Fort Ord Regional Trail and Greenway – California Avenue Construction Managment
Request for ProposalsThe Transportation Agency for Monterey County is requesting proposals from qualified and interested consultants or consultant teams to perform construction management for the California Avenue segment of the Fort Ord Regional Trail and Greenway (“Project”).
The Project involves construction of a new 12-foot wide multi-use and accessible trail through the City of Marina. The trail is adjacent to California Avenue from Patton Parkway to 8th Street. Between Patton Parkway and Imjin Parkway, the trail is on the west side of California Avenue. Between Imjin Parkway and 8th Street the trail is on the east side of California Avenue. From 8th Street, the trail traverses northeast through open space and connects to 9th Street and Imjin Road.
Inquiries relating to this Request for Proposals (RFP) shall be submitted no later than 12:00 noon on Friday, February 27, 2026, to the Contracts and Grants Coordinator, Ryan Bigelow, ryan@tamcmonterey.org .

TAMC is committed to planning, funding anddelivering transportation projects for the region. The Agency is also committed to providinginformation to the public about its projects, plans and activities, ensuring public participationand fostering public understanding of its functions.TAMC’s Board of Directors includes twenty-three members who consist of local officials fromeach of its twelve incorporated cities and five county supervisorial districts, and ex-officiomembers from six public agencies. The mission of TAMC is to proactively fund and plan atransportation system that enhances mobility, safety, access, environmental quality andeconomic activities by investing in regional transportation projects for Monterey Countyresidents, businesses and visitors.PROJECT DESCRIPTIONThe California Avenue segment of the Fort Ord Regional Trail and Greenway (“Project”) involvesconstruction of a new 12 foot wide multi use and accessible trail through the City of Marina.The trail is adjacent to California Avenue from Patton Parkway to 8th Street. Between PattonParkway and Imjin Parkway, the trail is on the west side of California Avenuu. Between ImjinParkway and 8th Street the trail is on the east side of California Avenue. From 8th Street, the trailtraverses northeast through open space and connects to 9th Street and Imjin Road.This request for proposals will be used by TAMC to select a consultant or consultant team toprovide all professional services consistent with the industry-accepted roles of ConstructionManager for the construction of the Project.Attachment A is a draft Scope of Work. A final Scope of Work will be made a part of theprofessional services agreement between TAMC and the consultant. A copy of the standardTAMC agreement anticipated to be utilized is Attachment B. Any requests to modify thestandard contract provisions must be made as part of the request for proposals. A singledocument will be prepared between the Consultant and TAMC consistent with the provisions ofthese attachments.It is important that the consultant be able to work closely with Agency staff. The consultant orconsultant team must be prepared to attend meetings as required to satisfy this requirement.PROJECT BUDGETThe estimated budget for this work is $1.4 million from local Measure X funds. There is nofederal funding on this project.Page 4 of 40PROJECT SCHEDULETAMC will seek construction allocation for the project in May 2026 and will begin constructionin November 2026. The Construction Management contract will support TAMC in preparing theconstruction bid and awarding the contract. The Construction Management contract isexpected to start in April 2026 and assist with pre-construction tasks. The contract isanticipated to take approximately 2.5 years, starting in April 2026 and being completed byDecember 2028.SELECTION PROCESSTAMC will establish a review committee to review the proposals. This review may be followedby an oral interview between a review committee and the firm(s) that respond(s) best to theRFP. Based on the recommendations of the review committee, TAMC staff will issue a “Noticeof Intent to Award” notice to all responders, indicating staff’s intent to negotiate with thespecific firm considered to be the most qualified consultant or consultant team.Staff will then attempt to negotiate a final Scope of Work and a Budget for the project with thatfirm. The final Scope of Work will include a full description of each task, a description ofdeliverable products, and a schedule of the due dates for the deliverable products and otherimportant milestones. The Budget shall include an estimated cost per task and use theappropriate Caltrans cost proposal format. Upon successful completion of negotiations, theconsultants or consultant teams will be recommended to the TAMC Board for final selectionand contract approval.Should the most qualified consultant or consultant team and TAMC fail to successfullynegotiate a final scope of work and a mutually agreed upon budget for these consultingservices, then TAMC reserves the right to enter negotiations with the next most qualifiedcandidate for performance of the work.Further, the Agency may also negotiate contract terms with selected proposers prior to award,and expressly reserves the right to negotiate with several proposers simultaneously and,thereafter, to award a contract to the proposer offering the most favorable terms to theAgency. Proposals submitted, therefore, should contain the proposers’ most favorable termsand conditions, because the selection and award may be made without further discussion withany proposer. The Agency will submit the proposal considered to be the most responsive andcompetitive to the Board of Directors for consideration and selection. The Agency reserves theright to accept or reject any and all submitted proposals, to waive minor irregularities, torequest additional information or revisions to offers, and to negotiate with any or all proposersat any stage of the evaluation.Page 5 of 40The evaluations will be based upon the following criteria:Firm Profile, Project Team, & Experience:Qualifications and experience for the lead firm, Project Manager, the team,and the key project staff in projects similar to the Scope of Work of thisRequest for Proposals and covering the required skill sets, including the1 committed degree of participation from key personnel. (15 points)In particular, the Agency is seeking a team that has demonstratedqualifications with similar projects and a good working relationship withrelevant project stakeholders (e.g. City of Marina, CDFW, PG&E, andCSUMB). (15 points)Specific Approach:Thoroughness, appropriateness, clarity, logic, and risk of proposer’sapproach to carrying out the tasks listed in Attachment A, Scope of Work.(30 points)2 Logic, risk and appropriateness of proposed schedule. (10 points)30 points50 pointsSoundness, risk and appropriateness of proposed team structure,coordination, communication flow, and location of key consultantpersonnel. (10 points)References:3 Are the firm’s references from past clients and associates favorable? Questions and answers regarding the request for proposals will alsobe posted on the website. All prospective proposers are responsible for checking the websitefor any addenda to the Request for Proposals, and the proposal must acknowledge all addendaissued in order to be considered responsive. To receive email notifications of addendums to thisRequest for Proposals, prospective proposers must submit an email request to the ProjectManager.Any requests for clarification or exceptions to requirements in this Request for Proposals mustbe received by the Agency no later than 12 noon, PST, on Thursday, February 27, 2026, toguarantee response or consideration.
