PURPOSE:

The City of Kingsland is soliciting proposals to purchase a Diesel Powered 7.3 Cubic Yard Regenerative Air

Street Sweeper (Non CDL). It is important for the City to be able to procure such items from qualified

contractors who have the integrity and reliability that will assure good faith performance.

PROPOSAL SUBMISSION PROCESS:

All proposals shall be submitted in a sealed envelope. The Request for Proposal (RFP) number, title,

opening date and name of bidder shall be clearly displayed on the outside of the sealed envelope. The

delivery of said proposal to the prescribed delivery point on or before the specified opening date and time

is solely and strictly the responsibility of the Proposer. Any proposal received at the prescribed delivery

point after the specified date and time will NOT be accepted. Proposals must be submitted as prescribed

by the City. No Proposal may be modified after opening.

All Responders shall submit one (1) original and one (1) copy of their documents in a SEALED envelope to

either of the addresses listed above no later than Tuesday, December 2, 2025 at 2:00 PM. Any proposal

received after the time and date specified will NOT be considered.

DIESEL POWERED REGENERATIVE AIR STREET SWEEPER

Specifications for: Diesel-Powered 7.3 Cubic Yard Regenerative Air Street Sweeper (Non-CDL)

General Requirements

 The street sweeper must be new, of current manufacture, and the model/series must have been

in continuous production for at least ten (10) years.

 The supplier must provide references from five (5) current customers using the model offered.

 All components required for proper operation and reliability must be included and meet or

exceed industry standards for durability and performance.

 The unit shall be delivered fully assembled, serviced, and ready for immediate operation, with

supplier-provided startup support and operator instruction.

 The unit shall carry a comprehensive warranty for a minimum of 12 months or 1,000 operating

hours covering materials and workmanship.

Manuals and Training

 The supplier shall provide one printed operator’s manual and one printed parts/service manual,

plus one electronic copy of each.

 One operator’s manual must be supplied for the auxiliary engine.

 The manufacturer must offer a training course for complete maintenance and operation of the

sweeper at no additional charge, with at least 20 scheduled sessions per year open to

customers.

 Video materials covering operator instructions, safety, and maintenance must be provided in

electronic format.

Paint and Color

 The entire unit shall be finished in standard white paint over a primer; the pick-up head, gutter

brooms, and truck frame must be finished in black.

Regenerative Air System

Power Unit – Diesel

 The auxiliary engine shall be a liquid-cooled, turbocharged, Tier 4 Final-certified electronic diesel

engine with a minimum displacement of 275 cubic inches, developing no less than 99 HP at

2,200 RPM and 315 ft-lbs torque at 1,600 RPM.

 Cylinder construction shall utilize a wet sleeve design.

 The engine shall feature a radiator fan, auxiliary drive, spin-on oil/fuel filters mounted remotely

for easy access, and a two-stage fuel filtration system with in-cab water-in-fuel monitoring.

 Engine electronics must utilize an ECU module with CAN communications compatible with

industry standards (e.g., SAE J1939 or equivalent).

 Multi-point engine protection must be provided, including automatic derate/shutdown features

for high coolant temp, low coolant level, high air cleaner restriction, or low oil pressure.

 Engine controls shall be located in-cab, sharing a fuel tank and batteries with the chassis engine.

Air cleaner design must incorporate a replaceable dry-type element and pre-cleaner.

 The in-cab display shall provide air cleaner restriction and DEF (diesel exhaust fluid) level alert

gauges.

 A modular heat exchanger assembly for cooling engine coolant, intake air, and hydraulic oil must

be included.

 The DEF tank should supply the Selective Catalytic Reduction system, with a low-level indicator

in-cab. Remote oil level sight gauge for ground-level service is required.

Dust Separator

 Debris separation shall be achieved through a multi-pass centrifugal dust separator with

minimum dimensions matching industry standards (e.g., 20” diameter x 61” width, 16” x 24” x

61” debris chamber).

 Construction must utilize non-magnetic stainless steel or equivalent corrosion-resistant

material, with lined doors for abrasion resistance and ease of cleaning.

 Inspection doors and replaceable liners are required for maintenance.

Hopper

 Hopper capacity shall be approximately 7.3 cubic yards, with an operative load of not less than 6

cubic yards.

 Dumping shall be hydraulically operated with controls accessible from both cab and body.

Hopper door opening and inspection doors must be included.

 Hopper construction shall use corrosion-resistant stainless steel or equivalent, with bolt-on

replaceable liners, abrasion protection package, and LED work and warning lights included.

Hydraulic System

 Hydraulic system must feature a minimum 25-gallon reservoir, appropriate strainer and filter

elements, temperature/shutdown protection, auxiliary hydraulic operation for all main sweeper

functions, and in-cab hydraulic monitoring.

Blower

 The blower creating air pressure/suction shall be a heavy-duty, open-face, turbine-style device

balanced for smooth operation, constructed of high-strength alloy, with a replaceable rubber

liner. The housing must be non-magnetic stainless steel or equivalent.

Pick-up Head

 Must be steel fabricated, spring-balanced, with separate upper/lower chambers, blast orifice,

adjustable pressure relief, and reversible, replaceable skid runners. Hydraulically operated pick-

up head and broom, with in-cab control and safety lockouts are required.

 All water and deluge systems for pick-up head must be controllable from the cab.

Gutter Brooms

 Twin gutter brooms, minimum 43-inch diameter, steel bristle, hydraulic-driven, with in-cab

controls for position and speed; must include flexible mounting and tilt capability.

Dust Control Water System

 220-gallon tank(s), rustproof, bolt-in construction, filtered water system and pump, electronic

low-level sensor/alarm, multiple spray nozzles for dust suppression, and cab-controlled valves

required.

Operating Controls

 Controls must utilize a multiplex CAN platform, with diagnostic LEDs/indicators, in-cab

multifunction touchscreen for sweeper status, service reminders, custom alerts, trip and

maintenance logs, odometers, and programmable sweep modes. All main controls must be

accessible from the cab.

Additional Equipment

 Traffic directing light (e.g., amber LED bar), dual in-cab monitor camera system covering rear

and pick-up head, requisite LED work lights, and lockable storage box/work platform with

specified access and illumination shall be provided.
