REQUEST FOR PROPOSAL FOR PEST CONTROL SERVICES
The Borough of Naugatuck Town and Board of Education seeks Bids for monthly pest control services for fourteen (14) municipal buildings, two (2) fire stations, and one (1) police station and other buildings and structures for the period of one (1) year commencing on July 1, 2026 through June 30, 2027.
Sealed proposals will be received by the Borough of Naugatuck, Accounting Department, Town Hall Basement, 229 Church Street, Connecticut, 06770 until Thursday, June 25, 2026 at 11:00 AM for furnishing the commodities and/or services herein listed. Late submissions will not be accepted.

Engagement of the VendorThe Borough of Naugatuck town and Board of Education seeks Bids for monthly pest control services forfourteen (14) municipal buildings, two (2) fire stations, and one (1) police station and other buildings andstructures for the period of one (1) years commencing on July 1, 2026 through June 30, 2027.2. Scope of Services / Statement of WorkContractor to provide pest elimination for all crawling pests, rodents, hornets, wasps and bees. The word“elimination” is defined as the periodic eradication of existing infestation within practical limits.Services to be regularly scheduled monthly treatments on any business day during the hours of 8:00 AMthrough 4:00 PM except all buildings designated BOE (Board of Education, see Section C) services mustbe scheduled after 2:00 PM.Bidders/contractors should include any fees above the normal charge for emergency service onweekends, holidays, or after business hours. Bidders/contractors should list any overtime charges forservices performed after normal business hours indicated above. Bidders/contractors should list any feesfor extra service, outside of monthly services, as related to prevention and removal list. Please provideprices on form attached in Section C.The Contract includes but is not limited to the prevention and removal of the following:• Rats• Mice• Bedbugs• Fleas• Cockroaches• Pigeons and other birds• Wasps• Bees• Hornets• Ants• Moths• Squirrels• Beetles• Moles and/or Groundhogs• Foxes• Bats• Raccoons• Other pests typically encounteredBOE PropertiesThese items will need to be completed at the BOE Properties, located in Section C.Check the exterior of the building for any new or developing nests and its removal. Check any existingand new bait stations in key areas of the exterior.A log book maintained by technicians to be kept in the kitchens of all BOE locations, to be updated on allmonthly, and call-in visits.All BOE locations will include the following areas to be maintained and checked monthly:• Kitchen food/prep area• Dry food storage• Cafeteria• Teachers loungeNaugatuck High School will have the included areas that will be maintained and check monthly• Kitchen/ food prep area• Dry food storage located within Kitchen• Cafeteria• Culinary Kitchen room E126• Special Ed room E138• YMCA Daycare room E102, E106• Gym Concessions W111• Teachers Loungeo E103o N144o N119o S182Eo S168o S132o S150o S107o N240o N225o S218o S239o S248o B150The Successful service provider shall be expected to have familiarized themselves with the nature of thevarious areas within the patches to which this contract applies and the common pests that can occur. Ifthere is a pest in a communal kitchen in a sheltered scheme then this must be treated as an emergencyand the service provider must comply with environmental health guidelines in relation to food hygiene andinform staff if the treatment will contravene these guidelines.The materials used in pest elimination work shall conform to Federal, State and local Ordinances andLaws. Rodenticides shall be used with all due precautions to avoid the possibility of accident to humans,domestic animals and pets. All services, regular and special, shall be rendered at such times as shall notinterfere with employees and other persons in or about the premises. All pest elimination work shall beperformed in a safe manner and in accordance with the most modern and effective scientific pest controlprocedures.The Borough reserves the right to request additional vendors under Contract No. FY25-B88 to be utilizedat its discretion.It is the responsibility of the respondents to pay for all costs associated with submitting qualifications and/orproposals. The Borough of Naugatuck shall not reimburse for any such costs.The Borough will not reimburse the contractor mileage, travel time, breakdowns, or any damage or repairsto contractor’s equipment.Upon delivery or repair all invoices must state total cost for service provided, to include any and all discountamounts, if applicable. Terms and ConditionsThis document, its terms and conditions and any claims arising there from, shall be governed byConnecticut law. The Vendor shall comply with all applicable law, ordinances, and codes of the State ofConnecticut and the Borough of Naugatuck and shall commit no trespass on any private property inperforming services under this document.The parties agree that they waive a trial by jury as to any and all claims, cause of action or disputes arisingout of this document or services to be provided pursuant to this document. Notwithstanding any such claim,dispute, or legal action, the Vendor shall continue to perform services under this document in a timelymanner, unless otherwise directed by the Borough of Naugatuck.4. Subcontracting and AssignabilityNone of the services covered by this document shall be subcontracted without the prior written approval ofthe Borough of Naugatuck for the acts and omissions of its Vendors, and of persons either directly orindirectly employed by Vendor, as it is for the acts and omissions of persons directly employed by Vendor.The Borough of Naugatuck may, before making payment on the document require either an affidavit fromthe Vendor that all sub Vendors and material men have been paid or may require waiver of mechanics’liens from any and all sub Vendors and material men. Any sub Vendor will be subject to the same insurancerequirements as the Vendor’s requirements promulgated in this document.The Vendor shall not assign any interest in this document, and shall not transfer any interest in the same(whether by assignment or notation) without the prior written approval of the Borough of Naugatuck;provided, however, that claims for money due or to become due the Vendor from the Borough of Naugatuckunder this document may be assigned to a bank, trust company, or other financial institution, or to a Trusteein Bankruptcy, without such approval. Notice of any such assignment or transfer shall be furnished promptlyto the Borough of Naugatuck.5. Termination of ContractIf, through any cause, the Vendor shall fail to fulfill, in a timely and proper manner, his obligations underthis document, or if the Vendor shall violate any of the covenants, agreements, or stipulations of thisdocument by giving written notice to the Vendor of termination and specifying the effective date thereof, atleast five (5) days before the effective date of such termination.
