STATEMENT OF WORKA. INTENTIt is the intent of these specifications, terms, and conditions to describe Architectural andEngineering (A/E) services for the design and construction requirements (BridgingDocuments) for design-build delivery of two (2) new Alameda County Fire Department(ACFD) fire stations.The ACFD intends to award a two-year contract (with option to renew for one year) to theProposer selected as the most responsible Proposer whose response conforms to theRFSOQ and meets the ACFD and the County’s requirements for A/E services.The Proposer awarded a contract resulting from this RFSOQ No. 25-04 cannot bid on anysubsequent RFSOQs for projects developed under the Bridging Documents for this RFSOQNo. 25-04.B. BACKGROUND and SCOPEThe ACFD provides all-risk emergency services to the unincorporated areas of AlamedaCounty (excluding Fairview), the cities of San Leandro, Dublin, Newark, Union City andEmeryville, the Lawrence Berkeley National Laboratory, and the Lawrence LivermoreNational Laboratory. With 27 fire stations and 33 companies serving a population of394,000, the ACFD serves densely populated urban areas, waterways, industrializedcenters, extensive urban interface, agricultural and wildland regions. Over 500 personnelprovide a wide variety of services to an ever-expanding, dynamic, and diverse area ofroughly 508 square miles.In November 2020, voters in Alameda County’s unincorporated communities adoptedMeasure X, the ACFD Fire Safety Bond. Measure X authorizes the ACFD to issue up to $90million in general obligation bonds to repair, upgrade, and replace outdated fire stationsin order to maintain fire and emergency medical services in the unincorporatedcommunities of Ashland, Castro Valley, Cherryland, Livermore, San Lorenzo, and Sunol.ACFD intends for the second tranche of bond funds to be released near the start ofconstruction. The project will then have three years to complete construction.ACFD New Fire Station Objectivesa. Demolition of stations and construction of six (6) new fire stations fundedby the $90 million Bond Measure X.b. This procurement includes A/E services for two (2) of the six (6) newstations (see Table 1 below). ACFD intends to hire an A/E firm to developBridging Documents—including building and site program, designdocuments, basis-of-design and outline specifications—for these two firestation projects. PROPOSER MINIMUM QUALIFICATIONSProposer shall be regularly and continuously engaged in the business of providingA/E services for at least five (5) years, which must be clearly stated ordemonstrated in the Proposal Response Packet.Proposer shall be a duly registered architect in California (“Architect”).a. Proposer must submit documentation proving that the Proposer is a dulyregistered architect in California that includes its license number.Proposer shall meet the County’s Small Local Emerging Business (SLEB)requirements in order to be considered for the contract award. Additionalinformation regarding the SLEB requirements can be found in Section R (AWARD)of this RFSOQ.a. Proposer must accurately complete and sign the SLEB Information Sheet(found in Exhibit A – Proposal Response Packet) which must be includedas part of Proposer’s response.Proposer and its consultants shall possess all permits, licenses and professionalcredentials necessary to perform services as specified under this RDSOQ. Unlessnoted otherwise in the RFSOQ including any Addendum, Proposer is not requiredto submit copies or verification of these documents.
