February 3, 2026RFP 25-11-1613Request for Proposal for Construction Manager at Risk (CMAR) Services for theCity of Lake Jackson Public Safety Facilities Projects from Short-listed Firms- Step Two of the Two Step Selection ProcessFirst Step: CompleteSecond Step Deadline: Wednesday, February 25, 2026, 2:00 p.m. CSTEvent InformationNotice is hereby given to the short-listed firms to submit a Proposal in response to RFP 25-11-1613. The Scope ofWork includes, but is not limited to, the following:• Preconstruction Services: The CMAR will work with the Architect and the City during the designprocess to ensure the feasibility and constructability of the Public Safety Facilities (Police Expansion andFire Station No. 1 Renovation) Projects. The CMAR will also be responsible for cost estimates duringboth the schematic design, design development, 95% GMP, and IFP/C phases of the project. TheCMAR will work with the Architect and City to ensure that the cost of construction of the Project iswithin the estimated Construction Budget through the selection of construction systems and materials,detailed CSI format cost estimating, scheduling, and other means, including identifying potentialconstructability/conflict issues. The CMAR will also review the project schedule and identify the criticalpath and long lead items. Upon the completion of the design development phase and prior to thecompletion of the 100% set of construction documents, the CMAR will submit a proposal of aGuaranteed Maximum Price (GMP) for the construction of the Project, which is within the ConstructionBudget of the City.• Bidding Services: The CMAR will serve as General Contractor to complete all work for the bidding andconstruction of the project. The CMAR will be responsible for coordination of all bids, advertisement,and solicitation, bid procurement, selection of sub-consultants or trade contractors as outlined in TexasGovernment Code Chapter 2269. The expectation is for the CMAR to do Bid Assembly and provide theOwner and Architect with transparency on the quotes received. The CMAR will also be responsible forthe issuance of pre-purchase orders for long lead items, if required.• Construction Services: The CMAR will serve as General Contractor to complete all work for theconstruction of the Project.
