and 480 volts AC.COR 5650Page 5 of 45
