CONTRACT DOCUMENTSNOTICE TO CONTRACTORSSECTION AINVITATION TO BIDSealed bids or electronically submitted bids through the Online Plan Room will be received by HancockCounty Port & Harbor Commission (herein called “HCPHC” or the “Owner”) at 14054 Fred and Al KeyRd, Kiln, MS 39556, until 10:30 AM local time, Thursday, May 28th, 2026, and then publicly opened andread aloud in Hancock County Port & Harbor Commission’s Administrative Building.STENNIS INTERNATIONAL AIRPORTREHABILITATE TAXIWAY AThe work is generally described as follows:Rehabilitation of the taxiway pavements including but not limited to mill and overlay of Taxiway A andconnector taxiways, isolated base repairs as needed, taxiway edge drop restoration including imported filland sod, and raising taxiway edge lights as needed.The contract time for the base bid is 145 consecutive calendar days to reach Substantial Completion.Liquidated damages in the amount of $1,000.00 per calendar day will be assessed for each calendar daythereafter, and $1,500.00 per 15-minute interval of runway closure past scheduled opening.A pre-bid conference is planned for this project on Wednesday, May 13th, 2026, at 2:00 PM at StennisInternational Airport, 7250 Stennis Airport Rd, Kiln, MS 39556. It is strongly recommended thatprospective bidders attend the pre-bid conference. Contractors submitting a written sealed bid must indicate their currentMississippi Certificate of Responsibility number on the outside of the sealed envelope containing their Bidas well as on their Bid. If the Bid is being submitted electronically through the Online Plan Room, theMississippi Certificate of Responsibility number must be included as an attachment with the electronic bidsubmittal as well as on their Bid. To be considered, a bid for Rehabilitate Taxiway A must be either sealed,and have clearly written on the face of the envelope the following: “Sealed bid enclosed for HancockCounty Port & Harbor Commission Rehabilitate Taxiway A to be opened 10:30 AM, May 28th, 2026”or if submitted electronically through the Online Plan Room, the first page of an electronically submittedbid must state the same language as required on the face of the sealed envelope.Bidder’s attention is invited to the Instructions to Bidders relative to pre-award and equalemployment opportunity requirements.Bids must be submitted on the standard form of bid proposal and must include a Bid Bond in the amountof 5% of the Bid. The successful bidder will be required to execute the standard form of Contract andAgreement, together with a 100% Performance Bond and a 100% Payment Bond, within 10 days afterformal award of the contract. If the bid is being submitted electronically, originals of the bid bond, signedor countersigned by a Mississippi Resident Agent, with Power of Attorney attached, a cashier’s check orcertified check for five (5%) percent of bid, payable to the Owner must be delivered to the Hancock CountyPort & Harbor Commission within forty-eight (48) hours of the bid opening time and date.The bidder shall guarantee to hold his bid good and may not withdraw his bid for a period of 90 calendardays after the scheduled closing time for receiving bids.This project is subject to the requirements of the Davis-Bacon Act, as amended. The Contractor is requiredto comply with wage and labor provisions and to pay minimum wages in accordance with the schedule ofwage rates established by the United States Department of Labor.The attention of bidders is directed to the Contract Provisions governing selection and employment of labor.Minimum wage rates have been predetermined by the Secretary of Labor and are subject to Public Law 87-58-1, Work Hours Act of 1962, as set forth in the Contract Provisions.As a condition of the award, Hancock County Port and Harbor Commission shall demonstrate that it complieswith the provisions of Title VI of the Civil Rights Act of 1964 ( 42 U.S.C. §§ 2000d et seq.) andimplementing regulations (49 CFR part 21) including amendments thereto, the Airport andAirway Improvement Act of 1982 (49 U.S.C. § 47123), the Age Discrimination Act of 1975 (42U.S.C. 6101 et seq.), Section 504 of the Rehabilitation Act of 1973 (29 U.S.C. § 794 et seq.), theAmericans with Disabilities Act of 1990 (42 U.S.C. § 12101 et seq.), U.S. Department ofTransportation and Federal Aviation Administration (FAA) Assurances, and other relevant civilrights statutes, regulations, or authorities, including any amendments or updates thereto. Thismay include, as applicable, providing current Title VI Program Plan to the FAA for approval, inthe format and according to the timeline required by the FAA, and other information about thecommunities that will be benefited and impacted by the project. A completed FAA Title VI Pre -Grant Award Checklist is required for every grant application, unless excused by the FAA. Thesponsor shall affirmatively ensure that when carrying out any project supported by this grant thatit complies with all federal nondiscrimination and civil rights laws based on race, color, nationalorigin, sex, creed, age, disability, genetic information, in consideration for federal financialassistance.
