N. Merchant St. Reconstruction Project – Phase 2ADDENDUM #1May 28, 2026This addendum provides bidders with the Pre-Bid Meeting Summary and adds a special provision to beused in the event that the sanitary sewer is delayed.1) Most of the items in the attached Pre-Bid Meeting Summary are for clarification and do notchange the contract. However, any additional added detail or changes from the contractdocuments should be considered binding.2) The following special provision is added.ADDITIONAL MOBILIZATION AND TRAFFIC CONTROL FOR DELAY OF SANITARY SEWERThis work shall consist of preparatory work and operations necessary for the movement ofpersonnel, equipment, supplies, and incidentals to the project site when beginning work on thesanitary sewer portion of the project if construction of the sanitary sewer must be delayed dueto permit and easement acquisition. The sanitary sewer will be considered delayed if permitsand easements are not obtained the last day of placing PCC Pavement, 8” for Stage 1. Sanitarysewer will not be considered delayed, and this item will not be paid, if it is removed for theproject.This work shall also consist of traffic control required for single lane closures for construction ofthe sanitary sewer and associated items such as sidewalk on completed portions of MerchantStreet if construction of the sanitary sewer must be delayed due to permit and easementacquisition. All traffic control and signage shall be in accordance with the current edition of theMUTCD (Manual on Uniform Traffic Control Devices), the Illinois Highway Design Standards forTraffic Control, and the Standard Specifications for Road and Bridge Construction, these SpecialProvisions, and any special details contained herein and in the plans.This work will be paid for at the lump sum price for ADDITIONAL MOBILIZATION AND TRAFFICCONTROL FOR DELAY OF SANITARY SEWER. The City reserves the right to delete this work if theproject is not delayed or if the sanitary sewer work is deleted. When the sanitary permits andeasements have been obtained, 90 percent of the pay item will be paid. The remaining tenpercent of the item will be paid when 90 percent of the total contract value is earned.3) A revised Schedule of Quantities with the special provision for ADDITIONAL MOBILIZATION ANDTRAFFIC CONTROL FOR DELAY OF SANITARY SEWER is attached.4) A revised Schedule of Prices including pay item #62, ADDITIONAL MOBILIZATION AND TRAFFICCONTROL FOR DELAY OF SANITARY SEWER, is attached and shall be used when submitting bids.The use of this Schedule of Prices will serve as a receipt of Addendum #1.End of Addendum #1CITY of EFFINGHAM, ILLINOISMerchant Street - Flamingo to Evergreen ReconstructionPRE-BID MEETING SUMMARYThe meeting was attended by:Mike French, Devin Grubb, Madelyn Rieman, and Luke Thoele with the City of EffinghamKatie Ulrich and Wes Kistler with Civil Design IncDavid Boyer with McCarthy ImprovementsNick Hutchins with Feutz ContractorsKenny Weaver with A&R ServicesBob Hoene with Effingham AsphaltA summary of the pre-bid meeting is as follows. It generally follows the Meeting Agenda andthe items on the agenda were reviewed:• The Scope and Schedule (Sections II and III) were reviewed as shown on the agenda.• Sanitary Sewer (Section IV) was discussed as shown on the agenda. Luke Thoeleexpanded upon the delay of the right-of-way and easements. These takings have beenagreed upon by the property owners but have not all been closed on. In some cases, themortgage company must sign the documents, which can take months. In one case, theproperty is in foreclosure proceedings and may not be able to be agreed upon by themortgage company. The mortgage company’s stance is unknown at this time.• The Sidewalk (Section V) was reviewed.• The Staging (Section VI) was reviewed. It was added that Family Care Associates has atemporary entrance and temporary drive to connect sections of the parking lot.Questions at meetingQ: Will the sidewalk get built if the sanitary sewer gets built?A: Yes.Q: If the sanitary sewer is delayed, with the contractor be paid extra for extra trafficcontrol needed?A: It was acknowledged that there are multiple scenarios of what could happen with thesanitary sewer and west sidewalk. There was discussion about some of the potentialissues with how this is set up and how it can be bid.
