SCOPE OF WORKThe Mayor and Commissioners of Emmitsburg, Maryland, are requesting sealed bids fromqualified firms to update the Town’s current Code of Ordinances, including revisions to thesubdivision and zoning regulations and any other related sections as necessary. Sealed proposalsare due by 4:00pm on April 24, 2026. Please see “Submittal Requirements” on how to submityour bid.The Emmitsburg Town Code can be accessed here:https://library.municode.com/md/emmitsburg/codes/code_of_ordinancesPlease note that the online version of the Town Code is updated twice a year, so not all updatesmay be available. Any recent updates to the Code can be found here:https://www.emmitsburgmd.gov/null/legislative.php#outer-132 under the “Ordinances” tab.The contractor shall apply current planning best practices in updating Title 16: Subdivisions andTitle 17: Zoning. Revisions to other sections of the Code of Ordinances may also be required asnecessary to ensure consistency with the updates to Titles 16 and 17. The contractor shall reviewthe existing ordinances to identify conflicts, gaps, and outdated language; evaluate consistencywith the Comprehensive Plan and recently adopted ordinances; and ensure compliance withapplicable Maryland law. The scope of work shall also include public engagement meetings andworkshops, as well as attendance and presentations at Planning Commission and Board ofCommissioners meetings during the adoption process.Questions? MISCELLANEOUS INFORMATION• The Town of Emmitsburg reserves the right to accept or reject any and/or all bids and to waive anyinformalities or irregularities in the bidding process.• The RFP creates no obligation on the part of the Town to award a contract or to compensate the proposerfor any costs incurred during the proposal presentation, response, submission, presentation, or oralinterviews (if requested/held). The Town reserves the right to award a contract based upon proposalsreceived without further discussion or negotiation. Proposers should not rely upon the opportunity to altertheir qualifications during discussions.• The Town further reserves the right to make investigations as it deems necessary to determine the ability ofproposers to furnish the required services, and proposers shall furnish all such information for thisproposal as the Town may request.• Proposers must specifically identify any portion of their submittals deemed to contain confidential orproprietary information.• The Town of Emmitsburg does not discriminate based on race, color, national origin, sex, sexualorientation, religion, age and disability in employment or the provision of services.
