ADVERTISEMENT FOR BIDSCHARTER OAKS VILLAGE COOPERATIVEARUNDEL, MAINEPHASE 1 DISTRIBUTION SYSTEM IMPROVEMENTSGeneral NoticeCharter Oaks Village Cooperative (Owner) is requesting Bids for the construction of the following Project:Phase 1 Distribution System ImprovementsBids for the construction of the Project will be received at DuBois & King’s Laconia office located at 208Union Avenue Laconia, NH 03246, until Monday, June 8, 2026 at 11:00 am local time. At that time theBids received will be publicly opened and read.The Project includes the following Work:Construction of new water distribution piping, service corporation stops, fittings andappurtenances, installation of Above-Ground Storage Tanks (ASTs) complete with requiredsecondary containment systems, surface restoration, and associated water distributioninfrastructure.Bids are requested for the following Contract: Charter Oaks Phase 1 Distribution ImprovementsOwner expects that the Project’s construction schedule will be completed no later than by December 1,2026.Each BID must be accompanied by a certified check payable to the OWNER for five percent (5%) of thetotal amount of the BID. This contract is subject to all applicable and/or relevant Federal procurement guidelinespertaining to Grants and Cooperative Agreements with State and Local Governments.Pre-bid ConferenceA pre-bid conference for the Project will be held on Wednesday, May 13, 2026 at 10:30 am at CharterOaks Village Cooperative, 31 Allen Road, Arundel, Maine 04046. Attendees should meet at the largepump house building. Attendance at the pre-bid conference is encouraged but not required.Instructions to BiddersA Bid Guarantee equal to five percent of the Bid is to be submitted with each bid, and Performance andPayment Bonds will be required for 100% of the contract price.Bidder shall comply with Disadvantaged Business Enterprises (DBE) requirements.Bidder shall comply with Build America, Buy America (BABA) requirements.Davis-Bacon wage rates shall apply.Bidder must comply the Department of Labor Regulations relating to Copeland Anti-Kickback Act (18U.S.C. 874) as supplemented by 29 CFR part 3, Contract Work Hours and Safety Standards Act (40 U.S.C.327-330) as supplemented by 29 CFR part 5, Occupational Safety and Health Standards (OSHA) (29 CFRpart 1910). The CONTRACTOR must comply with all applicable standards, orders, or requirementsissued under section 306 of the Clean Air Act (42 U.S. C. 1857(h)), section 508 of the Clean Water Act (33U.S. C. 1368), Safe Drinking Water Act, Executive Order 11738, and the Environmental Protection AgencyRegulations (40 CFR Part 15). The CONTRACTOR must comply with Section 13 o the Federal WaterPollution Control Act Amendments of 1972, Section 504 of the Rehabilitation Act of 1964, Title VI of theCivil Rights Act of 1964, the Age Discrimination Act of 1975, and the Uniform Relocation and RealProperty Acquisition Policies Act.
