LEGAL NOTICEADVERTISEMENT FOR BIDSNOTICE IS HEREBY GIVEN that the City of Warren, Ohio, will accept bids for:

2026 BELLE STREET $1,520,000
SEWER IMPROVEMENTS
Work includes furnishing all materials, equipment, tools, labor and services necessary for completion of the project. All work shall be done as shown on drawings called for in the description of the work and in a manner directed by the specifications of the City of Warren, Trumbull County, Ohio. The engineer’s estimate for this project is shown above. The Director of Public Service will receive sealed bids for the above-mentioned project until 11:00 a.m. on Thursday, March 26, 2026, at the office of the Director of Public Service & Safety, 391 Mahoning Avenue, N.W., Warren, Ohio, 44483, bid opening will be virtual and read aloud by calling in at 1-978-990-5465, Access Code 797 6067, immediately thereafter.
Scope of Work
This contract involves the construction of a new sanitary relief sewer, ranging in diameter from 8 to 10 inches, for approximately 550 LF along Laird Avenue SE, Belle Street SE, and Iddings Avenue SE. The installation of the new sewers also includes 5 new manholes, 5 stub out tie-ins to existing sanitary lines, the coring of an existing manhole, the repair or reconnection of 13 existing sanitary laterals, 6500 LF of existing storm and sanitary sewer rehabilitation, 25 existing manhole rehabilitations, and 4-point repairs to existing sewers. General site work includes clearing, grubbing, tree cutting, pavement repair, concrete repair, and seeding and mulching.

This procurement is subject to the EPA policy of encouraging small business participation in rural areas (SBRAs).
All bids must be returned in a sealed envelope addressed to the Director of Public Service and Safety, City Hall, 391 Mahoning Avenue NW, Warren, Ohio, and marked on the outside what the bid covers. Each bidder shall be required to file with his/her bid guaranty in one of the following forms:
- A bond for the full amount of the bid; or
- A certified check equal to ten percent (10%) of the bid; or
- A cashier’s check equal to ten percent (10%) of the bid; or
- A letter of credit, pursuant to Chapter 1305 of the Ohio Revised Code, equal to ten percent (10%) of the bid; made payable to the City of Warren, Ohio, as a guarantee that if the bid is accepted, a contract will be entered into, and its performance secured.
If the bidder is a corporation for profit, its bid must be accompanied by a photocopy of documentation from the state of its incorporation showing the name in which the corporation is incorporate. Any time the name of the corporation is asked for in the bid documents, the exact name of the corporation (i.e., no abbreviations, no variations, etc.) must be used. Any variation from this provision may render the corporate bidder’s bid non-responsive or otherwise not sufficient.
If the bid is accepted, the successful bidder shall enter into a contract and furnish a Contract Performance Bond in an amount equal to One Hundred Percent (100%) of the total contract price, in accordance with the specifications.
The City reserves the right to reject any or all bids and to waive any informalities or irregularities in the bids received; and to accept any bid which is deemed most favorable to the City of Warren at the time and under the conditions stipulated.
All bidders must fill in all blanks of the proposal in ink or submit a typewritten proposal. No bids may be withdrawn after the scheduled closing time for receipt of bids for at least ninety (90) days.
